Background:

The OSCE Programme Office in Dushanbe promotes the implementation of OSCE principles and commitments, as well as the co-operation of the Republic of Tajikistan within the OSCE framework in all three dimensions. It is involved in a wide range of activities, ranging from counter-terrorism and border management projects to supporting cross-border markets and free economic zones, human rights, media development, and legal reform initiatives.


Tasks and Responsibilities:

The National Construction Engineer will work under the Extra-Budgetary Project of “Security upgrade of SALW depots of Tajikistan’s Ministry of Defence (Phase II)”. Under the direct supervision of the National Politico-Military Officer, the successful candidate will be tasked with the following duties:

1.    Conducting preliminary assessments at all construction sites to determine the scope of works;
2.    In co-operation with the National Politico-Military Officer, drafting the specifications for design works as well as for construction works; 
3.    Following up with the Tajikistan’s Ministry of Defense to ensure all relevant permits and licenses are in place for construction work to take place;
4.    Assessing the accuracy of submitted designs and bills of quantities and makes proposals for rectification;
5.    Supporting the National Procurement Officer in preparation, as well as review of design and construction bids, focusing on their technical coherence;
6.    Conducting on-site assessment and quality control of ongoing construction work;
7.    Acting as the technical lead of the project in identifying and rectifying any construction challenges with the contractor(s);
8.    Advising the Project Manager on the completeness of construction works;
9.    Maintaining all construction-related files and records;
10.  Performing any other tasks as assigned.

 

Please note that this is an extra-budgetary post and initial appointment will be for one year. Further extension of the post is subject to availability of Extra-Budgetary funds.

Necessary Qualifications:

  • University degree in civil engineering, construction or similar;
  • A minimum of two years of professional experience managing civil engineering projects, particularly in the design and implementation of large construction and infrastructure projects;
  • Experience of working with an international organization or international non-governmental organization on construction projects is desirable;
  • Computer literacy with practical experience in using Microsoft Office applications;
  • Excellent oral and written communication skills in English, Russian and Tajik languages;
  • Ability and willingness to work as a member of team, with people of different cultural and religious backgrounds, different gender, and diverse political views, while maintaining impartiality and objectivity.


Remuneration Package:

Monthly remuneration, subject to social security deductions is 1,169.58 EUR. Social benefits will include participation in the medical insurance scheme and the OSCE Provident Fund.
