Duties and Responsibilities

Background

The African Union (AU) has identified the need to ensure that people on the continent have access and control over land and natural resources essential for their livelihoods. For most people living in Africa land is a prime to the accumulation of wealth and is an asset that provides a base for livelihood activities. However, it is evident that gender divides exist as women have less ownership and weaker rights to land than men. Moreover, women are less likely than men to claim ownership and rights over land and housing. The participation of women in the governance of land is also key to achieving security of land tenure. The continued existence of social inequalities in most parts of Africa are attributed to our socio- cultural structures and norms that in most cases shape access to resources and services as well as ownership and control of land. This in some instances continues to disadvantage women and can negatively impact their ability to effectively contribute to developing the continent. Through the Declaration on Land Issues and Challenges in Africa, African Union Heads of State and Government resolved to ensure equitable access to land and strengthen security of land tenure for women which require special attention.

Status of knowledge and interventions to promote Women's land tenure security

The AU and its partners (UNECA and AfDB) has produced unified Africa Union agenda on land. The overarching instrument of the African Union (AU) agenda on land, the AU Declaration on Land issues and Challenges in Africa (AU Declaration on Land), was endorsed by Heads of State and Government in 2009. The AU Declaration on Land commits Member States to review land policies and strengthen institutions, with a view to provide equitable access to land for all land users and to strengthen the land tenure security of women, noting that the latter requires special attention. Other key AU decisions that anchor the AU agenda on land include the Specialized Technical Committee decision committing Member States to aminimum 30% target for women’s documented land rights (AU STC, 2015; AU STC 2017), with a related 30% campaign launched at the July 2016 AU Summit. Member States further endorsed tools that provide guidance on how to address Africa’s land related challenges, including the integration of the gender dimensions in this regard. To add to the realization of these aspects, the UNDA has committed funds to strengthen the capacities of policymakers in selected African Member States to design, adapt and implement gender-responsive land policies and legal frameworks. This has been triggered by the realization of the persistence of weak institutional capacities and knowledge gaps required for gender-responsive interventions aimed strengthening women’s land rights and tenure security. Capacities of policymakers have become particularly fragile in a COVID-19 context. Under this project it is also expected that a strategy and guidelines will be developed at a continental level to assist member states in undertaking gender integration. In this regard.ECA is recruiting regional consultants to identify gaps and promising practices with the ultimate goal to produce guidelines for strengthening women's land tenure security.

Duties and Responsibilities:

1. Draft inception report clarifying methodology, timeline for delivery
2. Provide inputs to inception workshop, review and validation workshops
3. provide inputs to the preparation of report to STC (women's land rights chapter)

A. Background Document-Knowledge generation to identify gaps and promising practices in securing women's land tenure security
1. Provide inputs to a continental inception report demonstrating understanding of the TORs, methodology, timeline for delivery of milestones
2. prepare inputs to an inception meeting and revise inception report
3. Collate information and data and prepare a draft report on key challenges in securing women's land rights in the region
4. Collect information on the key lessons and promising practices in addressing these challenges/gaps to promote tenure security for women
5.provide inputs to a validation workshop to review the background document
6. revise background document

B. Guidelines for strengthening women's land tenure security
1. Contribute to concept note and an annotated outline of the guidelines depending on area of expertise
2. Draft chapters for the guidelines
3. Review contribution/other chapters of the guidelines and provide feedback to other authors
4. Provide inputs to the review workshop for the Guidelines
5. Review chapters as per inputs of others

Qualifications/special skills

Academic Qualifications: Advanced university degree (Master’s degree or above) in gender, land governance and land policy related disciplines, including law, land administration, agricultural economics, agriculture development fields, natural resources management or related fields.
Experience: A minimum of 5 years progressively responsible experience in land and gender related field especially developing and implementing land policies and land administration strategies, programs and projects is required. Experience in policy advice, capacity development, project implementation, partnership building and resource mobilization in support of gender and women’s land tenure security is desired.
Language: English and French are the working languages of the United Nations Secretariat. For this consultancy fluency in English is required; and working knowledge of French is desired for consultant for Central and West Africa
