1. Background

Oxfam is an international confederation of 21 organizations networked together in more than 90 countries, as part of a global movement for change, to build a future free from the injustice of poverty.

 

In 2013, Oxfam’s programming in Syria started relatively small in scope, focusing primarily on supporting WASH activities alongside the Ministry of Water Resources. By 2021, Oxfam has worked in all of Syria’s 14 governorates, and despite the challenges, it has reached 1 million people annually for the past three years. Today, Oxfam in Syria operates from the main office in Damascus alongside three sub-regional offices (hubs) that serve the needs of people; the Northern Hub covering Aleppo, Hama, and Idleb, Eastern Hub covering Deir Ezzor and Southern Hub covering Rural Damascus and Dar’a. Our work has been driven by humanitarian needs due to the protracted crisis in Syria and since 2020, expanded further to accommodate response to Covid-19. Given the humanitarian access challenges and restrictive space, the key added value that the organization brings to the response is the ability to still conduct independent assessments, beneficiary selection, and monitoring, partnering with local NGOs, and negotiating new opportunities with government authorities, such as cash programming and the COVID-19 media campaign. Moreover, Oxfam’s leading role in policy work on access, evolving needs, and quality of the response is of great value in-country. Oxfam in Syria has diverse teams with both national and international members.
The consultants will support technically office & field staff at the hubs level for delivering the WASH & EFSVL.

 

 2. Purpose

 

To support Public Health Engineering (Water and Sanitation components) & EFSVL programmes ( Cash and voucher-based assistance, early recovery and resilience-building initiatives ), and interventions as outlined in projects to ensure at least minimum acceptable technical quality standard of WASH and EFSVL programs and enhance the integration including Gender and Protection themes, in order to reach the objectives of Oxfam in Syria Country Strategy and the Area-Based Approach in Rural and Urban SettingsTo support Public Health Engineering (Water and Sanitation components) & EFSVL programmes ( Cash and voucher-based assistance, early recovery and resilience-building initiatives ), and interventions as outlined in projects to ensure at least minimum acceptable technical quality standard of WASH and EFSVL programs and enhance the integration including Gender and Protection themes, in order to reach the objectives of Oxfam in Syria Country Strategy and the Area-Based Approach in Rural and Urban Settings

 

 

The Role      Technical Consultant & Evaluator 

 

What we are looking for

 

Oxfam in Syria is in need of Technical Bid Evaluator & Consultant as the following;

 

University degree in any discipline relating to water and sanitation systems i.e. civil, Irrigation, mechanical, electrical and environmental engineering from a reputable university (preferable Masters or PhD degree).

Minimum 10 years of practical academic experience in specialisation (civil, mechanical, electrical, architecture) and preferable with previous experience in working with NGOs.

 

Specific Vacancy Requirements:

  • Has good experiences in biding evaluation process for engineering projects.
  • Familiar with the local and international market, with knowledge of engineering products/equipment (effectiveness and quality levels of international brands such as: pipes- pumps- power & control panels – Gensets - mechanical and electrical accessories - alternative solutions- semi/fully automated bakeries production lines and equipment … etc.)
  • Solid and practical field experiences related to the role of the jobs
  • Very good written and spoken Arabic and English is essential.
  • Effective verbal and written communication.
  • Very Good report writing skills.
  • Very Good organisational skills.
