Ethiopia: Consultant for Covid-19 National Green Resilient Recovery Strategy

 

Based in Seoul, The Global Green Growth Institute (GGGI) is an intergovernmental organization founded to support and promote a model of economic growth known as "green growth", which targets key aspects of economic performance such a poverty reduction, job creation, social inclusion, and environmental sustainability. GGGI works with countries around the world, building their capacity and working collaboratively on green growth policies that can impact the lives of millions. The organization partners with countries, multilateral institutions, government bodies, and private sector to help build economies that grow strongly and are more efficient and sustainable in the use of natural resources, less carbon intensive, and more resilient to climate change.

 

PROJECT BACKGROUND

GGGI partners closely with GCF to support developing countries to access climate finance. With a common goal and complementary delivery model, GGGI and GCF signed a Framework Readiness and Preparatory Support Grant Agreement in 2017. GGGI supports national designated authorities (NDAs) and existing and potential national direct access entities (DAEs) to develop projects for submission to GCF and to access Readiness Programme resources. GGGI also works with partner governments to develop concept notes and funding proposals for submission to GCF.

The objective of this consultancy is to prepare COVID-19 National Green Resilient Recovery Strategy for Ethiopia. This will help the country to overcome impact of COVID-19 rapidly, subdue economic stagnation and ensuring a smooth shift from emergency reaction to a path of long-term growth.

Covid-19 has brought unprecedented socio-economic devastation in all economies across the world. Since the early rollout of vaccines, however, the world is in the midst of an asymmetrical recovery. In some countries, COVID-19 infection rates have fallen significantly, while in others, the virus remains difficult to control. But whether governments are actively managing outbreaks or returning to normalcy, economic recovery is central to their forward-looking agenda. 

While most macro indicators for the first quarter of 2021 showed a recovery from COVID-19 related shocks, the Ethiopian economic outlook has since become clouded by ongoing impacts from the protracted civil war in the country, heightened geopolitical tensions, and rising risks to external funding cuts. The full impact of the COVID-19 pandemic is still unfolding. Hence, any economic recovery planning must bear in mind both the impacts of COVID -19 and the conflict simultaneously.

The Global Green Growth Institute (GGGI), a delivery partner to the former Environment, Forest and Climate Change Commission (EFCCC), has secured funding from the Readiness and Preparatory Support window of the Green Climate Fund (GCF), which is dedicated to providing strategic support on COVID19 recovery. The project aims at supporting the Ministry of Finance of Ethiopia to design a national green and resilient recovery strategy, which can reinvigorate the economy and accelerate climate action at the same time. GGGI therefore seeks modelling level service to support the development of a National Green Resilient Recovery Strategy and an investment plan for priority measures, in consultation with public and private investors. 

 

OBJECTIVES OF THE ASSIGNMENT

The objective of the consultancy is to model different policy scenarios by performing System Dynamics modelling and utilizing the Green Economy Model (GEM). The consultant will analyse the effects of policies, the selection of which will be provided by the Government of Ethiopia and GGGI. The policies are still to be defined and may include fossil fuel subsidies reform, energy taxation as well as targeted green investment projects. 

 
DELIVERABLES AND PAYMENT SCHEDULE

The Consultant will support GGGI and analyze different policy scenarios to inform the development of the National Green Resilient Recovery Strategy by undertaking the following activities in collaboration with the Government of Ethiopia, GGGI, national experts, and stakeholders:

    • Developing policy scenarios for Ethiopia in consultation with GGGI staff, government officials, national experts, and stakeholders,
    • Specifying the necessary assumptions for the policy scenarios such as starting year, end year and (as an example) trajectory of fossil fuel subsidy removal, percentage of the energy tax and the subsidy saving that is allocated to green investment,
    • Perform modelling of different policy scenarios by using the GEM for assessing their impacts on carbon emissions and implications on the revenues stream,
    • Provide data requirements for performing the modelling of the policy scenarios, and provide potential data collection methods and sources (including government, regional or international sources),
    • Be part of the consultation process with representatives from the Ethiopian government and national experts, GGGI staff and partner organizations that are directly or indirectly part of this activity,
    • Participate and present at three online stakeholders’ consultation workshops, including a final workshop for presenting the modelling results of the work,
    • Contribute to results interpretation for green recovery policy design in Ethiopia,
    • Provide guidance to GGGI staff for the development of training material on how to use GEM to model fiscal policies,
    • Deliver one-day online webinar/training on the use of GEM, with focus on the fiscal policy modelling,
    • Report results of the scenario analysis and modeling as inputs to the National Green Resilient Recovery Strategy

*Total fee: up to USD 20,000 depending on candidate's credentials

All reports and outputs must be in English, in accordance with GGGI’s formatting requirements, and submitted in electronic formats along with complete sets of raw data, research materials, and notes.

The Consultant’s work progress will be monitored primarily through regular review calls. 

 

EXPERTISE REQUIRED

The consultant should have:

    • PhD in Economics or other fields such as economic modelling, integrated modelling, etc.
    • Extensive knowledge and over 10 years of experience using System Dynamics Modelling to support policy planning at the national level in the context of low-carbon development,
    • Demonstrated knowledge and experience on using GEM for green economic policy analysis,
    • Previous experience in integrating GEM to macroeconomic other modelling approaches,
    • Extensive experience in formulating policy in consultative processes, working with government officials, sectoral and policy experts and key other stakeholders,
    • Strong expertise in policy analysis in the context of low-carbon development,
    • Experience in modelling results interpretation for policy design and formulation.
