DRC Syria

DRC has been actively operating in Syria since 2008 mainly supporting refugees. In June 2012, DRC was authorized by the Syrian Ministry of Foreign Affairs (MoFA) to expand its humanitarian efforts and provide assistance to IDPs and the vulnerable resident population countrywide. Since then, DRC activities have been focused on NFI distributions, Shelter, WASH, Protection, Education, Livelihoods and Mine Risk Education in six Governorates (Damascus, Rural Damascus, Dara'a, Aleppo, Hama, and Homs). While Protection/community service activities are provided to beneficiaries throughout our six Community Centers.

 

About the job

The Programme and Development and Grants Manager is responsible for the strategic leadership, technical guidance, and management of the Quality Assurance portfolio as well as responsible for developing systems, fundraising strategy and tools for effective grants management. This includes coordinating proposal development and ensure timely monitoring and reporting on all project activities, working closely with the Technical Coordinators and Area Managers under the direction of the Head of Programme. Ultimately s/he contributes to increased programme quality by ensuring program coherence, implementing standards from lessons learnt across the country programme.

 

Duties and Responsibilities

Proposal development

  • Work closely with the Head of Programme and respective Area Managers and Technical Coordinators to design competitive final proposals responsive to donor guidelines and requirements, and in line with DRC Syria’s programme strategy, policies and standards.
  • Lead the proposals development for consistency with the requirements of solicitations, requests or calls for proposals, development of concept notes and predicting or preventing bottlenecks in the proposal development process, securing the necessary information to complete the process.
  • Support the Country Office (CO) in ensuring that the proposal development process takes into consideration the mainstreaming of CHS, global cross cutting themes such as Age, Gender and Diversity, sector strategies and lessons learnt from previous programming.
  • Lead or support assessments for new programming, ensuring linkages with technical implementation departments and quality data collection and analysis, with coherent strategies developed accordingly, and in line with the Humanitarian Response Plan and protection principles.

Grants Management

  • Establish grants management systems in accordance with DRC global policy.
  • Together with the HOP, monitor and keep track of changes in the project management tool (PMT), using the PMT as a basis to engage in discussions on grant opening, review and closure meetings.
  • Chair grant kick-off, review and close-out meetings.
  • Coordinating with programme staff on the delivery and timely submission of reports, ensuring quality control and consistency between narrative and financial reports.
  • Technically support teams in the capacity building and management of grants at the main and field offices.
  • Ensure key grant processes are in place and that relevant staff are aware of programmatic, financial and compliance requirements.
  • Provide oversight in the review of grants on a regular basis including management tools, analysing original plans and log frames against achievements.
  • Facilitate the tracking of the overall program portfolio.
  • Ensure that program reporting needs, formats and timelines are updated and shared with all relevant staff.

Coordination and Quality Assurance

  • Conduct close coordination with technical coordinators to ensure quality assurance of program implementation to support sector synergies, strategy application, formation of success stories and influence future proposals
  • Support the MEAL team to ensure lessons learned and accurate data included in donor communications, proposals etc.
  • In coordination with the program focal points and the Information Management Team, play an oversight role in the development of an information management systems.
  • Support the Communications / Liason Officer to gather program updates to share with authorities.

Human Resources & Operations

  • Recruit, manage and supervise staff as per DRC performance management processes.
  • Define organogram and ToRs, develop staffing plans, conduct recruitment processes and performance appraisals, coordinate mission plans, leave schedules, etc. for your line managed personnel.
  • Promote a professional environment conducive to collaboration, team work and professional development.
  • Uphold compliance of program staff with the applicable standards related to protection programming, code of conduct, as well as additional internal DRC procedures and guidelines related to human resources.
  • Provide remote program management as need be, ensuring that staff members remained briefed & well supported
  • Coordinate and hold regular team meetings, ensuring key information is communicated and actions are followed up.
  • Contribute to communications and media work as required.

Other tasks as defined by Head of Programme

Experience and technical competencies: (include years of experience)

  • Minimum 5 years working experience in similar grants, programme development management/coordination role with INGOs
  • Previous experience working in context of internal displacement and/or complex conflict settings with good knowledge of the protection/conflict issues affecting people in a situation of forced displacement and in conducting stakeholder/gender/power analysis, designing and developing programming in crisis-affected/fragile contexts for international humanitarian organisations
  • Strong analytical and conceptual skills with knowledge of analytical tools employed in crisis-affected/fragile contexts and proven experience in developing conflict sensitive/protection principles and approaches
  • Demonstrated ability in conceptual, analytical and critical thinking with the ability to develop programmatic strategies towards greater quality and impact
  • Solid experience in project development and management; including ability to lead on assessments, design, implementation, monitoring; with good skills in donor reporting, accountability and compliance
  • Working experience with various donor funded projects especially ECHO, UNHCR, SIDA, DANIDA, BHA and other UN and bilateral donors
  • Ability to work flexibly in a diverse team; with proven leadership skills
  • Commitment to integrate gender, conflict sensitivity and accountability into programming
  • Demonstrated skills in application of humanitarian tools and standard in past works
  • Demonstrated skills in problem solving and excellent organisational skills
  • Representation skills and excellent communication and reporting writing skills

Education:

University degree in International Development, Refugee Studies Social Science or relevant field

Languages:

  • English - fluent
  • Arabic – desirable
