Description

PROTECT Accelerator Coordinator in the Strategy and Transformation Office, Directorate of Operations.

Duties

The PROTECT Accelerator Coordinator will be part of the Integrated Accelerator Team located in HQ, Paris under the leadership of the Head of the Accelerator Office. You will report to the Head of the Strategy and Transformation Office with full functional assignment to the Space Safety Programme and will be required to travel regularly to ESOC, Darmstadt, Germany.

You will be responsible for:

  • carrying out policy and management activities in relation to the PROTECT Accelerator:
  • shaping the PROTECT Accelerator concept, goals and role-share through in depth involvement with and understanding of the user and stakeholder community;
  • preparing and supporting partnership agreements and negotiations with key partners (such as the European Commission) within the framework of PROTECT;
  • liaising effectively with other members of the Integrated Accelerator Team, synchronising concepts with those of the other Accelerators and complying with the framework for Accelerator governance;
  • following directions obtained from the Space Safety Programme and collaborating with the programme experts to align content, strategy and cost plans;
  • engaging the stakeholder community and keeping them active and motivated as multipliers of the concept;
  • supporting the management of the PROTECT Accelerator through documenting progress and regular reporting to the Integrated Accelerator Team, SSA Programme Board and the ESA Council;
  • supporting the outreach of the PROTECT Accelerator by preparing and delivering presentations to stakeholders, the public and international organisations;
  • liaising with Member States at PB-SSA and Council level to calibrate the Accelerator concepts;
  • assisting in the preparation of Space Summits;
  • providing line reporting to the Strategy and Transformation Office;
  • supporting the Strategy and Transformation Office in the preparation of documents and meetings where input from the PROTECT Accelerator is required.

Technical competencies

Excellent background in space debris and space weather and space traffic management as overarching technical disciplines
Good background on member state capabilities, assets and interests in this field
Good understanding on the functioning of ESA and the governing principles of its Space Safety Programme
Good understanding on the functioning of the EC and its relevant regulations
Good insights into the capabilities and plans of relevant players outside of Europe
Good overview on the relevant stakeholders in Europe (asset owners, operators, risk-holders, users)
Good organisational skills and skills in managing large and diverse independent communities

Education

A Master's degree in space policy, law, engineering, sciences, mathematics or equivalent is required for this post.

The working languages of the Agency are English and French. A good knowledge of one of these is required. Knowledge of another Member State language would be an asset.
