Conflict-related displacement and related humanitarian needs have continued to escalate in Myanmar, particularly since COVID-19 and since the military takeover in February 2021. In 2021, WFP Myanmar assisted 2.9 million food insecure people, almost three times more than pre-COVID. In 2022, the Country Office plans to reach 4 million people with food and nutrition assistance focussing on both life-saving assistance and contributing to community and household resilience through livelihood and school feeding support. WFP continues to advocate for safe and unimpeded access to all populations in need consistent with the international humanitarian principles.

WFP Myanmar Country Office is committed to ensuring that assistance provided is informed by, accountable to, and accessible to all affected persons including women, girls, men, and boys of diverse and multidimensional needs. WFP is guided by the Gender Policy (2022), Protection and Accountability Policy (2020), Disability Inclusion Roadmap (2021 – 2022), Community Engagement for Accountability to Affected Populations (2021 – 2026), amongst other cross-cutting standards that guide inclusion, equity, and rights-based approaches. 
  
The Country Office has established a cross-cutting team that works to embed protection, gender, disability, data protection, accountability to affected people (AAP), and other cross-cutting priorities into all areas of WFP operations. The Country Office is seeking an experienced Information and Data Management Associate to join the cross-cutting team to support the team with documenting, coordinating, and utilising information and data related to the relationship between gender, protection, disability and food and nutrition insecurity across internal and external stakeholders. 

 

JOB PURPOSE

 

Under the overall technical guidance from Senior Protection and Gender Advisor and direct supervision of Programme Policy Officer (Gender and Protection) and in close collaboration with staff across WFP, Cooperating Partners, and interagency forums, the Senior Programme Associate (Information and Data Management) will perform the following duties: 

• Strengthen WFP and partner progress on community data rights and protection
• Production of accessible information to meet protection gender and accountability to affected people goals
• Knowledge and information management and dissemination for increased visibility of people-centred Zero Hunger progress
 

KEY ACCOUNTABILITIES (not all-inclusive)

 

All accountabilities and responsibilities must be delivered in line with inclusion, protection, gender, and accountability standards. This includes ensuring that all work recognises the multidimensional identities that make up the community and affected populations, including, disability, ethnicity, language, literacy levels, sex, sexuality, and more. 

  • Cross-cutting data quality: In close collaboration with the Research, Assessment and Monitoring (RAM) Unit, programme teams, and field offices, support quality and inclusive data collection on cross-cutting topics including sex, gender, age, disability, protection status, and other diversities. 
  • Data informed decision making: In close collaboration with key units across WFP, support analysis and dissemination of cross-cutting data and knowledge with decision makers to support accountable and evidence-based programming. This will include following and documenting how cross-cutting knowledge has affected change in programming (such as how cross-cutting feedback data has resulted in changes in modalities or transfer values). 
  • Information dissemination: Collect, analyse, and disseminate information and knowledge on food and nutrition related to cross-cutting topics. The data dissemination should be audience tailored and use innovative and accessible platforms and methods (for instance, dashboard, factsheets, etc.,) to engage and motivate audiences. Audiences may include for example, affected people, WFP staff, partner staff, donors and interagency forums. 
  • Interagency knowledge management: As requested by management, represent WFP in cross-cutting interagency forums and support with advancing Zero Hunger goals in forums by sharing WFP knowledge, information, and resources, (particularly on cross-cutting topics). 
  • Zero Hunger and Cross-Cutting reporting: In close collaboration with key units across WFP, support with inputs into donor applications, donor reporting, corporate reporting, and ad-hoc reporting to external forums on cross-cutting topics and WFP operations. This may include preparation of donor presentations, submission of results to log-frames, narratives for donor reports, preparation of talking notes for external forums, and other information transfer related requests from direct supervisor or senior WFP management. 
  • Capacity strengthening on cross-cutting information and data management: Develop and rollout audience tailored learning agenda on quality collection, analysis, and use of information and data on cross-cutting topics by WFP, Cooperating Partners, and relevant stakeholders. 
  • Data Privacy and Protection: In close collaboration with WFP stakeholders in Myanmar, RBB and HQ, support the design and rollout of a data privacy and protection action plan. The action plan should be informed by the 2022 Privacy Impact Assessment and have a strong focus on achievement through coordination of Country Office efforts and capacity enhancement to support responsibility holders to achieve their data privacy and protection duties. 
  • Other duties. Undertake or contribute to ad-hoc tasks upon the request of the direct supervisor or senior management in the Country Office. This may include supporting WFP’s co-chair duties in cross-cutting interagency working groups.

STANDARD MINIMUM QUALIFICATIONS

 

Education: Completion of bachelor’s in development studies, sociology, human rights, business administration, statistics, information and knowledge management, client / customer services management or relevant qualification.  

Experience: Minimum of 3 years’ experience in research, information management, data management, communications, or similar fields.

Languages: Fluency in both oral and written communication in English and Myanmar is required, and other languages spoken in Rakhine, Kachin, Shan, Kayin Kayah State are desirable.
