Org. Setting and Reporting

This position is in the Anti-racism Team (ART) in the Office of the Under-Secretary-General (OUSG) for Management Strategy, Policy and Compliance. ART is responsible for high-level oversight, coordination, monitoring, advocacy, mainstreaming, and long-term sustainability of the activities of implementing departments and offices of the strategic action plan on addressing racism and promoting dignity for all in the United Nations Secretariat (hereafter the "strategic action plan" or the "SAP").


Within delegated authority, the Communications and Engagement Officer will be responsible for the following principal duties:

•Develops and implements a comprehensive communications strategy to promote awareness, knowledge and capability/capacity of the Organization's efforts to address racism and racial discrimination and promote dignity for all.
•Participates in designing, implementing and refining a change management strategy, communications and training frameworks and applying best practices to support the SAP implementation.
•Takes the lead in strategy, planning, development and implementation of large, complex communication campaigns (e.g., global promotion initiatives, UN personnel information programmes, broad-reaching subject-specific issues on antiracism and the promotion of dignity for all, etc.); where appropriate, works with departments and offices and the United Nations system organizations to develop ways to publicize antiracism campaigns system-wide and incorporate the campaign message and themes into all relevant events and products.
•Identifies sources and seeks funding and other assistance for major campaigns.
•Develops strategic partnerships with key constituencies, including departmental/office Antiracism Advocates, staff representatives, affinity groups and communications focal points in other UN entities, the Office of the United Nations Ombudsman and other stakeholders, to elicit support for and maximize the impact of promotional objectives of the communication strategy.
•Prepares and coordinates the production of a diverse range of communications and advocacy products (e.g.,articles, broadcasts, web stories, explainers, fact sheets, etc.) to support ART's programmatic activities to implement the SAP, advance an anti-racist culture within the Organization and to educate and encourage staff on how to address racism and racial discrimination at the workplace, including privilege, entitlement and power asymmetries, promote solidarity and civility in the workforce. Manages internal communications United against Racism platforms and content in English and French as appropriate, including timely content posting and responding to staff queries posed via the internal communications platforms.
•Works closely with the Department of Global Communications Outreach Division on internal communications platforms management (guidance, architecture and metrics) and corporate design and branding standards.
•Prepares talking points, statements, articles, reports and briefing notes.
•Establishes ART's voice on digital platforms and leads an audience-driven strategy; leads the branding, production, design and development of interactive, visual and digital products across multiple platforms (e.g., infographics, stories, photography, videos, podcasts, e-banners, illustrations, etc.); develops social media content and campaigns to advance digital engagement on various platforms; drafts complex material for newsletters and reports; maintains the contact/subscriber's database to build a strong, bold, sharp and principle-based antiracism/antidiscrimination brand.
•Provides advice and expertise to managers, senior officers and the ART team on various public affairs issues on antiracism, methods, and approaches; anticipates and resolves communications/public relations issues/problems; builds communication capacity among the team, media and other relevant partners.
•Acts as the online discussion forum facilitator, promoting communication and dialogue among staff on issues related to policies, knowledge and practices on antiracism. Organizes and moderates e-discussions and periodically proposes ways to enhance the forum.
•Evaluates results and impact of ART's communications activities; report on developments, trends and attitudes regarding the Organization's work on antiracism and the promotion of dignity for all.
•Builds information networks; plans and oversees the maintenance of publicly accessible information materials on the Organization's work on addressing racism and racial discrimination and the promotion of dignity for all; plans and develops outreach activities.
•Manages publications programme; produces print/electronic/voice/visual media materials.

Meets timeline for delivery of products or services to client.


An advanced university degree (Master's degree or equivalent) in communication, journalism, international relations, public administration or related field is required. A first-level university degree (Bachelor's degree or equivalent) in the specified fields of studies with two additional years of relevant work experience may be accepted in lieu of the advanced university degree.

Work Experience

A minimum of seven years of progressively responsible experience in public information, journalism, international relations, public administration or related area is required.

Experience leading strategic communications strategies that include internal, human resources, employer brand, crisis and issues management is required.

Experience with crafting and leading large-scale advocacy activities and producing multimedia feature materials aimed at policy influence and adoption at the international level, especially on social and economic transformation issues, is required.

Experience drafting public information materials (e.g. articles, feature stories, broadcasts, press releases, etc.) is required.

Experience in the technical aspects of multimedia production, such as creating short video pieces, is desirable.

Experience in project management is desirable.


English and French are the working languages of the United Nations Secretariat. For the position advertised, fluency in English is required. Knowledge of French is desirable. Knowledge of another official United Nations language is desirable.

This job opening is advertised to fill a position financed from temporary funding through 31 December 2023. The appointment or assignment and renewal thereof are subject to the budgetary approval.
