Under the guidance and direct supervision of Operations Manager, the Procurement Support Consultant will provide initial guidance in execution of procurement services in UN Women Afghanistan Country Office, ensuring compliances, effectiveness, transparency, and integrity. The consultant works in close collaboration with the operations, programme and project teams in the Regional Office and UN Women Afghanistan Office on daily procurement functions, resolving procurement-related issues and e-filing system in procurement unit.

Duties and Responsibilities

SCOPE OF WORK AND SPECIFIC TASKS

The consultant will work under supervision of Operations Manager of UN Women Afghanistan in close collaboration with Regional Procurement Focal Point to ensure delivery of following tasks;

  1. Support procurement daily services and processes
  • Provide advice and technical support on Procurement related issues
  • Provide initial review with immediate feedback/comments on requests for Purchase Order and Vendor Update & Registration
  • Review and update procurement logs with link to e-filing of contracts, POs, travels, vendors and procurement related documents in SharePoint system.
  • Assist in reconciliation and review of PO balance on monthly basis.
  • Consolidate monthly and yearly data of aging POs to be closed or continued

       2. Support administrative and other operations activities

  • Coordinate contract management processes for office
  • Provide administrative support to contract management processes; maintain databases;
  • Develop and update the rosters of suppliers.
  • Perform other administrative tasks as assigned by supervisor
  • Provide support to the synthesis of lessons learnt and best practices.
  • Work closely with Regional Team on migration to the new ERP system including coordination for trainings provided by Regional Office

      3. Provide mentorship to newly recruited procurement team with hands-on training

Required Skills and Experience

 THE QUALIFICATIONS AND EXPERIENCE

  • Completion of Secondary education is required.
  • At least 6 years of work experience in procurement, administrative or programme support is required
  • Experience in the usage of computers and office software packages (MS Work, Excel, Power Point, etc.)
  • Experience in handling of web-based management systems or enterprise resource planning (ERP) system similar to PeopleSoft (Atlas) is required
  • Work experience in the UN system is an advantage;
  • Fluency in English

  EVALUATION

Applications will be evaluated based on the cumulative analysis:

  • Technical qualification (100 points); weight: (70%)
  •  Financial proposal (100 points): weight (30%)

A two-stage procedure is utilized in evaluating the applications, with evaluation of the technical application being completed prior to any price proposal being compared.

The total number of points allocated for the technical qualification component is 100. The technical qualification of the individual is evaluated based on following technical qualification evaluation criteria:

Only the candidates who have attained a minimum of 70% of total points will be considered as technically-qualified candidates who may be contacted for validation interview.

Financial/Price Proposal evaluation:

  • Only the financial proposal of candidates who have attained a minimum of 70% score in the technical evaluation will be considered and evaluated.
  • The total number of points allocated for the price component is 100.
  • The maximum number of points will be allotted to the lowest price proposal that is opened/evaluated and compared among those technical qualified candidates who have attained a minimum of 70% score in the technical evaluation. All other price proposals will receive points in inverse proportion to the lowest price.
