Located in Dakar, the UNOPS office in Senegal has developed a strong working relation with the Governments of West Africa and international partners over the years. It provides technical support in strategic development areas including elections; Procurement and related capacity building; Environmental protection, as well as infrastructure rehabilitation and development.

In Benin, UNOPS has supported the Ministry of Health in its response to COVID-19 through the acquisition of medical equipment and delivery of one fully equipped mobile laboratory (P3) and two national laboratories (P3). UNOPS is continuing to support the Ministry of Health in the framework of the PAUPPI project, through the acquisition of medical equipment and the delivery of four Epidemiologic Treatment Centers in the cities of Lokossa, Abomey, Porto Novo and Parakou.

Building on this ongoing collaboration, UNOPS has recently signed a new project with the Government of Benin. The objective of this project is to strengthen the capacities of the Benin Ministry of Health through the acquisition and installation of medical and non-medical equipment in the healthcare facilities located in Cotonou, Lokassa, Abomey, Parakou, Natitingou and Porto-Novo.

In the long term, both ongoing projects will contribute to enhancing the national healthcare platform in Benin.

In this context, UNOPS SNMCO is looking for a Lead Biomedical Engineer who will support the implementation of the aforementioned projects, working under the supervision of the Project Manager.

Functional Responsibilities

The Lead Biomedical Engineer will be responsible for the following tasks: 
  • Provide prompt, high quality and professional engineering support in all activities related to the research, commission and installation of medical equipment such as:
  • Participate in the review and analysis of existing health equipment and installations (field assessments) in various sites,
  • Review the medical equipment specifications and requirements under design, in terms of accuracy, suitability and context,
  • Participate in meetings and work closely with other respective medical experts to identify exact Locations and dimensions for equipment to facilitate better and efficient patient and process flows,
  • Assess the probabilities for integration of the new equipment into existing medical systems,
  • Prepare drawings to show proposed  locations and installation for the medical equipment,
  • Develop the schedule of the requirements, conditions, evaluation criteria and exact submission needed from the bidders before the bid solicitation,
  • Produce bills of quantities for tender purposes in terms of accuracy and content,
  • Prepare technical specifications for medical systems including components, products, apparatus, and services together with the expected quality of workmanship, in close coordination with the Procurement team,
  • Preparation of estimates of prices for all medical equipment,
  • Participate as technical evaluator of proposals for the supply of medical equipment,
  • Participate in scheduled site visits for inspection during implementation,
  • Witness the testing, commissioning of the installed equipment, the training of end-users and review shop drawings from contractors and issue a take-over certificate of the installed equipment,
  • Development of a comprehensive maintenance plan for the installed equipment,
  • Keep files and records of the design processes and decisions,
  • Scheduling requested tasks related to medical works,
  • Carrying out installation of equipment and end user training activities as needed,
  • Perform any other tasks relevant to design activity when required,
  • Maintain accurate, current, comprehensive documentation for each area of responsibility.
Monitoring and Progress Controls
  • Prepare weekly & monthly progress reports: progress of works based on the established schedules and plans, encountered problems, solutions, planning of activities for the following week, etc.
  • Consolidated monthly/quarterly progress reports,
  • Prepare and maintain an inventory list of medical equipment,
  • Prepare operational and maintenance plans for all medical equipment.

Education/Experience/Language requirements

Education
  • Advanced University (Master's) Degree in Biomedical engineering or related field is required,
  • A Bachelor degree combined with 2 additional years of relevant professional experience may be accepted in lieu of the advanced university degree.
Work Experience
  • Five years (or more based on academic credentials) of progressive experience in the biomedical engineering field is required,
  • Experience in the maintenance and the acquisition of health biomedical equipment is required
  • Experience of successfully working with a variety of health sector stakeholders, particularly governments and development partners is required,
  • Experience working in developing countries is an asset,
  • Proficiency with computers in particular AutoCAD, and other related software related to the positions field of expertise is highly desirable,
  • Professional membership of certified associations is preferential,
  • Experience working with developing nations and/or large global donors such as Global Fund, USAID, World Bank, etc. is an advantage.
Language
  • Full working knowledge of English is required,
  • Knowledge of French is a strong asset.
