Individual consultancy : Formative evaluation of Anti-Bullying Programme in Schools in the UAE, 3 months

UNICEF GAO is looking for an individual consultant to undertake an evaluation of a formative nature to assess the effectiveness of specific interventions such as the anti-bullying program to contribute to more systematic reforms in the protection sector from childhood. Being formative in nature, the assessment would begin with the anti-bullying program, but the analysis would cover the broader child protection landscape in the country.

UNICEF GAO has a dual mandate: a) providing programmatic support to “the Gulf” states, i.e., the Kingdom of Saudi Arabia (KSA), the United Arab Emirates (UAE), Qatar, Bahrain, and Kuwait and b) serving as the main interface and point of contact with Arab Gulf partners when mobilizing and leveraging resources for UNICEF’s programs with children and adolescents in the region and around the world.

In recent years the Gulf countries have made progress with their child protection systems. Largely, this has been through the passing of new child protection laws or reforming existing laws in accordance with the CRC. However, the carrying out of a coordinated case management and referral system, the substantive training of the social workforce, or improvements in justice for children has seen less advancement.

Much like many other countries, data, and strategies to prevent and respond to violence, especially in schools and at home are limited and constrained. The sub-regional programme identified child protection systems strengthening and evidence as a key result area. UNICEF GAO anticipates that renewed and sustained relationships with child protection ministries and entities – including ministries of justice, social affairs, human rights commissions, police, and others would strengthen UNICEF GAO’s ability monitor child rights and to advocate more effectively to address gaps, such as child friendly courts, raising the age of criminal responsibility and prohibiting corporal punishment in the home.

The COVID-19 pandemic has brought about a new urgency to address child protection holistically building on earlier gains made in legislation and policy. It has elevated the need for a well-functioning workforce of key social services and the ability of those services, such as hotlines, to adapt to emergencies. It has also highlighted the need to improve the public’s understanding of the rights of children, and existing policies and services, particularly for the most vulnerable women and children. Finally, the extended periods of isolation have normalized the national discourse around violence in the schools and home in ways that were previously not likely.

How can you make a difference? 

The individual consultant will be responsible to evaluate the pilot program in 64 schools with a view to assess pilots’ relevance, effectiveness, and efficiency, as well as coherence to document the evidence with regards to pilots’ results, their level, identify lessons learnt how could pilots’ work better and seek recommendations for their continuation. To qualify as an advocate for every child you will have…

International Individual Consultant

- Relevant Master’s degree (evaluation, development studies economics, social science, psychology, Education, etc.)

- A minimum 10 years Experience in leading and managing evaluation teams and proven expertise in conducting high-quality research, data analysis and evaluation in political environments

- Experience in managing evaluations in the UN system. Good understanding of OECD DAC evaluation criteria

- A history of advising for international organizations and/or the UN is an asset, valid if writing samples in English have been sent in advance for UNICEF to assess.

-Strong interpersonal skills & Ability to work with senior officials & Cultural sensitivity

-Fluency in English at native speaker level

-Experience in antibullying programs in the Arab region is an asset

National Individual Consultant

- Master’s degree (development studies, social sciences, education, psychology.)

- A minimum 5 years experience in research, monitoring and evaluation programs in the Arab region

- Experience in conducting in-depth analysis, synthesis, which must be proven with existing writing samples in English and in Arabic

- Strong interpersonal skills & Ability to work with senior officials and Cultural sensitivity.

- Experience in translation and interpretation for research purposes

- Fluent in English & Arabic

Consultants and individual contractors are responsible for determining their tax liabilities and for the payment of any taxes and/or duties, in accordance with local or other applicable laws.
