Job Purpose

Under the direct supervision of the Financial Planning Team Leader, prepare all budget proposals from concept notes to detailed budget for submission to potential donors ensuring that full cost recovery is included and ensuring that the proposals meet Institute and donor requirements and guidelines.

This position will be based at the IRRI Headquarters, Los Baños, Philippines and may only be filled by permanent citizens of the Philippines.

Roles and Responsibilities
  • Develop, review and coordinate with the project leaders the budget proposal for Bilateral/Window 3 Restricted grants, Windows 1 and other special funding services
  • Review the donor’s draft contract agreement, and ensure that it is in accordance with IRRI standards and tallies with the management’s approved budget
  • Upload the budget of newly approved grants, complete the grant’s checklist and transfer all documents to the accountant-in-charge
  • Closely coordinate with all levels of staff (GRS/NRS) who submits a concept note/proposal that require budget development
  • Communicate with Portfolio Development and Management Office (PDMO)/ IRRI Tech Transfer (ITT)/ IRRI Education (IE), and Project Leaders the updated budget proposal based on the latest discussion and subsequent management’s approval/clearance
  • Prepare budget proposals from concept notes to detailed budget and ensure that it conforms to full cost recovery or donor’s guidelines, if any, for submission to potential donors on or before the deadline
  • Upload budget in OCS for newly ongoing grants and ensure that all grants’ budget are correctly reflected in OCS
  • Update budgetary records of bilateral grants in the database and ensure its completeness
Qualifications
  • Bachelor’s degree in Accounting, CPA preferred,  with at least 2 years work experience in cost accounting in multi-national or non-profit oriented organization
Skills Required

Mandatory

  • Has extensive knowledge of accounting systems, bookkeeping, and financial reporting
  • Has good interpersonal and written/oral communication skills
  • Is able to explain clearly to stakeholders the requirements and process of full cost recovery
  • Has advanced computer skills (MS Word, Excel, accounting software, etc.)
  • High level of analytical ability
  • Is a team player, is able to work independently
