Presentation of TGH

"Actor in a sustainable and shared solidarity"

Founded in 1994, TGH is a French international solidarity organization based in Lyon. The association designs and implements emergency, rehabilitation and development programs in the following sectors: water, hygiene and sanitation, civil engineering, food security and rural development, socio-educational and psychosocial. TGH is currently operating in 11 countries in Africa, Asia, Europe and the Middle East.

Context

On February 24, the Russian president announced a special military operation to demilitarize Ukraine. Minutes later, missiles/air raids hit all of Ukraine, including Kiev, shortly followed by a massive ground invasion from several directions, in a major escalation of the 2014 conflict and resulting in the siege of several major strategic Ukrainian cities such as Chernihiv, Kharkiv, Kherson, Kyiv, Mariupol, and Sumy. The Ukrainian president has since enacted martial law resulting in the general mobilization and management of the country by the military.

While the eastern part of the country was attacked from the beginning of the invasion with an assault on the main cities of the country, the Russian troops quickly attacked the capital, Kiev, causing the displacement of the diplomatic bodies of the United Nations and the majority of humanitarian actors to the west, particularly to Lviv, which has become a real humanitarian hub. The populations forced to flee for safety are seeking to reach the west of the country, which is, so far, still relatively unaffected by attacks. The Lviv region is home to a large number of displaced persons and is the main transit point for people seeking to reach Poland or other European border countries. On the 18th of April, OCHA revealed that over 4.9 million people have crossed international borders to seek refuge mainly in Poland.

According to IOM on the 21st of April, the total number of internally displaced since the beginning of the war is over 7.7 million, 17 per cent of the country’s population and women represent at least 60 per cent of those displaced.

According to the humanitarian community, all the people living in Ukraine have been directly or indirectly affected by the conflict. Emergency humanitarian needs are varied and cut across all sectors.

The most pressing needs identified include:

- cash and access to financial support

- psychosocial support for a weakened mental health and limit the risk of irreversible

- medicines and medical supplies

Presentation of the mission

TGH has been present in Ukraine since 2015. Established in Kramatorsk (East), TGH’s interventions were targeting the most vulnerable populations along the contact line employing traditional and innovative modalities as follows:

• Provision of electronic vouchers (e-vouchers for food, hygiene or dual-purpose e-vouchers), an innovative modality with application of mobile phones and web-money-based interface
• Cash for Work (rehabilitation or social work)
• PSS
• Documentation support (restoration or obtaining of official/legal documents)
• Provision of basic humanitarian assistance: food and hygiene kits, in Donetsk, NGCA

In 2020, TGH completed its intervention with an emergency Covid-19 response funded by UNICEF supporting healthcare, educational and social institutions and households of Donetsk and Luhansk oblasts (GCA) along the contact line with electronic vouchers for essential hygiene.

Following February 24th, TGH mobilized its teams on the ground and at headquarters to maintain its existing activities and develop an emergency response to meet the most immediate needs of the affected populations. To this end, TGH has quickly started various assistance programs to cover the basic needs and respond to the psychological distress of the affected households and individuals. To date, TGH is implementing 6 different projects, while others are under discussion. To implement these activities in the most affected areas of Ukraine, TGH has developed and reinforced the collaboration with local partners that are essential and take a crucial place in the global response.

Initially operational in Ukraine from Kramatorsk, the team has been relocated to Lviv where the main TGH office recently opened and from where the activities are remotely managed. Interventions have also begun in Vinnytsia Oblast, where Protection Teams and Support Staff are in place. Given the enormous needs all around Ukraine and the different grants awarded, TGH is planning to open in the coming weeks sub-offices in two other main cities of Ukraine (Cherkasy and Dnipro) in order to be closer to the beneficiaries and ensure a proper implementation and follow up.

TGH is a member of the following Clusters and Working groups: Protection, Child Protection Sub-Cluster, Legal Aid Working Group, Age and Disability Working Group (ADWG), Mental Health and Psychosocial Support Working Group (MHPSS WG), Food Security and Livelihoods Cluster (FSLC), Agriculture Working Group, Cash-based transfers Working Group (CBTWG) and WASH Cluster. TGH is leading on the General Protection Case Management Task Force, and also attending the Advocacy Working Group and the HLP Taskforce.

Job description

The Head of Program Protection reports to the Senior program Coordinator and works in collaboration with the Education and Protection Advisor based at headquarters. The Head of Program Protection leads the development of the country program protection strategy and ensures its timely implementation. S/he provides technical guidance, advice and support to all PSS, Legal Advice and Case Management teams as necessary or as requested. S/he travels to TGH bases, areas of intervention, as needed.

More specifically, key responsibilities are:

Project management

• Plan activities and establish project timetables in close coordination with protection managers in the field offices.
• Communicate with the Senior program Coordinator and the HQ technical Advisor on the progress of the protection activities implemented under all projects, problems encountered, risks assessed and propose solutions.
• Monitor performance indicators, update monitoring and planning tools to measure the progress and impact of projects.
• Creating internal linkages and referral mechanisms between the various Protection teams.
• Develop and reinforce the capacity of teams in all areas of Protection Programming and Humanitarian Principles
• Using existing TGH and Interagency tools, contextualize and/or develop new tools and training packages tailored to the context and needs in Ukraine

Monitoring and Evaluation

• Maintain an effective monitoring and planning system in collaboration with the MEAL Coordinator, which informs reporting and project design.
• Work with the team to identify and document project learning and success stories and disseminate learning on the humanitarian response.
• Ensure that the monitoring framework within the protection program is implemented, including baseline data, secondary data, reviews, end line surveys, donor reporting and internal/external evaluations and capitalization of activities.
• Ensure respect for data protection and confidentiality in data collection and storage.
• Contribute to the preparation of all the necessary reports such as progress reports, annual reports and Interim and final reports for donors.
• Contribute to donor visits, evaluations and program reviews as necessary.

Support to partners (State and non-state actors):

• Participate in local partners’ assessment and capacity building.
• Supervise the proper implementation of protection activities with national partners in link with the partnership coordinator.
• Ensure the follow-up of the national partner (programmatic,), in coordination with the Partnership Coordinator.
• Identify and facilitate capacity building (including partners’ training plan) in link with the DCD for Programs.

Logistics and administrative management

• Plan and monitor purchases for protection activities in coordination with the logistics and protection teams.
• In conjunction with the administrative team and Field Coordinators, carry out the budgetary monitoring of the protection activities and the expenditure forecast for his/her department.
• Oversee grants compliance to ensure the best use of resources in link with DCDs for Support and program and the compliance manager, and work closely with the grant manager to ensure timely submission of financial and narrative reports to donors.
• Participate in the proper archiving (paper and digital) of documents required for audits.

Team management

• Plan, manage, supervise and ensure HR follow-up of the protection team (1 PSS Coordinator, 1 Legal Aid Coordinator and 1 Case Management Coordinator).
• Build the capacity of the protection team members according to assessed needs.
• Support with the recruitment, interviewing and onboarding.
• Ensure good internal coordination and communication, including at least weekly meetings with the team.
• Ensure Protection Coordination Team presence in all Oblasts of intervention on a rolling basis, as well as remote support and supervision of the team
• Provide feedback to the Senior Program Coordinator on issues and problems raised by the team.
• Ensure conflict resolution within the team and keep the Senior Program Coordinator informed.
• Propose relevant adaptations to the team's organisation chart and contribute to its implementation.

Reporting

• Coordinate and finalize the preparation of budgets related to project proposals and contribute to the drafting of financial and narrative reports to donors, in collaboration with the Grants Manager and the Senior Program Coordinator.
• Participate in the development and writing of proposals to new donors and the preparation of budgets related, in collaboration with the Grants Manager and the Senior Program Coordinator.
• Ensure bi-weekly updates to the Protection 5W Report, as well as updating as necessary to the Protection Service Map

Participation in the coordination of the mission

• Participate in internal coordination meetings.
• Participate proactively and contribute in the Protection Cluster and appropriate sub-cluster, technical working group and taskforce meetings.
• Share information on TGH activities and intervention and promote good relations and collaboration with other actors working on the humanitarian response.
• Provide regular reporting to the Senior Program Coordinator (minutes of meetings, regular updates, etc.).

External representation and coordination

• Coordinate with NGOs, institutions and partners working in the field of Protection in Ukraine to establish/maintain referral mechanisms.
• Maintain and develop good working relations and visibility of the TGH with civil authorities and other humanitarian actors (UN agencies, NGOs).
• In coordination with the DCD for programs, the Partnership Coordinator and the HQ technical Advisor, contribute in drafting the partnership agreements (with partners or authorities) and their renewal.
• Contribute to the updating of protection data.

Security

• Ensure the application of safety instructions for the Protection project teams.
• Participate in the collection of security information.

Security, working and living conditions

Despite the fluctuating security situation in Ukraine, the environment in Lviv is relatively calm and travel on foot or by taxi is permitted in the city centre. It is possible to go out in bars, restaurants... but there is a curfew in place from 11pm to 6am according to the martial law in force in the country. TGH team works in spacious and well-equipped offices in the city centre, close to the apartments where the expatriates are accommodated. Access to good internet connection in the offices.

Profile

You have a minimum of 3 years relevant experience in providing protection training, inclusive of Child Protection, S/GBV, Case Management and PSS training, supervision and development of training materials and manuals.

Furthermore, your profile match most of the following:

• Previous experience managing protection projects with strong technical, programme mentoring, and management skills, in developing countries and in disaster/humanitarian crisis contexts;
• Experience in humanitarian coordination from an MHPSS background;
• Advanced degree in psychology or related discipline, with coursework in mental health and psychosocial programming in humanitarian contexts;
• Experience in working with partners at national and sub-national levels;
• Work experience in measuring and reporting on indicators through innovative qualitative data gathering techniques and other type of surveys;
• Fluency in written and spoken English language;
• Able to work collaboratively across multiple teams and stakeholders;
• Able to operate independently and as part of a team;
• Good interpersonal skills including the ability to gain trust and build relationships;
• Good diplomatic and persuasion skills;
• Good computer skills, experience with Google Drive ;
• Ability to work in a stressful setting and adapt quickly to changing environments;
• Ability and motivation to work well with local authorities, local leaders, and local community;
• Good creative problem solving and social skills.
