The Danish Refugee Council (DRC) is an international humanitarian organization founded in Denmark in 1956. DRC implements relief and development activities in more than 30 countries throughout the world, assisting more than 1.5 million people of different ethnicities and religions. DRC is a non-governmental, non-political and non-religious organization – and in DRC, people’s right to a life with dignity takes precedence over politics and principles. DRC has been operating in Myanmar since May 2009 and in Rakhine State since 2010, responding to the humanitarian needs in the aftermath of the Cyclone Giri. DRC has recently expanded its programme providing shelter, WASH, NFIs, livelihood support and community assistance to the people affected by the June and October 2012 events in Rakhine State. DRC Myanmar in Rakhine State is funded by ECHO, SDC, DFAT, USAID and UN agencies, including UNHCR, UNICEF and UNFPA.

Protection Officer-Gender Based Violence Officer (1 Post)

 

Duty Station                   : Mrauk Oo Office, Rakhine State

Reports to                      : Protection Team Leader- Gender Based Violence Team Leader (Response)

Overall purpose of the role:

The main responsibility of this position is to support the delivery of GBV response services and supervise, mentor, build the capacities of focal point – GBV response.

Geographic scope: Area (Rakhine-Mrauk Oo)

The Gender based violence (GBV) response Officer works as part of DRC’s team Mrauk Oo under the direct supervision of the GBV Team Leader and guidance and support of the GBV Manager. The role is based in Mrauk Oo and shall conduct regular field visits to Mrauk Oo and Kyauktaw including IDP sites. The position holder will require working with women and girls both from local community and internally displaced in camps.

Specific duties and responsibilities

GBV RESPONSE ACTIVITY IMPLEMENTATION:

  • Provide direct support and care for high risk GBV survivors and child survivors (related with GBV ) including PSS and case management service -assessment of surviors needs ,developing an action paln , implementing the plan , follow up , case closure process in line with survivor center approach
  • Work with stakeholders to develop and strengthen referral networks and monitor the implementation of the referral pathway to improve surviors access to confidential , safe GBV services in a timely manner to meet their needs
  • Ensure adherence to GBV guiding principles and the provision of survivor centere  care ( respect, withes , decisions of survivors)
  • Develop and share monthly response plan and GBV issue based on case trends to disseminate information on services available and referal pathways
  • Assess gaps in  GBV prevention and response service , make recommendations / suggestions for improvements to the supervisior and develop , in consultation with team leader, strategies to address the gaps
  • Support to implement group Psychosocial  support activiteis for surviors , to improve their social network
  • Mentor, coach and provide technical support to field based case workers in order to enable them to develop skills in case management
  • Collaborate in the recruitment process of field based case workers
  • Prepare, organize and conduct focus group discussion ( FGD) and Self help Goup ( SHG) on relevant topic / information collection , when needed
  • Ethically and confidentially collect the GBVIMS data

REPORTING AND INFORMATION MANAGEMENT:

  • Provide weekly cases update to supervisor, including new cases identified , numbers of referral, plan to close case and follow ups
  • Provide weely and monthly report on Response activities including key achievements, challenges, lessons learned and follow up support needed from supervisior
  • Assist wtih the supervision of GBV Response assistants , case workers and ensure they comply with their duties and responsibilities
  • Report on case workers needs and performance to the GBV team leader
  • Keep accurate records of daily activities, GBV IMS forms, and IASC case management forms according to GBV IMS Information Managemnt Protocol and organizational protocol
  • Discuss and share case management information with the Team Leader on a daily basis.
  • Ensure safety and confidentiality of the collected information in accordance with DRC ISP and IASC GBVIMS ISP

MENTORING AND OVERSIGHT OF FIELD BASED CASE WORKERS

  • Monitoring and supervising case management, including capacity building through training and on – job training of case workers
  • Recruit and provide initial training to Field Based Focal Points – GBV Response to be deployed in the Mrauk Oo and Kyauktaw Women and Girls Centers and displacement sites
  • Supervise Field Based Focal Points – GBV Response to ensure they comply with their duties and responsibilities
  • Conduct periodic capacity assessments and measure Field Based Case Workers ability to apply guiding principles in their work and establish a helping relationship that is conducive to the survivors healing and empowerment.
  • Mentor Focal Points – GBV Response to provide survivor centered care and communicate appropriately with women affected by violence.
  • Report on Focal Points’ (GBV Response) learning needs and performance to the GBV Response Officer

COORDINATION:

  • Maintain positive coordination and relationship with other partners in the field to promote holistic approach to case management
  • Coordinate and collaborate with the prevention team  to guarantee survivors benefit from the women center activities
  • Collaborate with different stakeholders and other DRC departments (especially protection) to ensure safe referrals and survivor centered response
  • Collaborate with other NGOs to ensure survivors receive access to support services a fruitful and smooth field level coordination
  • Coordinate with other DRC departments to ensure the effective use of the logistical and financial resources

HUMAN RESOURCES:

  • Conduct performance evaluation of incentive workers in a timely manner Recruit, monitor, supervise and provide on going support to GBV focal points working in the Women and Girls Centres including women leaders from IDP sites
  • Evaluate the performance of Focal Point (GBV Response) every 6 months together with GBV Response Team Leader

Experience and technical competencies:

  • At least 2 years' relevant experience working with a humanitarian or development organization, with excellent references.
  • Must have 2 years’ experience working in GBV case management.
  • University (BA/BSc) degree in relevant field is an asset or equivalent professional qualification
  • Exhibit qualities of warmth, respect, genuineness, empathy, and acceptance with respect to GBV
  • Commitment to achieve gender equality and end all forms of Gender Based Violence
  • Willingness to serve women affected by violence on the basis of need regardless of their ethnic background.
  • Demonstrated commitment to the elimination of racism and discrimination against ethnic minorities.
  • Knowledge about basic reproductive health.
  • Excellent interpersonal and communication skills.
  • Computer skills, including knowledge of Excel.
  • Understanding of operational context in Rakhine State
  • Fluency English proficiency
  • Fluency in local language
