Under the supervision of the Chief, Field Office, the Education Officer will be supporting implementation of the education programme in Juba, Rumbek and Bor Field Offices with specific accountability for providing technical contribution to education programme planning, administration, implementation, monitoring and reporting.

How can you make a difference?

PURPOSE

Under the supervision of the Chief, Field Office, the Education Officer will be supporting implementation of the education programme in Juba, Rumbek and Bor Field Offices with specific accountability for providing technical contribution to education programme planning, administration, implementation, monitoring and reporting.

MAIN RESPONSIBILITIES AND TASKS

• Ensure the availability of accurate, complete, and up-to-date information required for effective Education programme planning, implementation, management, including gender disaggregation of data (information).

• Enhance project efficiency and effectiveness through close collaboration with partners (government line ministries at state and county level, I/NGO, N/NGO, CSOs and FBOs, UN AFPs, UNMISS) including monitoring UNICEF inputs, maintaining updated information on local conditions and resources, and providing technical support on agreed areas of cooperation.

• Lead implementation of components of education country office and field office annual work plans. This includes providing technical guidance, supporting capacity development and advocacy, assisting in identification of required supplies and equipment, ensuring use of resources is consistent with UNICEF regulations, and recommending changes to intervention strategies and approaches where appropriate.

• Analyse data collected through programme monitoring and provide information for progress reports, situational reports, donor proposals and reports, and Country Office Annual Reports.

• Participate in monitoring and evaluation exercises, programme reviews and annual sectoral reviews with government and other counterparts and prepare minutes/reports on results for follow up action by higher management and other stakeholders.

• Monitor and report on the use of sectoral programme resources (financial, administrative and other assets), verify compliance with approved allocation, organizational rules, regulations/procedures and donor commitments, standards of accountability and integrity. Report on issues identified to ensure timely resolution by management/stakeholders. Monitor effective use of educational supplies at last mile, coordinating with education team for on time delivery of education supplies to all schools.

• Support country office education team in identifying strategic advocacy issues and recommending evidence and strategies to support effective advocacy.

• Ensure that effective communication, networking and visibility is developed and maintained through partnership and collaboration.

o Team with government counterparts to exchange information on education project implementation and status as well as movement and distribution of supplies.

o Support coordination with members of the development community, including NGOs, UN and bilateral agencies in the exchange of information relating to the education sector. Participate in subcluster coordination meetings and represent UNICEF in other relevant forums.

o Ensure Government and NGO partners publicly acknowledge Unicef programmatic and supply support and maintain equal visibility on all communication, reporting, marketing, branding and IEC materials.

Humanitarian Education preparedness and response

• Manage all aspects of UNICEF’s preparedness for Education in emergencies.

• Ensure the coordination arrangements for humanitarian Education are in place, for instant robust

coordination in case of an emergency.

✓ Regular program monitoring under taken and minimum PMVs conducted according to planned schedule.

✓ Effective and on time delivery of humanitarian response/ education in emergencies services.

✓ Ensuring appropriate and effective use of education supplies at the last mile

✓ Maintaining and promoting Unicef visibility for all programmatic and supply support through partners.

To qualify as an advocate for every child you will have…

  • Bachelor’s degree in the social sciences or other relevant fields.
  • Minimum two (2) years of progressively responsible experience working on education programmes.
  • Experience in design and implementation of social sector programmes, in working with donors as well as alliance building and networking among government agencies, NGOs and civil society is an advantage.
  • Fluency in English is required. Knowledge of another official UN language (Arabic, Chinese, French, Russian or Spanish) or a local language is an asset.

  • Essential Technical Knowledge of theories, principles and methods in areas of: Early learning/ECD; Primary Education.
  • Essential technical knowledge on gender-responsive programming, and cross-sectoral issues relevant to education
