UNICEF is supporting state and local authorities for the rapid identification, registration and care of unaccompanied and separated children and adolescents who have entered the country or are moving through Mexico at both the northern and southern borders. Mexico is a country of origin, transit, and destination for migrant children from the countries of northern Central America, seeking safety and opportunity in Mexico or the United States. These are children fleeing from gang-related and gender-based violence, organized crime, extortion, poverty and limited access to education and social services. They have been repeatedly exposed to threats, intimidation, and insecurity in a lawless environment. Many also want to be reunited with their families who reside in the United States.

UNICEF is supporting state and local authorities for the rapid identification, registration and care of unaccompanied and separated children and adolescents who have entered the country or are moving through Mexico at both the northern and southern borders. UNICEF is providing technical assistance to education authorities to implement standard procedures and case management. UNICEF is also supporting implementation of alternative care options for short and long-term solutions. UNICEF is also a key actor providing mental health and psychosocial support (MHPSS) to children on the move, and their families, currently housed in different shelters across the country, through recreational and sport activities with support from implementing partners.

How can you make a difference?

I. Recover essential learning using digital solutions for education
1. Implementation of leveling courses using Passport to Learning and piloting of offline version. Second consecutive year of implementation
Passport to learning is a platform developed by Microsoft where, in collaboration with the Coordinación Sectorial De Fortalecimiento Académico (COSFAC) y el Centro de Investigación y de Estudios Avanzados del Instituto Politécnico Nacional (CINVESTAV), 12 remedial courses for EMS were developed. During the 2021-2022 school year, almost 60,000 students used the courses nationwide. This activity will continue for the 2022-2023 school year. In this sense, the consultant must complete the following activities:

- Coordinate teacher training in the use of the platform with the support of CINVESTAV and COSFAC.
- Ensure that CINVESTAV loads and updates evaluations on the Passport to Learning platform, prior to the beginning of the use of the courses by the students.
- Provide CINVESTAV with the list of teachers to participate, which are granted by COSFAC.
- Supervise the proper functioning of the technical support service that CINVESTAV provides to participating schools.
- Supervise the delivery of indicator reports that are generated weekly to COSFAC to observe progress.
- Follow up on programmatic, administrative processes and receipt of deliverables from CINVESTAV.
- Coordinate weekly follow-up meetings with CINVESTAV.
- Continue with optimal and timely communication with COSFAC.
- Manage the supply of offline devices for the schools participating in the pilot.
- Supervise the deployment and implementation of the offline pilot.
- Report progress of the offline pilot to UNICEF global and COSFAC.
- Carry out field visits for follow-up and supervision

2. Implementation of a platform to strengthen mathematical skills in new high school students using the MatematIA platform. Second consecutive year of implementation.

MatematIA is a platform developed by UNICEF Mexico where, in collaboration with the Colegios de Estudios Científicos y Tecnológicos (CECYTE), mathematics content attached to the official secondary school curriculum and EMS were developed to help strengthen mathematical skills. During the 2021-2022 school year, almost 24,000 students used the courses nationwide. This activity will continue for the 2022-2023 school year. In this sense, the consultant must complete the following activities:
- Coordinate the training of teachers in the use of the platform with the support of Pixframe, the developer of the platform, and CECYTE.
- Ensure that Pixframe loads and updates the new content and new applications in MatematIA, prior to the beginning of the use of the courses by the students.
- Provide Pixframe with the list of teachers to participate, which are granted by COSFAC.
- Follow up on programmatic, administrative processes and receipt of Pixframe deliverables.
- Continue with optimal and timely communication with COSFAC.
- Carry out field visits for follow-up and supervision
- Supervise the evaluation that will be carried out with the support of consultants hired by UNICEF.

3. Development and launch of the innovation diploma course for teachers. Initial phase, in design and launch phase.
In addition to the actions described in numbers 2 and 3, together with a Higher Education Institution (HEI) and UNICEF, a 120-hour course will be developed to train EMS teachers on issues of pedagogical innovation and the use of technology. and digital solutions for education. The consultant must complete the following activities:

- Review deliverables of the content development of the course. The foregoing, in close communication with COSFAC.
- Supervise that the training is given in a timely manner as agreed with the contracted HEI.
- Follow up on programmatic and administrative processes.

II. Strengthen life skills
4. Preparation of educational materials on issues of skills for life in dual education. Initial phase, in design phase and beginning of implementation.
A life skills framework focused on dual education was developed. Said framework, built under a consultative process, will serve as input to generate digital educational materials that are used in the platform used by the students registered in dual education. We will work with an implementing partner for the design and development of the content. The consultant must complete the following activities:
- Review deliverables of educational content development. The foregoing, in close communication with COSFAC.
- Supervise that the load of materials is in accordance with the needs and agreements established with COSFAC.
- Support the dissemination of the strategy with the business sector that participates in the dual model.
- Follow up on programmatic and administrative processes.

5. Design of a peer training model on digital citizenship and cybersecurity issues (in collaboration with the area of adolescent development of UNICEF). Second year of monitoring the strategy.
In 2021, work was done on training teachers, fathers and mothers in digital citizenship and cybersecurity issues. The strategy focused on teachers and families of students from the federal CONALEP and Colegio de Bachilleres in Chiapas. This year, the strategy is extended to work directly with students from these same subsystems, in a peer-to-peer training model that allows them to develop skills and generate community projects that foster a culture of prevention of violence on networks and digital citizenship. In this strategy, we work together with the A Favor de lo Mejor Association, who are in charge of the design and training of students in the peer-to-peer training model. This project is carried out in coordination with the adolescent development area of UNICEF Mexico. The consultant must complete the following activities:
- Support the review of the development of educational content.
- Support the supervision of face-to-face and virtual training that will be given to students.
- Coordinate communication with the educational authorities involved, CONALEP and the Colegio de Bachilleres in Chiapas.

6. Translation of manuals on life skills for secondary level (in collaboration with the Undersecretariat for Basic Education) Initial phase
Within the framework of the curricular review of the Undersecretariat for Basic Education (SEB), the translation of 12 practical manuals for the development of life skills at the secondary level is being carried out. It is intended that these materials be disseminated and used during the following school year 2022-2023. The consultant must complete the following activities:
- Check that the translations of the materials adhere to the original versions
- Coordinate with the editorial committee the corresponding revisions so that the material is approved under UNICEF standards.
- Support SEB to define the implementation strategy of the manuals.

IV. Promote the participation of adolescent women in STEM disciplines
7. STEM bootcamps for teenage girls. First year of implementation.
In collaboration with the Crack the Code (CTC) organization, 5 face-to-face camps with virtual follow-up are implemented in Chiapas, Chihuahua, the State of Mexico, Baja California and Guerrero to promote the participation and involvement of female adolescents in STEM disciplines. This activity will be coordinated with the training of teachers in STEM education issues with a gender approach. The consultant must complete the following activities:
- Follow up on virtual sessions, which adhere to what was agreed with CTC
- Facilitate communication between CTC and UNICEF state liaisons to follow up on the initiative.
- Coordinate the camps that are replicated in November 2022.
- Follow up on administrative and programmatic processes
- Go in person to the camps to carry out supervision work.

The efficiency and efficacy of support provided by the Education Officer to programme preparation, planning and implementation, contributes to the achievement of sustainable results to improve learning outcomes and universal access to quality, equitable and inclusive education.


Success in education programmes and projects in turn contribute to maintaining and enhancing the credibility and ability of UNICEF to provide programme services for mothers and children that promotes greater social equality in the country.

To qualify as an advocate for every child you will have…

Education: A university degree (Bachelor's or equivalent) in one of the following fields is required: education, psychology, sociology, or another relevant technical field. 

Experience:

• A minimum of one year of professional experience in programme planning, management, and/or research in education is required.
• Experience in the design and implementation of programs and projects related to upper secondary education, development of skills for life and employment of adolescents, and educational innovation with the use of digital technology.

The following experiences are not required but will be considered an asset: 
• Experience working with the Undersecretary of Upper Secondary Education (SEMS).
• Proven knowledge of upper secondary education in Mexico.
• General experience in content development and instructional design.
• General knowledge of the design and development of evaluations of large-scale educational projects.

Language:

  • Fluency in Spanish is required.
  • A proficient level of English is required, but complete fluency is preferred.
