JOB PURPOSE

 

Contracting, coordinating, and managing service providers in line with WFP transport manual and supervision of staff.

 

 

 

ACCOUNTABILITIES/DELIVERABLES/ RESPONSIBILITIES:

 

 

  • Contracting of transporters and other logistics service providers.

 

  • Drafting and sending out requests for expression of interest.

 

  • Shortlisting of service providers in line with the expression of interest.

 

  • Drafting proposals to the Logistics Contracting Committee.

 

  • Presentation of proposals to the Logistics Contracting Committee.

 

  • Drafting and sending out requests for quotations to service providers.

 

  • Organizing and holding pre-bid meetings.

 

  • Sending the performance evaluation forms for service providers to users (AOs and FOs) to evaluate service providers.

 

  • Organizing and holding performance review meetings with contracted service providers.

 

  • Drafting and issuing warning/ termination letters to non-performing service providers.

 

  • Drafting and seeking approval of award letters.

 

  • Manage logistics vendors’ contracting activities including performance monitoring and measurement.

 

  • Support logistics emergency preparedness and response activities to support WFP’s response in emergencies.

 

  • Gathering market intelligence and vendor assessments to support vendor selection processes.

 

  • Collecting and analyzing data required for completion of market overview and highlights and CSC reports.

 

  • Other as required.

 

 

Experience Required:

 

  • At least three years of experience working as a Logistician in a humanitarian/recovery context

 

  • Demonstrable ability to lead and manage staff.

 

  • Experience in managing third-party service providers.

 

  • Experience in compiling contract documents.

 

  • Experience in managing contracts.
  •  
  • Experience in maintaining and working with corporate systems.

 

  • Information management and reporting

 

  • Excellent analytical skills

 

  • Vendor Management

 

 

Education:

 

  • Bachelor’s Degree in procurement, logistics, supply chain, or related field.

  • Professional qualification. E.g., CIPS, Certification in Humanitarian Logistics.

 

 

Language:

 

  • Fluency in written and spoken English (level C).

 

  • Fluency in Ukrainian/ Russian is an asset.
