The UNDP Turkey Country Office positions itself as a development partner that brings global knowledge, through a multi-sectoral approach – the key comparative advantage of UNDP - and concentrates its work on 3 programmatic fields: i) Inclusive and Sustainable Growth, ii) Inclusive and Democratic Governance, iii) Climate Change and Environment. In addition, UNDP also plays a key role in supporting the Government of Turkey with the refugee response through its Syrian Crisis Response and Resilience Programme- relying on its experience in these three major areas (i.e. livelihoods and facilitation of job creation, municipal service delivery, youth empowerment and protection/ social cohesion).

Through this Terms of Reference, UNDP Turkey aims to hire a Procurement Analyst primarily for IFAD funded Göksu Taşeli Watershed Development Project (GTWDP). Meanwhile, through this announcement UNDP Turkey plans to develop a roster of qualified Procurement Analyst who will be recruited for different projects/portfolios of the CO on a need basis.

Background of Göksu Taşeli Watershed Development Project (GTWDP):

The overall objective of Göksu Taşeli Watershed Development Project (GTWDP), is to reduce rural poverty by supporting economic diversification through value chain development and sustainable natural resource management.  The Project targets to increase farmers’ income from improved agricultural production and marketing activities in the targeted area with strengthened resilience to climate shocks. The Project would also contribute to improving the standards of living of the nomadic Yörük tribes in the highlands of the Taurus Mountains, through capacity building that would assist them to organize for improved management of the common natural resources. The project outcomes include:

  1. Sustainably increased farm productivity,
  2. Higher product prices received by smallholder producers.

The GTWDP is being implemented in selected villages of 11 districts of Konya and Karaman provinces of Central Anatolia. These districts are located in the Göksu sub-catchment, one of the four in the East Mediterranean Watershed. The Project area includes 238 villages that are situated in the mountainous parts of the 11 districts where the elevation varies between 600 m and 1 800 m. Each component would focus on elements of the identified value chains (VCs). The GTWDP includes three components, namely:

  1. Agricultural Productivity and Natural Resource Management,
  2. Market Access Enhancement and
  3. Project Management.

The overall objective of the Upland Rural Development Project (URDP), on the other hand, is to enhance the welfare and socio-economic resilience of small farmers in highlands. This objective can be attained by making the use of natural resources sustainable and improving the resilience and economic opportunities of poor people in rural areas based on farms and agribusinesses linked to more profitable economic clusters. The key strategy of the Project includes developing rural production, encouraging sustainable use of soil and water, and enhancing the adaptation capacity of smallholding farmers to climate change. This strategy depends on two basic complementary outcomes (outputs): (i) Development of critical agribusinesses through better natural resource management and high added value for rural transformation by using an economic clustering approach, (ii) Enhancing access of small farmers to financial services by strengthening special financial resources.

At the first stage, the Project will be implemented in the Eastern Mediterranean (Adana, Mersin, Osmaniye) and the Western Black Sea (Bartın, Kastamonu, Sinop) regions targeting 45 districts and 30,000 households. At the second stage of the programme, the inclusion of additional provinces will be evaluated by IFAD depending on the successful implementation of first phase. Quantitatively URDP’s two phases are expected to benefit about 60,000 households, or 294,000 beneficiaries. URDP beneficiaries are divided into three main categories: (i) economically active poor households, (ii) economically active households with upsides, and (iii) contributors to rural development and clustering investments. URDP has three components: (i) Clustering for Flexible Rural Transformation, (ii) Inclusive Rural Finance, (iii) Project Management.

Duties and Responsibilities

Under the supervision of the Head of Procurement Unit, the Procurement Analyst will be responsible for timely planning and management of procurement activities of the projects s/he is assigned to, in line with Project Implementation arrangements, in accordance with relevant UNDP Procurement Guidelines, with due consideration of the relevant national procurement context as well as the Financiers’ procurement rules.

The Procurement Analyst will work closely with the relevant Project personnel for provision of inputs to Projects’ Annual Work Plan and Budgets (AWP and B) and provision of support to stakeholders,  as needed.

Implementation of operational strategies

  • Ensure timely and effective conduct of procurement activities in full compliance with UNDP Programme and Operations Policies and Procedures(POPP).
  • Ensure issuance of procurement contract modalities in line with UNDP rules &regulations.

Management of procurement processes of the concerned projects

  • In line with the projects’ Annual Work Plan and Budgets, ensure  development/update of procurement plans by the relevant project personnel, record and follow those plans in UNDP’s corporate online systems and identify relevant solicitation methods for each procurement plan.
  • Provide support to project team(s) in identification of needs, conduct of market research, development of the terms of references, technical specifications and/or scope of work for the goods/services and/or works to be procured, as needed
  • Prepare full fledged solicitation documents of any kind, including but not limited to canvass, RFQ, ITB, RFP,etc., with the required input from the project team(s),
  • Conduct procurement related tasks including but not limited to pre-qualification and short-listing of bidders, issuance of bids, pre-bid conference, receipt and opening of bids, establishment of evaluation committees, bid evaluation, submissions to local, regional, HQ procurement review committees, ie. CAP, RACP, ACP, contract negotiations, contract issuance
  • Document the procurement processes in a transparent manner.
  • Issue procurement contract amendments with technical input to be received from Projects’ personnel
  • Provide support to Projects’ personnel on contract management as needed

  • Regularly, update the necessary files on online  platform called Teams which is being used by UNDP and MoAF staff.

Institutional Arrangement

The Procurement Analyst  will report to the Head of Procurement Unit (UNDP). NPSA will be directly responsible to, reporting to, seeking approval/acceptance of output from the Head of Procurement Unit. The Procurement Analyst works in close collaboration with the relevant Project Manager/Coordinator and other relevant project personnel.

Required Skills and Experience
 
Education:
  • Master’s degree in Business Administration, Economics, Engineering, Finance, Public Administration.
  • Bachelor’s degree in the related fields with additional 2 years of experience will be given due consideration in lieu of the Master’s degree.
Experience:
  • Minimum 2 years (with a Master’s degree) or 4 years (with a Bachelor’s degree) of relevant experience in management procurement processes as a Procurement Practitioner, including experience in preparing to analyze, elaborate and present reports. 

Required Languages:

  • Excellent knowledge of English and Turkish (reading, writing and speaking).

Required skills:

  • Literacy in Microsoft Office Programmes, Windows-based applications integrated web-based management systems, spreadsheets and databases.

Desired additional skills and competencies:

  • Master’s degree in related social sciences 
  • CIPS Certification 
  • Procurement experience in projects financed by an International Financial Institution (Such as UN, IFAD, World Bank, ADB, EDB, etc.) or European Union 
  • Good knowledge of international organizations and national procurement regulations and procedures 

Professional Certificates:

  • Attendance to internationally funded projects procurement trainings and previous procurement expert certificate
