OVERVIEW OF THE FUNCTIONS OF THE POST

 

Direct supervisor of the third-party contractor:


Under the overall authority of the Director of the UNESCO Office for Iraq/UNESCO Representative to Iraq, the overall supervision of Chief of Education, the supervision of Project Officer in Education based in Baghdad, under the direct supervision of Associate Project Officer based in Baghdad and in collaboration with other staff for the project of “Improving Access to Quality and Inclusive Education with Gender Equality for Out of School Children in Babil and Baghdad Governorates, Iraq” funded by the Government of Italy, the incumbent will be responsible for the monitoring of project activities, supporting the implementing partners and coordinating with the relevant government authorities in order to ensure the smooth implementation of the project. The incumbent will be primarily based in and monitoring the project activities in Baghdad with possible missions to other locations in Iraq if required.  

 

Brief description of the project:


The project “Improving Access to Quality and Inclusive Education with Gender Equality for Out of School Children in Babil and  Baghdad Governorates, Iraq”, funded by the Government of Italy, aims at increasing access to quality primary education for OOSC, IDPs and returnees in these two governorates, building upon the previous project under the same subject implemented in Baghdad and Salah Al Din.


 

Core activities:


The incumbent will be based in Baghdad and will be responsible for the monitoring of project activities, supporting the implementing partners and coordinating with the relevant government authorities mainly in Baghdad, and supporting other governorates in the central and south area, when needed. S/he will also assist in the planning and implementation of other UNESCO education projects in Iraq, if necessary.
 

Duties and responsibilities

 

The incumbent's role is to undertake the following tasks: 


1.    Establishing and maintaining good relationships within the organization as well as with partners and other stakeholders such as officials of the relevant Directorate of Education and community members in the respective governorate in order to collect information, monitor project activities and implement administrative requirements as per the guidance from the direct supervisor.

2.    Conducting daily visits to project activities to monitor progress and evaluate results and impact and providing appropriate administrative follow-up actions to ensure the quality and quantity of the implemented work as per the plans and contracts. Also providing the relevant stakeholders with technical support on preparing Bill of quantities (BoQs), development, implementation and progress tracking of the project work plan.

3.    Assisting in administrative and programmatic tasks as required such as preparation of reports and arrangement of meetings for UNESCO staff or other relevant guests and accompanying them during the missions. Also, collecting data and other information relevant to UNESCO and report to the supervisor accordingly.

4.    Representing UNESCO in meetings and clusters as per request and instruction from the direct supervisor.

5.    Coordinating with implementation partner(s) in the respective governorate to ensure good delivery of interventions such as training, events, campaigns, distributions of school kits, etc., and assisting them in the reception, registration/enrolment and provision of assistance to persons of concern in the project.

6.    Conducting spot checks for the financial reports and vouchers of the IP and facilitating the payment procedures on the ground along with the Project Assistant and the National officer based in Baghdad by supporting the implementation partner(s), when needed. 

7.    Reporting on a bi-weekly basis at least to the direct supervisor in writing to brief all the interventions and activities conducted by partners and contractors with the details of the above tasks. 

8.    Conducting any other tasks required by the supervisors for the work of project, team and the unit.

Initial contract (as probationary period) will be for three months, and extendable for additional 9 months and subject to satisfactory performance and fund availability.

A) The candidate shall be performing her/his tasks within the specific operating standards, guidelines, requirements, techniques and/or methods. The candidate will be working under the overall authority of the Director of the UNESCO Office for Iraq, the overall supervision of Chief of Education, under the supervision of Project Officer and the direct supervision of the Associate Project Officer based in Baghdad entrusted with the implementation of the project “ Improving Access to Quality and Inclusive Education with Gender Equality for Out of School Children in Babil and Baghdad Governorates, Iraq ”, who will be giving her/him instructions, reviewing her/his work in terms of quality of outputs and shall be giving guidance on the implementation of the project.

 

B) Internally, the incumbent will closely work with all the project team members based in Iraq in Baghdad, in particular with Field Assistant in Babil, project assistant and Associate Project Officer based in Baghdad.

The incumbent is also required to: undertake exchange or provision of information with other colleagues in education sector, implementation partners and stakeholders to deliver clear messages, conduct of negotiations to resolve problems; and ensure professional relationships with colleagues from different sectors, implementation partners, and stakeholders from outside the organization.

1.  Academic qualifications
 

•    Completion of secondary school education / diploma in the field of engineering, education or any other related field 
•    University degree in engineering, education or any other related field 
     *Civil engineering background preferred
 

2.  Years of relevant work experience

 

•    Minimum 2 years of relevant experience in monitoring and follow up, field work, civil engineering, education, or capacity building if the candidate has a bachelor’s degree, 4 years if the candidate holds secondary education or diploma (Required) 
•    Experience in project support and management would be an asset (Desirable).
     *Civil Engineer experiences and background preferred;
 

 

3.  Language requirement

 

  • Excellent knowledge of English language (both written and spoken)
  • Excellent knowledge of Arabic language (both written and spoken)
