Job Purpose

Under the direction of the Financial Planning Team Leader, develop and implement cost allocation and cost recovery initiatives of the Institute which aims to ensure long-term and sustainable operation. Communicate outcomes and variance analysis by preparing timely and accurate reports. Deliver high quality service by ensuring systems and guidelines are in place and creating continuous improvements in the service unit operations.

This position will be based at the IRRI Headquarters, Los Baños, Philippines and may only be filled by permanent citizens of the Philippines.

Roles and Responsibilities
  • Develop and implement the Institute cost allocation and recovery of indirect cost, research support and operational support, in accordance with the CGIAR Financial Guideline No. 5
  • Develop methodology for cost recovery for a specific service unit
  • Review existing cost recovery rates and recommend amendments if needed
  • Design and implement strategies, best practices, and process improvements in order to achieve sustainable and efficient operation
  • Ensure that cost allocation and recovery methodologies are properly implemented and that written guidelines and processes are documented to serve as guide
  • Closely coordinate with all levels of staff (GRS/NRS) of the service units, where necessary gain understanding and gather data to determine the full service cost, and calculate the proposed unit cost of the product
  • Communicate outcome and variances of the service operations to service unit heads, organizational unit heads, directors and deputy directors
  • Provide guidance to service units and other stakeholders’ queries/issues on cost recovery, by timely discussion with concerned parties
  • Plan, study, collect and analyze operational data of service unit to determine the costs of the business activity
  • Calculate annual Institute indirect cost rate and other recovery rates in accordance with CGIAR Financial Guideline (FG) series #5
  • Determine the full service cost and calculate the proposed unit cost of the product
  • Set-up and produce various financial reports outlining the variance analysis, specifying and comparing factors affecting prices, and profitability/cost recoveries of the service
  • Summarize  significant  financial  information  that  includes cost allocation, forecast, and variance  analysis in the preparation of the Treasurer's report to the Board of Trustees meeting
Qualifications
  • Bachelor’s degree in Accounting, CPA preferred,  with at least 2 years work experience in cost accounting in multi-national or non-profit oriented organization
Skills Required

  • Has extensive knowledge of accounting systems, bookkeeping, and financial reporting
  • Has good interpersonal and written/oral communication skills
  • Is able to explain clearly to stakeholders the requirements and process of full cost recovery
  • Has advanced computer skills (MS Word, Excel, accounting software, etc.).
  • High level of analytical ability
  • Is a team player, is able to work independently
