What we do

The digital health team is organized through 3 threads: creativity, building and delivery and using and exploiting health data (and its evolution and maintenance).

Creativity:  the health care sector is fast evolving regarding digitalization and while the ICRC has adapted some tools in recent years with success, the possibility that digital tools and new technologies offer to deliver more and better services to people affected remains largely untapped. The broader scope of digital health - which includes tools to effectively support health systems in a sustainable manner (such as training and continuing medical education or remote health care delivery, surveillance and promotion, etc.)- also remain largely unexplored. On the other hands, there are everywhere nurturing ideas and initiatives in the field. Under the radars are currently teleconsultation, tele expertise, electronic decision support system and more.

Building and delivery: this thread builds and integrates into health operations new health digital solutions that are evidence-based, scalable by design, opensource and relevant for the low-resource settings where the ICRC operates. Currently under construction are the health individual record, pharmacy stock management and the physical rehabilitation digital center management system.

Using and exploiting data: although we have a massive amount of data, they remain largely underused compare to the potential they have (inform decisions and actions, operational research using routine data, increase visibility and health diplomacy, feedback to affected people….)

The Health unit has developed over the years, medical activity data bases in the 6 programs: trauma first aid and prehospital emergency care, primary health care, hospital care, mental health and psychosocial support, physical rehabilitation and health care in detention. The tool and teams working on it has been continuously adapted to improve efficiency of monitoring and quality of health information.  So that decision making is informed, and field operations improved.

Purpose

We are seeking a highly motivated health professional with demonstrated interest in the latest digital health trends and innovation with humanitarian expertise to lead and coordinate the digital health transformation following the digital health strategy. The aims are to equip the ICRC health staff and its partners with the relevant digital solutions that strengthen health service users’ outcomes and contribute to strengthen health systems in a sustainable manner.

Accountabilities & Functional responsibilities

Within its global remit, the Digital Health Coordinator, in close collaboration with all ICRC stakeholders concerned (Innovation, Health, Digitops, Policy & Humanitarian Diplomacy, Protection, Data Protection, PAM teams) will:

Finalize and implement the digital health strategy

Oversee progress in the ongoing projects and validate new innovative tools for deployment and use. Provide timely feedback on level of integration

Ensure consistence and coherence in tools selection and development

Ensure compliance of the selected tools to ICRC  digital transformation criteria

Help maintain an innovative and pragmatic approach to health indicators focusing on outcome

Follow up main trends on digital health and continue monitoring the needs and available solutions in the market and initiatives form the field teams

Coordinate any innovation initiative from the field with relevant experts and departments

In collaboration with HQ and field teams, organize and oversee the testing of solutions and identifications of contents for wider roll-out. Ensure the integration of validated solution into Planning for Result process

Ensures that the program’s progress is effectively monitored, controlled and reported on and the realization of benefits tracked according to the Innovation Board requirements and institutional financial procedures

Promote communication initiatives and change management plans to support effective adoption of targets and benchmarks

 

People management responsibilities

Manage a diverse team of project managers (5 to 7 people)

Relationships

Facilitates regular communication with multiple audiences and represents the ICRC in scientific and expert forums, expert meeting, potential funding donors.

Contribute and oversees the internal transversal discussions, consultations, workshops that ensure appropriation and progress of initiatives.

Consolidate a network of specialized contacts, including from the corporate and academic sector and sets up a Digital Health Network with relevant partnerships arrangements in place

Certifications / Education required

Computer proficiency and statistical software

Professional Experience required

Demonstrated experience in digital health/health informatics or experience working on project related to digital health

3 to 5 years of experience in humanitarian settings. Experience with the ICRC is an asset

Experience in managing/coordinating large projects or programs with a multidisciplinary team

Languages: English is required. French would be ideal. Spanish an asset

Health background an asset
