Information Systems Officer

This position is located within the United Nations Investigative Team for Accountability of Da'esh / ISIL (UNITAD) and will be based in Baghdad, Iraq. The Information Systems Officer reports to Chief, Office of Evidence Management.
UNITAD was established by the Secretary-General pursuant to Security Council resolution 2379 (2017), according to which it is mandated to support domestic efforts to hold ISIL (Da'esh) accountable by collecting, preserving and storing evidence in Iraq of acts that may amount to war crimes, crimes against humanity and genocide committed by the terrorist group ISIL (Da'esh) in Iraq.
Within limits of delegated authority and depending on location, the Information Systems Officer may be responsible for the following duties:
• Devises, deploys and maintains the information technology infrastructure to support the complex investigation workflow;
• Plans and directs major systems projects of significant importance to the institution, or major components of these complex systems which typically impact critical operations and large or multiple user groups.
• Provides expert advice on complex systems analysis and design; identifies the need for new systems (or modifications to existing systems) or respond to requests from users; develops plans for feasibility assessment, requirements specification, design, development and implementation, including project plans, schedules, time and cost estimates, metrics and performance measures.
• Tracks and monitors the network environment to ensure optimal performance and security of IT infrastructure- liaises and works effectively with other UN personnel at Headquarters and the collocated missions whose contributions are necessary to ensure the robust functioning of the network;
• Develops cost proposals for contractual services, oversees the technical evaluation of proposals received and manages the contract service.
• Tracks and monitors project progress against plan, requirements, quality measures, standard processes; liaises with users on all aspects and during all phases of development and implementation.
• Provides professional leadership and work direction to assigned project team, and/or mentor and supervises the work of new/junior officers, contract staff, etc.
• Is actively involved in the execution of the most complex aspects of the project (e.g. systems analysis, development, programming, etc.); oversees development of document and database structures, ensuring that all design aspects are addressed and control and security mechanisms are established.
• Develops, implements and monitors information standards and guidelines, including testing paradigms.
• Prepares technical and user documentation for entire systems and interdependent applications; prepares training materials and detailed technical presentations.
• Keeps abreast of developments in the field and determines the need for testing and evaluating new products and technologies; provides leadership on introducing technological changes; prepares various technical reports.
• Facilitates communications between ITSD and its major clients for good client relations. Serves as coordinator in the development of Service Level Agreements (SLAs) between the client and ITSD, for either specific IT services or general technology support, including any charge back mechanisms.
• Participates in planning and preparation of the budget, work program and spending plan.
• Professionalism: Knowledge of systems design, and development, management, implementation and maintenance of complex information systems. Ability to develop and oversee large centralized or decentralized institutional systems; conceptual and strategic analytical capacity to understand information system and business operational issues so as to thoroughly analyze and evaluate critical systems matters. Knowledge of a range of computer languages and development paradigms, knowledge of organization's information infrastructure and IT strategy as it relates to user area(s). Advanced university degree (Master's degree or equivalent) in computer science, information systems, mathematics, statistics, administration or related field is required. A first-level university degree in combination with two years of relevant experience may be accepted in lieu of the advanced university degree. Certification in the engineering of data structures within Relativity or Nuix, or similar platform(s) is desirable. Certification in low-code application development platforms, such as Microsoft Power Apps or QuickBase is desirable.
At least seven (7) years of progressively responsible professional experience in computer information systems and technology, including experience in developing and overseeing large centralized and globally distributed institutional systems, of which two (2) years should have been in the public/private sector, with sound knowledge of international ICT practices and regulations, is required.
A minimum of five (5) years of experience in planning, design, development, implementation and maintenance of eDiscovery systems or related area is required.
Experience in the engineering of data structures within Relativity or Nuix, or similar platform(s), to facilitate and preserve analytical work product is desirable.
Experience in advising and implementing IT solutions for criminal investigative bodies in developing countries is desirable.
Experience in building and supporting the analytical workflows of investigators, analysts and legal staff is desirable.
Experience in low-code application development platforms, such as Microsoft Power Apps or QuickBase is desirable.
Experience working with Arabic script is desirable.
English and French are the working languages of the United Nations Secretariat. For the position advertised, fluency in English is required. Knowledge of Arabic is desirable.Assessment
