Background

The Government of the Kyrgyz Republic (GoKR), European Union (EU) and the United Nations have launched the Spotlight Initiative (SI), a multi-year programme aimed at addressing all forms of violence against women and girls (VAWG), and harmful practices (HP). The SI aims to support transformative change on the ground to end VAWG, in numerous countries globally, including the Kyrgyz Republic. The initiative comes with the highest level of commitment globally and will be governed by the UN Deputy Secretary General and the Vice President of the EU Commission.The goal of the Spotlight Initiative (SI) in the Kyrgyz Republic is for all women and girls, particularly those most vulnerable, to live a life free of violence and harmful practices, including child marriage and ala kachuu. It is built around six pillars developed after an extensive global theory of change exercise:

Having recognized the complex interplay between individual, relationship, community and societal factors that influence gender inequalities and gender based violence the Programme has proposed an innovative and cohesive approach to community mobilization that prioritizes the voice of survivors and other women and girls in providing solutions to ending violence before it begins. It was done through co-creation of several innovative/transformative processes and tools such as GALS (Gender Action Learning at community and institutional levels), OSPA (Oxford scenario planning approach), design thinking/user journey and media self-assessment. All these processes were led by CSOs to reinforce the SI Kyrgyzstan’s focus on changing the normal modes of operation. To further disseminate above knowledge and practices among the broader CSO community the Programme seeks to hire a local consultant to document these processes and tools as knowledge products in a participatory way both capturing explicit and tacit knowledge  and facilitate group reflections.

Duties and Responsibilities

Under the overall supervision and guidance of the Spotlight Programme Coordinator and Technical Coherence Specialist the national consultant will co-create the KM process design and tools for documenting 4 innovative/transformative practices and facilitate group reflections with implementing partners, beneficiaries and national/regional CSOs to connect knowledge, which exists as a collection of multiple experiences and perspectives and document 4 above-mentioned practices.

Specific responsibilities and tasks of Consultant  include:

Step 1. Preparation and planning:

  • Desk review of all available documents and explicit knowledge (Programme document, proposals, tools, processes, presentations, videos, M&E frameworks and tools, reports etc). 
  • Prepare draft concept of the process design including methodology for data/evidence gathering and self-assessment.
  • Prepare outline of the structure of the knowledge product for GALS (Gender Action Learning at community and institutional levels), OSPA (Oxford scenario planning approach), design thinking/user journey and media self-assessment.
  • Hold a joint session with SI team and IPs to finalize and agree on main points (domains of change, success criteria, process and expected outcomes).

Step 2: Evidence gathering :

  • Conduct briefing session/s communicating and starting the process with SI Ips and beneficiaries (at least 4 briefings)

Step 3: Validation, reflection and reporting:

  • Design and conduct 4 self -assessment workshops for implementing partners.
  • Document all findings from interviews, focus groups, surveys etc
  • Prepare 4 KM products and facilitate group review/further editing
  • Facilitate one broader KM exchange workshop with specific focus on innovative/transformative practices.

The assignment will be for 40 working days for a period of August till December, 2022. The Assignment should commence in August and end in December 2022.

  •  Proven experience in facilitation of group reflections and documenting KAPs (knowledge, attitude and practices); conducting interviews and survey and quantitative and qualitative data analysis 
  • Has knowledge and experience in practicing innovative approaches 

Language

  • Proficiency in professional written Russian is required, working knowledge of English and Kyrgyz.

Evaluation Procedure

The candidates will be evaluated in three stages: according to minimum qualification criteria; technical and financial evaluation.

The candidates must possess following minimum qualification criteria to be eligible for further technical evaluation:

University degree in Social Sciences, gender studies, human rights, national development, or other relevant social science fields

At least two (2) years of experience in research, data analysis and documentation, preferably in the area of gender equality, empowerment of women and gender based violence

Proven experience in facilitation of group reflections and documenting KAPs (knowledge, attitude and practices); conducting interviews and survey and quantitative and qualitative data analysis

 Has knowledge and experience in practicing innovative approaches

Proficiency in professional written Russian is required, working knowledge of English and Kyrgyz

Maximum total technical scoring:

Only candidates who have passed over the minimum qualification criteria and have accumulated at least 49 points out of maximum 70 under technical evaluation will qualify for the next stage i.e. evaluation of their financial proposals.

Evaluation of financial proposal

Evaluation of submitted financial offers will be done based on the following formula: S = Fmin / F * 30

S – score received on financial evaluation;

Fmin – the lowest financial offer out of all the submitted offers qualified over the technical evaluation round;

F – financial offer under consideration.

Winning candidate

The winning candidate will be the candidate, who has accumulated the highest aggregated score (technical

scoring + financial scoring).

Management arrangements:

The contractor will work under direct supervision of UN Women Kyrgyzstan Representative and guidance of UN Women National Programme Officer.

Financial arrangements:

Payment will be disbursed upon submission and approval of deliverables and certification by UN Women National Programme Coordinator that the services have been satisfactorily performed as specified below:

  • Deliverable 1,2,3 (25 working days) – 50%;
  • Deliverables 5 (15 working days) – 50%.
