Background:

The work of the Programme Office in Bishkek focuses on a range of security issues: from countering terrorism, border security and transnational threats such as human trafficking, to developing the country’s regions, strengthening efforts to combat corruption on all levels, as well as supporting the reform of the justice sector, implementation of election reform, gender equality and building open and resilient societies.

The incumbent is assigned to the OSCE Programme Office in Bishkek (POiB) as a Project Assistant within the Politico-Military Department (PMD).

The Project Assistant collects general background information for the preparation of project proposals and project reports; handles organizational arrangements and other responsibilities related to supporting the implementation of the project/programme.


Tasks and Responsibilities:

Under the overall supervision of the Police Matters Adviser, the successful candidate will be tasked with the following duties:

  1. Compile general background information from available sources for the preparation of project proposals and project reports;
  2. Prepare project narrative and financial reports, activities and budget requirements for UB and ExB projects;
  3. Organise meetings, seminars, round-table-discussions and trainings;
  4. Organise and coordinate transportation needs for the implementation of projects;
  5. Prepare the necessary travel documents;
  6. Support the project/programme implementation through secretarial support in making arrangements and appointments for meetings with implementing partners;
  7. Monitor the use of Outlook calendar (all-staff electronic calendar) making sure that all relevant information on meetings, duty travels and leaves is well maintained and communicated within the programme;
  8. Elaborate electronic and paper filing systems ensuring all relevant project documentation is available;
  9. Attend and contribute to briefings for visiting delegations on matters related to the POiB’s mandate and to the organisation’s mission; 
  10. Assist in preparation of visits of OSCE delegations to Kyrgyzstan (arrange travels and accommodations) and take minutes of meetings;
  11. Assist in all office equipment maintenance (copier, folding machine, typewriters, computers, etc.);
  12. Provide translation/interpretation services such as: translation of a whole variety of written materials from English to Russian and from Russian to English, including newsletters, bulletins, forms, letters, menus, legislative documents, memorials, notices and teaching materials and provision of simultaneous translation at meetings;
  13. Facilitate communication of non-Russian speaking staff in order to achieve understanding and developing rapport with Russian-speaking partners; 
  14. Perform other related duties as requested.

Necessary Qualifications:

  • Completion of secondary education supplemented by advanced Courses in translation/interpreting is desirable;
  • Four years of working experience in a related field, part of which should preferably have been in an international environment; for this vacant position, a first-level university degree may be considered as a substitute for one year of working experience, an advanced university degree for two years of working experience;
  • Excellent knowledge of English, Russian and preferably Kyrgyz languages. Interpretation and translation skills;
  • Solid organizational skills. Knowledge of practices and procedures related to secretarial functions. Proven typing ability and knowledge of modern office equipment and procedures;
  • Service-mindedness, good interpersonal and intercultural skills are required;
  • Demonstrated gender awareness and sensitivity, and an ability to integrate a gender perspective into tasks and activities;
  • Ability and willingness to work as a member of team, with people of different cultural, and religious backgrounds, different gender, and diverse political views, while maintaining impartiality and objectivity;
  • Computer literate with practical experience using Microsoft applications.

Remuneration Package:

Monthly remuneration, subject to social security deductions is 899.66 Euro/month. Social benefits will include Organization for Security and Co-operation in Europe participation in the Cigna medical insurance scheme and the OSCE Provident Fund.
Appointments are normally made at step 1 of the applicable OSCE salary scale. At the discretion of the appointing authority a higher step may be approved up to a maximum of step 3 subject to specific conditions.
