The Global Green Growth Institute – GGGI is an intergovernmental organization, based in Seoul – South Korea, founded to support and promote a model of economic growth known as "green growth". Green growth refers to key aspects of economic performance such as poverty reduction, job creation, social inclusion and environmental sustainability. GGGI works with countries around the world, developing their capacities and working alongside them on green growth policies with potential impact on the lives of millions of people. GGGI collaborates with countries, multilateral institutions, government agencies and the private sector to help build economies that are prosperous and efficient, sustainable in the use of natural resources, less carbon intensive, and more resilient to climate change.

 

PROJECT BACKGROUND

In Peru, GGGI, in consortium with the World Agroforestry Center (ICRAF) and the Peruvian Society of Environmental Law (SPDA), is implementing the project Scheme of Agroforestry Concessions of Peru: Enabling the Multilevel Implementation of an Innovative and Transformative Policy, hereinafter AgroFor Project, which is financed by the government of Norway. This three-year initiative will help the government of Peru create the institutional, technical, legal and financial conditions to enable the implementation and successful execution of Contracts in Use for CUSAF Agroforestry Systems in the Peruvian Amazon. Through the CUSAF, small family producers will have access to enabling titles on the lands they manage, conditioned on the implementation of sustainable use practices, with adequate technical and financial incentives.

As part of the articulation with key public actors for the implementation of the AgroFor Project, it is necessary to articulate our work with the Ministry of the Environment – MINAM and with its different internal bodies, as well as with the regional environmental authorities – ARA, in the three regional governments where AgroFor intervenes.

In this context, GGGI requires the services of a consultant with an environmental specialty to lead the process of articulation of GGGI, as part of the AgroFor consortium, with the authorities of the environmental sector.

OBJECTIVES OF THE ASSIGNMENT

The purpose of this consultancy is to obtain technical assistance from a consultant on issues of natural resource management and climate change, in order to articulate GGGI with national and regional environmental authorities, for the proper implementation of the different components of environmental sustainability, and climate change relevant to the AgroFor project.

 

DELIVERABLES AND PAYMENT SCHEDULE

To achieve the objective of this work, the consultant has to develop the following detailed activities:

 -        Assist technically and contribute to the preparation of documents related to issues of natural resource management, climate change and mechanisms of remuneration for ecosystem services oriented to the implementation of the AgroFor Project and other areas of work of the GGGI Peru country program.

-        Support in activities related to sustainable landscapes, circular economy and climate change, associated with the GGGI country program.

-        Participate in the elaboration of the work plan between GGGI – MINAM, for the implementation of joint activities.

-        Provide support and technical assistance in the preparation of project proposals associated with resource mobilization on issues of sustainable landscapes, climate change and circular economy.

-        Permanently coordinate with the GGGI Peru team, as well as with the members of the AgroFor consortium, environmental authorities of the Peruvian government (national and regional), and other organizations, outside and inside Peru, on issues related to this consultancy.

-        Accompany GGGI Peru team members to meetings and events, when necessary and clearly established.

-        Identification of components of the AgroFor Project that should consider greater emphasis on climate change (includes issues of remuneration mechanisms by SE), in coordination with the GGGI team.

-        Identification of components of sustainable landscapes, climate change and circular economy associated with the country program of GGGI Peru at present, as well as the identification of new proposals.

-        Identification of activities to be carried out jointly with MINAM and that could be part of the joint work plan.

-        Systematization of project proposals associated with the mobilization of resources of GGGI Peru at present, as well as those that are in preparation.

-        Identification of new sources of financing associated with the GGGI country program for the years 2022 and 2023.

Reporting arrangements:

    • The progress of the consultant's work will be monitored primarily through regular review meetings with the GGGI Peru team, the timetable for which will be determined during the development of deliverable 1 (work plan).
    • All deliverables must include a digital repository with the primary and secondary, empirical, technical and scientific information sources used. It must also have appropriate means of verification, including records of participants in meetings and/or workshops, minutes, photos or other documents as evidence of information.
    • The conformity of the deliverables will be given by the Senior Public Policy Officer of GGGI in Peru, in coordination with the Country Representative of GGGI in Peru.
    • The percentages of progress mentioned in deliverables 2, 3, 4, 5, 6 and 7 shall constitute specific work plan activities set out in deliverable 1 and shall be coordinated at regular meetings between the consultant and the GGGI team.

The consultant will follow these key considerations:
    • Coordination: the coordination of all the activities of the consultancy will be directed by the GGGI Peru team. At any stage of the development of the service, the GGGI Peru team will request meetings or information from the consultant that may give rise to observations that must necessarily be absolved by the consultant. Likewise, GGGI will generate the corresponding meetings with the Consortium (SPDA and ICRAF), counterparts of the national government, regional governments and others, as appropriate.

 

EXPERTISE REQUIRED

The description of the required expert may be split into following parts:

    • Necessary: Environmental engineer, forestry, biologist, agronomist or related, preferably with a master's degree or specialization in environmental issues and / or climate change.
    • Required: General work experience of at least 08 years.
    • Necessary: Specific work experience in issues of natural resource management and / or climate change of at least 5 years.  Preferably in topics related to forests, circular economy, agroforestry, sustainable landscapes or related.
    • Necessary: Excellent writing and oral expression of technical proposals.
    • Necessary: Ability to communicate, write and understand English. (intermediate level)
    • Preferably: With specific work experience of at least 2 years in the preparation of project proposals with international cooperation in Peru
    • Preferably: Experience in field work on natural resource management topics or activities will be valued.
