Org. Setting and Reporting

The mandate of the United Nations Economic and Social Commission for Asia and the Pacific (ESCAP) is to promote sustainable and inclusive development and regional connectivity in the Asian and Pacific region. ESCAP’s role as a regional development arm of the United Nations Secretariat is to support its membership with policy oriented research and analysis, normative support and technical assistance and capacity building, to respond to the development priorities and changing needs of the Asian and Pacific region.

ESCAP Subregional Office for East and North-East Asia (SOENEA) covers the following six countries: China, Democratic People’s Republic of Korea, Japan, Mongolia, Republic of Korea and the Russian Federation. Serving as the development arm of the United Nations ESCAP in North-East Asia, SOENEA is established to enhance multilateral cooperation in North-East Asia in the implementation, follow up and review of the 2030 Agenda for Sustainable Development, including through regional cooperation and promotion of connectivity.

This position is located in the SOENEA, the incumbent reports directly to the Programme Officer.

Responsibilities

Under the direct supervision of the Programme Officer, and overall supervision of the Head of the Office, the incumbent is required to perform the following functions:

Desktop Administration and Configuration
• Support the installation, upgrades, maintenance and troubleshooting of both UN end-user equipment (laptops, computers etc.) and UN standard software.
• Provides technical advice to clients when necessary.
• Performs other related duties as required.

Service and Support
• Receives, logs and resolve service requests, incidents and problems in the enterprise ticketing system and target for a high first level resolution rate.
• Escalates incidents/problems to the appropriate parties in accordance with established procedures.
• Coordinate with global ICT support teams on enterprise application support related tickets.
• Diagnoses and resolves any hardware, software, or connectivity problem with minimum delay.
• Provides basic training to end-users on the use of UN standard applications.
• Performs tasks related to service requests, including equipment replacement, equipment installation/decommisioningc, software installation, Wi-Fi/LAN connectivity, returns to stock, site surveys, etc.
• Keeps abreast of developments in technology both in the UN and in the industry in general.
• Performs other related duties as required.

General Administration
• Manages office equipment and supplies, their administration and distribution on behalf of the Subregional Office
• Establishes and maintains inventory records for all the offices property in accordance with UN rules and regulations.
• Acts as a requisitioner for the office to raise formal procurement requests for local and international purchases and performs other functions in Umoja as required.
• Liaises with the building operators on all technical aspects of the offices operation and maintenance.
• Liaise with local vendors and with ESCAP on technical matters.
• Assists in developing and implementing online communications plans.
• Assists in ensuring effective delivery of meetings and other events organized by the Office by providing technical support, communicating with internal and external counterparts, and assisting with pre-meeting preparations and post-meeting follow-up.
• Performs other duties as required.

Education

High school diploma or equivalent is required. Post-secondary studies related to ICT is desirable.

Work Experience

A minimum of five years of experience in administration, systems maintenance or related area is required.

Languages

English and French are the working languages of the United Nations Secretariat. For the post advertised, fluency in English is required and knowledge of Korean is desirable. Knowledge of another official United Nations language is an advantage.

Assessment

Special Notice

This position is subject to local recruitment pursuant to staff rule 4.4 of the United Nations Staff Rules. All staff in the General Service and related categories shall be recruited in the country or within commuting distance of each office, irrespective of their nationality and of the length of time they may have been in the country. A staff member subject to local recruitment shall not be eligible for the allowances or benefits exclusively applicable to international recruitment.

This post is funded from extra budgetary resources. The initial appointment is for a period of one year. Extension of appointment is subject to satisfactory performance and availability of funds.
