Consultant to Develop the Gender Mainstreaming Policy for the Ministry of Labour

UN Women, grounded in the vision of equality enshrined in the Charter of the United Nations, works for the elimination of discrimination against women and girls; the empowerment of women; and the achievement of equality between women and men as partners and beneficiaries of development, human rights, humanitarian action and peace and security.

UN women is supporting the Ministry of Labour (MOL) in Jordan to develop its first Gender Mainstreaming Policy. The Policy should be connected to the National Women’s Strategy and the National Gender Mainstreaming Policy and should be technically sound and at the same time easy to understand, since it is targeting wide range of MOL employees from different backgrounds. 

Objective of the Assignment:

The objective of this assignment is to finalize the first draft of the gender mainstreaming policy for the Ministry of Labour (MOL) and develop a concise roadmap that depicts what are the main milestones for operationalizing it, including stakeholders’ identification. It is expected for the submitted final version of the policy to provide the policy framework to mainstream gender into the Ministry’s mandate and its organizational structure to support the Ministry in fulfilling its role in achieving the national and sectoral priorities, especially those that focus on women’s empowerment and gender equality. In addition, it is expected to provide a general overview of the needed institutional structure that would support mainstreaming gender into the Ministry’s units and enable its staff’s capacity development to ensure equality between all.

Duties and Responsibilities

Under the supervision of Women’s Economic Empowerment Technical Lead and in close collaboration with the Institutional Capacity Development Analyst at UN Women Jordan Country Office and Ministry of Labour, the Consultant will be responsible for the following deliverables during 10 days:

  • Review the consultancy objectives with UN Women and MOL in a kick off meeting and develop a timeline for the implementation.
  • Revise MOL’s first draft of the gender mainstreaming policy, and relevant sectoral and national policies and submit a second revised draft with a short and concise road map for the operationalization of the Gender Mainstreaming Policy.  
  • Conduct consultation meetings with senior management, relevant directorates, and the gender mainstreaming Committee at the Ministry of Labour. Not less than 4 meetings.
  • Discuss the revised draft of the policy during a workshop, which will be conducted by UN Women with relevant staff from MOL to consult with them and get their final feedback on the revised version of the policy

Reflect the received feedback and finalize MOL’s gender mainstreaming policy in collaboration with MOL and UN Women focal points and submit the final version to UN Women with the final operationalization road map.

Required Skills and Experience


Master’s degree in social science, gender studies, organizational behaviour, strategic planning, or a relevant academic field. (A first-level university degree in combination with two additional years of qualifying experience may be accepted in lieu of the advanced university degree).


  • Proven experience at least 10 years working in gender equality and women’s empowerment.
  • Proven record of excellent corporate writing and technical writing skills, with producing gender equality products. Experience in developing national and sectoral gender mainstreaming policies as an asset.
  • Previous experience with government institutions and working experience with the Ministry of Labour is an asset.

Language Requirements: Working proficiency in speaking and writing in Arabic and English.

Evaluation Criteria Individual consultants will be evaluated based on the following methodology: Only candidates obtaining a minimum of 49 points in the technical evaluation would be considered for the financial evaluation.

Criteria Weight Technical: 70% (70 points)

  • Criteria 1:  Relevant experience (number of points: 30)
  • Criteria 2:  Educational Background (number of points: 20)
  • Criteria 3:  Language Requirements (number of points: 20)

Financial: Lowest Financial Proposal: 30% (30 points) The points for the Financial Proposal will be allocated as per the following formula:

  • Contract will be awarded to the technically qualified consultant who obtains the highest combined score (financial and technical);
  • The points for the Financial Proposal will be allocated as per the following formula: (Lowest offer*)/ (Bid of the Consultant) x 30;
  • 'Lowest Bid Offered' refers to the lowest price offered by Offerors scoring at least 49 points in the technical evaluation.
