About IRRI
The International Rice Research Institute (IRRI) is dedicated to reducing poverty and hunger through rice science; improving the health and welfare of rice farmers and consumers; and protecting the rice-growing environment for future generations. Working with in-country partners, IRRI develops advanced rice varieties that yield more grain and better withstand pests and disease as well as flooding, drought, and other harmful effects of climate change.
Job Purpose

Under the direct supervision of the Manager of Content and Brand, manage and implement communication plans linked to IRRI’s strategic priorities to sustain and build IRRI’s reputation as a leading research institution. The specialist is expected to ensure all internal and external communication messages are consistent across all mediums, update key messaging and proof points in communication plans for all projects (ensure it flows through the implementation). This role is also responsible in facilitating crisis communication plan between IRRI and its stakeholders, acting as a primary support for issues management.

This position will be based at the IRRI Headquarters, Los Baños, Philippines and may only be filled by permanent citizens of the Philippines.

Roles and Responsibilities
  • Manage communication plans linked to IRRI’s strategic priorities that will sustain and build IRRI’s reputation as a leading research institution
  • Recommend most appropriate and effective means of engaging target audiences to achieve the desired communication outcomes, i.e. articulating scientific/technical concepts into clear and impactful messages
  • Stay up-to-date on relevant economic, governmental, industry, and policy issues and research and ensure that these are taken into consideration in IRRI’s communication plans and collaterals
  • Identify opportunities for engagement through effective use of media and events to increase public and stakeholder understanding of IRRI’s mission and positively influence their opinions of IRRI’s goals
  • Support the development and implementation of crisis communication plans, acting as a primary support for issues management (work with the manager in creating the plan)
  • Collaborate and maintain relationship with senior managers, project leaders, researchers, scientists and communication colleagues in creating communication plans that support IRRI’s programs, projects, and strategic goals
  • Incorporate IRRI’s strategic messaging and other communications materials
  • Provide timely and accurate advice to stakeholders, ensuring all messages are factual, correct, and aligned to IRRI’s strategic plan
  • Propose and deliver communication plans to be used in donor relations, external events, internal communication messages, etc.
  • Draft, edit and finalize full range of IRRI’s external and internal collaterals, including speeches, presentations, online and print stories, speaking points and social media statements, and other similar communications
  • Provide briefing notes and key messages in response to media issues and provide expert advice to stakeholders on advocacy and media relations activities
Qualifications
  • Bachelor’s degree in Communication, Journalism, Public Relations, Marketing or related field with 5 years of directly relevant experience
Skills Required

Mandatory

  • Exceptional writing, editing, and communication skills in a variety of formats (i.e. web, print publications, briefing papers, press releases)
  • Experience using communication strategies and tools to advance local, regional and international program objectives, including media relations, web/mobile/social media, print and events
  • Solid organizational, project management, and multi-tasking skills
  • Ability to thrive in team environments, with a strong understanding of diversity and other cultures
  • Ability to deliver high quality work products with tight deadlines

Preferred

  • Strong understanding of issues impacting IRRI, i.e. agriculture, climate change, etc.
  • Experience in developing public advocacy campaigns
