The mission of the Green Climate Fund is to assist developing countries to respond to climate change while bringing prosperity to their people. Established in 2010, the GCF invests in transformational climate projects in the developing world. The Fund makes an ambitious contribution to global climate action and channels significant financial resources into developing countries to help build low-emission and climate-resilient societies.  It is country-driven and undertakes actions that reflect the circumstances of each country concerned and its national aspirations. The GCF is a key enabler of the 2015 Paris Agreement on Climate Change. Since its establishment, the GCF has approved 192 projects in 123 countries and has committed USD 10.1 billion in climate finance. In addition, it has built up an extensive program to support developing countries to identify their needs, in particular, those who are most vulnerable to climate change impacts. The GCF’s diverse workforce is advancing its mission from its headquarters in South Korea. Position Objective

 

Reporting to the Head of Human Resources and under the supervision of the Human Resources Business Partner, Talent Acquisition; the  Talent Acquisition and Onboarding Officer will be responsible for providing support to and/or participate in full lifecycle recruiting, including gaining an understanding of recruiting needs; responsible for all facets of Onboarding, producing regular recruitment reports; maintaining accurate data in HR systems;  participate in HR projects and improvement initiatives;  creating employee communications and supporting the administrative processes related to recruitment procurement. S/he will also be responsible for providing support to internship and secondment programs of the Fund.

Duties and responsibilities

Purpose

  • Originates the analytical work by tracking and reporting on key talent acquisition metrics (e.g. time-to-hire/fill, offer acceptance rate, source of hire, geographical distribution of hires etc.) and suggest process improvements. 

  • Analyzes, tracks and maintain the procurement Dashboard and monitor recruitment contracts to ensure on-time payments and contract renewals. 

  • Work with team on the continuous improvement of recruiting processes, dashboards and data analytics 

  • Propose and/or support talent acquisition-related digitalization initiatives  

  • Supports other talent acquisition projects and initiatives 

 

Engagement

  • Full lifecycle recruitment with Divisions/Offices/Units and Human Resources Business Partner – (HRBPs), including interview scheduling and participation.  

  • Partner with HR Business Partners to identify recruitment support needs  

  • Partner with the Talent Acquisition and Onboarding Specialist on activities to enhance GCF’s employee value proposition 

  • Onboarding: Works with the Talent Acquisition and Onboarding Specialist, HRBPs and Hiring divisions to create first day / week agendas, answering questions from new staff; coordinating with others to ensure a positive onboarding experience, working with hiring managers to ensure they receive  support and following up with new staff post-hire.  

  • Integrates new staff members with other stakeholders within the Fund e.g. General Services and the hiring division for requirements such as visa issuance, appointment-related arrangements, etc. 

  • Train Hiring Managers on the use of GCF Interact (GCF’s HR System), answer any questions on how to navigate the system and liaising with ICT team on technical issues. 

  •  Build and maintain positive relationships with external recruitment agencies, and other vendors e.g. Impact Pool, DEVEX, and other bodies who might route talent to the organization or aid in talent acquisition processes

 

Delivery

  • Manage Interact, GCF’s Applicant Tracking System  

  • Plan and organize recruitment processes (tests, interviews, psychometric assessments); hiring memos and Letters of Appointment  

  • Coordinate interview panel processes and partner with HRBPs and Hiring Managers to identify competency questions for interview consistency and quality 

  • Manage candidate expectations through regular updates throughout the selection processes.  

  • Contribute creative and innovative suggestions to improve talent acquisition processes, including feedback from Hiring Managers and candidates 

  • Work closely with HRBPs on recruiting approaches and set realistic expectations on time to fill, compensation offer and appointment letters 

  • Manage and provide support to GCF’s Career Fairs, plus the Internship and Secondment programs together with the Talent Acquisition and Onboarding Specialist.  

 

Required experience and qualifications*

  • Master’s degree or higher in HR, Psychology or relevant fields; with 4 years relevant experience, preferably in an international organisation; or a Bachelor’s degree with 2 additional years of experience.  

  • Organization skills:  Excellent planning, organisational & time management skills. With minimal direction, plans and prioritizes work to meet commitments. Uses time effectively and efficiently to meet and work on critical deadlines, and follow through on assignments  

  • Analytical skills: Excellent analytical skills to produce key talent acquisition reports and metrics with a high level of accuracy and attention to detail 

  • Communication skills: Strong communication skills using various channels.  Communicates clearly and concisely.  Listens effectively.   

  • Relationship Management: Builds strong relationships with stakeholders through trust, teamwork and direct communication  

  • Continuous improvement: Strives for continuous improvement. Adapts to new situations with fresh ideas and innovative. 

  • Experience working in administrative, operational services, together with work experience in talent acquisition is desirable 

  • Familiarity with Human Resource Information Systems (HRIS) & Applicant Tracking Systems (ATS) and other HR online assessment systems e.g. SONRU/Modern Hire, SHL etc. 

  • Good experience in using MS office package e.g. Word, PowerPoint, Excel and other online collaborative tools e.g. SharePoint, ASANA, Smartsheet is highly desirable 

  • Excellent written and oral communication skills in English are essential for this position.  

  • Fluency in English and knowledge of another United Nations language is an advantage.
