Danish Refugee Council, one of the world’s leading humanitarian NGOs working in 40 countries worldwide, is currently looking for a highly qualified Country Shelter/WASH Coordinator to be based in Kyiv, Ukraine.

DRC has been operating in Ukraine for more than 10 years with emergency and durable solution interventions for assisting IDPs, returnees, host communities, and conflict-affected populations. With the outbreak of the conflict in February 2022, DRC has shifted its programming to emergency response to meet the urgent needs of conflict-affected population in the country. Current DRC programming is focusing on protection activities such as protection monitoring, information dissemination, Individual protection assistance, mine victim assistance, and legal aid. DRC is also planning to add to the ongoing emergency protection response activities such as GBV prevention and response, Psychosocial assistance (PSS), and community-based protection. In addition to protection programming, DRC is currently implementing Multipurpose Cash Assistance (MPCA), NFI and Food distributions, Shelter & WASH interventions, and Economic Recovery, Humanitarian Demining and Explosive Ordnance Risk Education. The organization counts with 6 offices in the country. 


About the job

DRC is managing its operations in Ukraine through its country office in Kyiv, and it has established or establishing operation offices in Chernivtsi, L´viv, Kyiv, Chernihiv, Poltava, and Dnipro. The Country Shelter/WASH Coordinator will be in charge of designing DRC standard Operational Procedures and modalities of intervention for Shelter and WASH action while coordinating DRC’s Shelter and WASH (S/W) program country wide. The position will be based in Kyiv.

The position will include the technical management of 20 national staff.

 
Main responsibilities                                                                                               

  • Select the most appropriate modalities of intervention depending on the context.
  • Designing, coordination, technical leadership, and supervision of S/W activities in the country.
  • Design, revise, and develop S/W standard operational procedures.
  • Coordinate, plan and monitor all S/W related activities
  • Ensure the highest quality of the sectoral interventions, and the coherence between all projects, ongoing and proposed, according to the overall strategy.
  • Take leadership of the project programs in terms of high quality and timely deliveries, narrative reporting and financial overviews, close cooperation with donors, Government counterparts and coordination mechanism at national level.
  • Lead capacity building programs for S/W staff in cooperation with area/base managers.
  • Formalize and develop program related operational tools and training modules.
  • Provide inputs for monthly, quarterly, and annual donor reports.
  • Provide overall budget supervision, financial management and expenses supervision for the program activities, including compliance with minimum DRC and donor requirements.
  • Management of beneficiary databases.

Program development and strategy

  • Represent DRC via active participation in the Shelter and WASH Working Groups at national level.
  • Oversee knowledge sharing across teams ensuring that monitoring and evaluation results are understood and used to improve S/W programs.
  • Drive the development and growth of S/W programs within the DRC program objectives and feed into country-wide strategy development.
  • Ensure close cooperation with donors, government counterparts and coordination mechanisms on-site and in synergy with other DRC´s programming.
  • Provide technical guidance, support, and training for all S/W staff.
  • Develop and/or review all S/W indicators.
  • Ensure that SOPs for all S/W activities align with DRC country strategy and sector best practices.
  • Conduct regular field missions to all field offices to provide technical and operational guidance, support, and supervision of the implementation of S/W activities in the field.
  • Conduct monthly technical meetings with senior S/W field staff to ensure coherence with SOPs and S/W strategy.

Accountability and reporting

  • Develop and monitor relevant accountability initiatives within the S/W program as well as strengthen the effort to document the impact of activities.
  • Ensure compliance with internal and external reporting requirements.

People Management.

  • Technically supervise all S/W Managers and Team Leaders.
  • Lead the recruitment of all field S/W senior staff, including coaching and capacity development.
  • Conduct, develop, and monitor relevant accountability initiatives within the S/W program as well as strengthen the effort to document the impact of activities.
  • Ensure compliance with internal and external reporting requirements.
  • Lead meetings with S/W managers and Team Leaders to share best practices between the field offices to ensure the highest quality of the response.

                                                           
Coordination:

  • Ensure the coordination with relevant actors at national level.


As Coordinator the post-holder is responsible for the following:

  • Accountable for achieving DRC’s strategic goals and objectives within the sector of responsibility.
  • Technical aspects of S/W programming including capacity building of the staff.

Required experience and competencies.                                                                                                       

  • Minimum 4-6 years of proven international experience in NGO projects in S/W programmes.
  • Proven experience in implementing S/W programming in complex emergency contexts.
  • At least 3 years' experience with people management.
  • Experience in carrying out humanitarian interventions through and in coordination with implementing partner organizations is an asset.
  • Proficiency in English is compulsory.
  • Fluency in Ukrainian or Russian is an asset.
  • Excellent writing and editing skills for external audiences (including governments and donors).
  • Experience in producing high-quality technical material (training material, program tools, proposals, strategic documents, etc.).
  • Experience in working with Monitoring, Evaluation and learning in S/W programs.

  • Previous experience with DRC in emergency context.

Required education.                                                                                               

  • Master's degree in civil engineering or architecture, or any other relevant field.
  • Or Bachelor’s degree in relevant fields with at least 8 years’ working experience in similar positions.

                                                           
We offer.

Contract length: 6 or 12-months renewable depending on performance and funding.
Level: F1 – non management.
Designation of Duty Stations: Kyiv - Non-Family duty station - Unaccompanied
Rest and Recuperation (RnR): every 9 weeks.
Start date: As soon as possible.
