CHAI, in partnership with its India affiliate William J Clinton Foundation (WJCF), works in close partnership with and under the guidance of the Ministry of Health and Family Welfare (MoHFW) at the Central and States’ levels on an array of high priority initiatives aimed at improving health outcomes. Currently WJCF works across projects to expand access to quality service, prevention, diagnostics, care, and treatment for HIV/AIDS, Hepatitis-C, tuberculosis, vector borne diseases, nutrition, anaemia, pneumonia, diarrhoea, sexual and reproductive health, cancer, oxygen, COVID-19, AMR, immunization, disease surveillance, and safe drinking water.

Since 2017, CHAI has been undertaking a large-scale effort to improve access to treatment for Pneumonia and Diarrhoea, which combined, kill over 1.5 million children every year across the world. Working with the governments of five-high-burden countries (India, Kenya, Uganda, Ethiopia and Nigeria) and leading global institutions, CHAI is supporting intensified efforts at both global and country levels to plan, resource, and implement effective interventions for scaling-up access to treatment for these conditions. This is achieved by supporting governments’ efforts in improving access to oxygen and antibiotics for pneumonia, and zinc and ORS for diarrhoea. Additionally, CHAI’s work has evolved to strengthen in-country systems for access to oxygen for treating hypoxemia; a public health challenge which has recently exponentially grown in urgency and criticality because of the COVID-19 pandemic.
In 2020, building upon the experience in improving “oxygen access” in U-5 pneumonia programs across LMICs, WJCF was well-poised to support MoHFW and state governments, including the Government of Madhya Pradesh (GoMP), to strengthen their medical oxygen ecosystem with the goal to improve the supply and use of high-quality oxygen services at all levels of health facilities. In line with the program objective to increase medical oxygen availability, access, and affordability, we have identified the most salient opportunities in improving reliable access to a comprehensive respiratory care treatment package. Our interventions aim to reduce maternal, child and overall mortality due to hypoxemia related causes, through support to state governments for strengthening of program policy and strategy, new technology introductions, infrastructure optimization, supply chain management, capacity building, and analytics-based decision making.
The Program Officer, Essential Medicines and Oxygen Access will be responsible to provide technical insights for activities related to strengthening of state’s medical oxygen infrastructure such as oxygen demand assessment at public health facilities, landscaping the suppliers of oxygen and related equipment and accessories, and policy advocacy for supply chain gap identification and mitigation, capacity building of providers, development of standardized guiding documents, creating data analytics dashboards for data recording and reporting. Based out of Bhopal, the Program Officer will mentor a team of bio-medical engineers in other states and report to the state leader.

- Design of tools for facility assessments, demand estimation, supply chain management, data analytics for various modalities of oxygen supply
- Participate in field visits to monitor functioning of oxygen generation plants (Pressure Swing adsorption plants) and other infrastructure like LMO tanks, oxygen cylinders, concentrators etc. and provide technical support for biomedical equipment
- Coordinate data collection and data analysis for oxygen related system (need assessment, analysis of oxygen capacities and gaps to inform decision making) in state public health facilities by securing necessary permissions and approvals from government authorities
- Design of SOPs, Training modules, guidelines, supplier landscape, tender documents
- Capacity building of public health facility staff including technicians on use of oxygen equipment and other technical aspects of oxygen systems
- Provide support on AMC document and CMC document preparation and tender reviews
- Provide invaluable inputs for development of oxygen demand assessment tools factoring in critical insights from government departments
- Develop strong relationships with key external and internal stakeholders including government officials, affiliated institutes, and partners working in the oxygen therapy landscape in program states
- Develop knowledge management library of all technical resources related to oxygen management
- Conduct routine sessions on technical aspects of oxygen systems for internal EM team
- Participate in meetings of field team to clarify technical queries and align on oxygen systems data collection from facilities
- Essential Educational Qualification: BE/ B. Tech in Biomedical Engineering/ Medical Technology/ Instrumentation Engineering
- Desirable Educational Qualification: PG Diploma/Degree in Public Procurement/ Supply Chain Management/Healthcare Management/ Biomedical Maintenance/M-Tech
- 4-5 years’ experience in installation, commissioning, and maintenance of Medical Equipment, Instrument & Furniture (EIF) either in government health organization or in any other large hospital
