Mission and objectives

UNHCR’s operations in Moldova are part of the Multi-Country Office in Budapest. We follow and comment on developments in policy, legislation, and the daily practice of refugee protection. We are working with the Moldovan government and partner organizations. We are committed to creating public support for asylum-seekers, refugees and stateless persons.

Context

The Office of the UNHCR was established on 14 December 1950 by the UN General Assembly. The agency is mandated to lead and co-ordinate international action to protect refugees and resolve refugee problems worldwide. Its primary purpose is to safeguard the rights and well-being of refugees. It strives to ensure that everyone can exercise the right to seek asylum and find safe refuge in another State, with the option to return home voluntarily, integrate locally or to resettle in a third country (www.unhcr.org)

Task description

Within the delegated authority and under the direct supervision of the Registration and Identity Management officer, or his/her designated mandated representative(s), the Associate Operational Data Management Officer will undertake the following tasks: Data Collection, Management and Analysis: • Manage the usage, maintenance and technical support of core operational data applications, including systems that manage refugee registration and identity management (PRIMES) & biometrics (BIMS). • Provide support on the management of the relevant databases, oversee data input and reporting in close collaboration with other officers (protection, registration, community services, etc.) • Create and maintain databases and spreadsheets that meet operational requirements. • Convert, import and export data from systems as required. • Oversee the quality of data collection and ensuring consistency with UNHCR’s standards and guidelines, including the generation of daily/weekly reports on data consistency and data input errors. • Generate, review and analyse data-driven thematic reports. • Prepare reports related to the target population in the cash assistance program for beneficiaries and onward submission to Cash Processing team in Geneva. • Monitor device and user management within local client and field server solutions, including monitoring frequency of data synchronization to prevent and mitigate data loss. • Assist with data quality assessment, data clean-up and data mapping from existing, legacy or external database systems to the applications, as required. • Conduct data collection audits as required. • Identify and integrate additional primary and secondary data into PRIMES as required by evolving needs. • Propose revisions and improvements to the overall design framework and data requirements where required, to ensure content is current, comprehensive, and follows relevant metadata standards; Data Visualization, Reporting and Application: • Support the design and strengthening of operational reports and statistics, including provision of training and user guidance. • Liaise with implementing and operational partners on data issues, if necessary, advise partners on methodological issues and promote timely reporting of data, according to agreed standards, for which they are responsible. • Provide technical assistance in translating data and other program information into easy visual representations, in accordance with data visualization best practices; • Consolidate operational information on a regular schedule to support analysis and design and implement sustainable information management and dissemination systems for data collections, where required. Training and Technical Support: • Perform database administrator functions in relation to local field server machines that contain operational data, and refugee and other persons of concern data. • Assist in designing and developing standard reports, templates and forms, while ensuring consistency with global guidance and policies, and in consultation with relevant stakeholders, including business module owners. • Provide technical assistance in order to support staff • Identify, diagnose and escalate for the resolution of technical user errors, bugs and queries related to UNHCR core applications on persons of concern data and other operational data systems, in consultation with headquarters, external developers and support teams • Contribute to the capacity building and guidance of technical users and administrators. • Monitor user management and conduct regular clean-up of user accounts and access permissions in accordance with relevant relevant guidance and procedures of the applications and systems under his/her responsibility. • Analyze and respond to user requests and queries, including compilation and assessment of applications enhancements and change requests. • Perform other related duties as required. Furthermore, UN Volunteers are encouraged to integrate the UN Volunteers programme mandate within their assignment and promote voluntary action through engagement with communities in the course of their work. As such, UN Volunteers should dedicate a part of their working time to some of the following suggested activities: • Strengthen their knowledge and understanding of the concept of volunteerism by reading relevant UNV and external publications and take active part in UNV activities (for instance in events that mark International Volunteer Day); • Be acquainted with and build on traditional and/or local forms of volunteerism in the host country; • Provide annual and end of assignment self- reports on UN Volunteer actions, results and opportunities. • Contribute articles/write-ups on field experiences and submit them for UNV publications/websites, newsletters, press releases, etc.; • Assist with the UNV Buddy Programme for newly-arrived UN Volunteers; • Promote or advise local groups in the use of online volunteering, or encourage relevant local individuals and organizations to use the UNV Online Volunteering service whenever technically possible. Results/expected outputs As an active UNHCR team member, efficient, timely, responsive, client-friendly and high-quality support rendered to UNHCR and its beneficiaries in the accomplishment of her/his functions, including: • Age, Gender and Diversity (AGD) perspective is systematically applied, integrated and documented in all activities throughout the assignment • A final statement of achievements towards volunteerism for peace and development during the assignment, such as reporting on the number of volunteers mobilized, activities participated in and capacities developed
