Background

Over the past 30 years of independence, the Kyrgyz Republic has committed to fulfill international obligations under approved conventions and treaties. The country periodically reports on these international commitments at UN meetings and receives recommendations which it is committed to implement. As a member of the UN, the country also reports annually on the implementation of the SDGs. Over the past few years, the country has experienced several political upheavals that have led to changes in power and reforms in legislation, public policy, systems and institutions, programmes and directions for development. Between 2020 and 2022, the government initiated a full-scale legislative inventory (over 350 laws have been revised) and administrative reform. These innovations have created uncertainty in the gender machinery, functions previously responsible for gender issues, and new structures and mandates.

In light of the above reforms, the assessment of all country commitments was carried out utilizing harmonized approach. This resulted in comprehensive matrix structured according to the thematic areas of the Beijing Platform for Action and the SDG indicators and entailing recommendations from the last 2 periodic reports. Based on initial drafts two consultations were organized with members of inter-governmental working group and finalized taking into account their inputs and recommendations. To further provide technical support to Government and key national partners on integration of harmonized approach into respective policies an plan, UN Women is recruiting a national consultant who would build upon above processes and provide expert and facilitation assistance.

Duties and Responsibilities

Under the overall supervision and guidance of the UN Women Country Representative and in close coordination with the UN Women Spotlight Programme Coordinator the national expert will provide technical support to Government and key national stakeholders on integration of the harmonized approach to respective policies and plans. 

Specific responsibilities and tasks of Consultant include:

  • Hold series of consultations with respective government bodies, line ministries and agencies to prepare for high level meeting – awareness raising on harmonized approach, sectoral plans analysis.
  • Prepare agenda, list of participants and handouts and facilitate/co-facilitate one high level meeting engaging high level officials (or National Gender Council). 
  • Prepare agenda and handouts and facilitate/co-facilitate 2 working meetings – 1 for inter-governmental working group as follow-up after high level meeting and 1 extended GTG (consisting on UN agencies and other International Organizations).
  • Provide hands on expert support to inter-governmental working group on development and implementation of the action plan on CEDAW COBs and other HR treaty bodies implementation.
  • Consolidate all generated materials and prepare final analytical report with recommendations.
  • Provide expert support and conduct at least 3 master classes (expert talks) on women leadership.

Duration & Deliverables Timeframe: 

The assignment will be for 40 working days for a period of August-December, 2022. The Assignment should commence on August 20 and end on December 20, 2022.

Required Skills and Experience

Education:

  • University degree in Social Sciences, gender studies, human rights, national development, or other relevant social science fields 

Experience :

  • At least five (5) years of experience in legal and policy analysis in public sector, gender programming, gender analyses and implementation of normative standards on gender equality and empowerment of women at the national level
  • Proven experience of writing legal and policy documents and position papers;
  • Previous experience in gender expertise of polices and laws would be an asset;
  • Experience in conducting interviews and survey and quantitative and qualitative data analysis would be an asset 

Language:

  • Proficiency in professional written Russian is required, English is an asset.

 

Evaluation Procedure:

The candidates will be evaluated in three stages: according to minimum qualification criteria; technical and financial evaluation.

The candidates must possess following minimum qualification criteria to be eligible for further technical evaluation:

University degree in Social Sciences, gender studies, human rights, national development;

At least five years of experience in legal and policy analysis in public sector, gender programming, gender analyses and implementation of normative standards on gender equality and empowerment of women at the national level

Proven experience of writing research reports, gender analyses and position papers;

Proficiency in professional written Russian is required, English is an asset

Maximum total technical scoring:

Only candidates who have passed over the minimum qualification criteria and have accumulated at least 49 points out of maximum 70 under technical evaluation will qualify for the next stage i.e. evaluation of their financial proposals.

Evaluation of financial proposal

Evaluation of submitted financial offers will be done based on the following formula: S = Fmin / F * 30

S – score received on financial evaluation;

Fmin – the lowest financial offer out of all the submitted offers qualified over the technical evaluation round;

F – financial offer under consideration.

Winning candidate

The winning candidate will be the candidate, who has accumulated the highest aggregated score (technical

scoring + financial scoring).

Management arrangements:

The contractor will work under direct supervision of UN Women Kyrgyzstan Representative and guidance of UN Women National Programme Officer.

Financial arrangements:

Payment will be disbursed upon submission and approval of deliverables and certification by UN Women National Programme Officer that the services have been satisfactorily performed as specified below:

  • Deliverable 1,2,3 (30 working days) 60%;
  • Deliverables 4 (10 working days) 40%;
