Danish Refugee Council (DRC) is a leading protection agency with a mandate to protect, advocate and promote durable solutions for displacement affected populations.

DRC has been operating in Ukraine since 2014 with emergency and durable solution interventions supporting IDPs, returnees, host communities, and conflict-affected populations. Since the outbreak of the conflict in February 2022, DRC has shifted its programming to emergency response to meet the urgent needs of conflict-affected populations across the country. Currently, DRC programming is focusing on Protection, Livelihoods, Multipurpose Cash Assistance (MPCA), Shelter and NFI, and Humanitarian Demining and Explosive Ordnance Risk Education.

DRC is currently looking for a Protection Team Leader for its operations in Chernivtsi.

Overall purpose of the role:

In close collaboration with the Protection Manager, the Protection Team Leader will:

  • Lead Protection program activities in the field;
  • Supervise and provide technical support and guidance to the Protection team;
  • Ensure the quality of the planning, implementation and follow up of all technical aspects of the protection program activities being implemented by DRC;
  • Develop and maintain good relations with persons of concern, key stakeholders and other humanitarian actors to support implementation and coordination of DRC’s Protection activities.

Main responsibilities:

Management

  • Supervise and provide support to Protection Officers and Assistants in the implementation of general protection activities in line with DRC’s procedures.

Programming & Operations

  • In close coordination with the Protection Manager, ensure efficient and effective program implementation in line with the project budget and work plan;
  • Participate in the preparation of project reports.
  • Document case studies, best practices and lessons learned from the cases handled by the protection team;
  • Support the protection team in implementation of protection activities in accordance with agreed objectives and in line with DRC procedures.
  • Carry out protection monitoring, data collection and documenting the needs of the persons of concern, support in designing protection monitoring tools and formats when required.
  • Plan and participate in protection awareness raising sessions and information campaigns targeting persons of concern;
  • Plan and participate in Protection and multi-sectoral needs assessments, identifying protection concerns and draft protection assessment reports.
  • Support mapping of services and development of effective referral pathways;
  • Ensure safe and quality referrals to other service providers.
  • Participate in the identification and provision of individual protection assistance (IPA).
  • Regular reporting to the Protection Manager of the activities implemented; as well as planned for the coming week
  • Any other duties as may be assigned by the Protection Manager, relevant to the achievement of protection objectives

Coordination and representation

  • Collaborate with relevant internal and external technical experts on sector relevant issues
  • Represent DRC in protection meetings as required and draft relevant minutes and communicated as required.
  • Ensure integration with other DRC sectors.

Project development

  • Contribute to the development of programme proposals, workplans and budgets for future funding.

Logistics/Finance

  • Support the monitoring of financial commitments and expenditures against budgets and provide timely feedback on budget follow-up.
  • Plan and coordinate proactively logistics and movements of staff from and to different operational areas.
  • Initiate procurements and ensure their execution in line with DRC procurement procedures.
  • Ensure distribution plans are prepared and shared with logistics in a timely manner

Required experience and competencies:

  • Proven experience in implementing General Protection activities in complex emergency contexts.
  • Minimum 3 years of practical experience in the protection sector working for an INGO.
  • Proven experience in management skills and a competence in people management.
  • Commitment to learning and implementing organizational policies and procedures.
  • Experience in report writing and budget management is desirable.
  • Knowledge of cross-cutting protection topics including Child Protection and GBV is desirable.
  • Excellent skill in MS Word, Excel, and PowerPoint.
  • Full professional proficiency in English

Required education:

Degree in Human Rights, Social Science, Refugee Law, or any other relevant field.

We offer:

Contract length: 5 months renewable depending on performance and funding.

Level: Band G

Designation of Duty Stations: Chernivtsi

Start date: As soon as possible.

Salary and conditions will be in accordance with Danish Refugee Council’s Terms of Employment for national staff.
