Organizational Setting

FAO's office for Yemen is responsible for developing, promoting, overseeing and implementing agreed strategies for addressing countrywide food, agriculture and rural development priorities under Yemen. It develops and maintains relations with the relevant Ministries at country level. The main aim of the FAO country offices, which are headed by an FAO Representative, is to assist governments to develop policies, programmes and projects to achieve food security and to reduce hunger and malnutrition, to help develop the agricultural, fisheries and forestry sectors and to use their environmental and natural resources in a sustainable manner.

Reporting Lines

Under the overall supervision of the FAO Representative (FAOR) in Yemen, the technical supervision of the Chief technical advisor of the Water and Natural Resources and work closely with the Climate Change Mitigation International Consultant (IC) and the other Climate Change IC’s.

Technical Focus

The Climate Change Mitigation Specialist will support FAO Yemen in implementing the GCF Readiness project, approved in 2021.

Tasks and responsibilities:

  • In close consultation with the responsible International Consultants, collect the relevant data and information to assemble the Climate Change mitigation profile of Yemen (this includes collecting relevant data and information as well as providing interpretation services to the International Consultant for relevant technical documents where needed)
  • Assemble a detailed overview of current Climate Change mitigation policies and frameworks in place and planned in Yemen if any– liaise with relevant stakeholders
  • Conduct assessment of feasibility of prioritized mitigation options as well as climate technologies in Yemen and provide recommendations on how to increase understanding of Yemen mitigation efforts;
  • Support drafting the Climate Change mitigation profile and its integration into Yemen’s draft country programme
  • Other tasks as required

Minimum Requirements

  • Advanced University degree in natural resources management, climate change, and policy (or closely related field);
  • At least five years of relevant experience in natural resources management, climate change mitigation/ accounting;
  • Working knowledge (level C) of English and Arabic languages;
  • National or Resident of Yemen.

Technical/Functional Skills

  • Work experience in more than one location or area of work.
  • Extent and relevance of experience in Climate Change Mitigation related issues.
  • Familiarity with water, social and environment-related issues.

Selection Criteria

  • Previous experience with International Organization;
  • Relevant experience in conflict-affected countries is considered a strong asset;
  • Technical background in policy-making and or providing guidance on environment and climate change mitigation to policy-makers;
  • Excellent communication, writing and presentation skills in English;
  • Excellent communication skills and ability to present complex topics to a variety of technical and non-technical audiences;
  • Demonstrated experience in climate change mitigation related technical activities.
