Purpose of consultancy

The consultant will design, develop, enhance and maintain computerized software applications and tools.

Background

The World Health Organization (WHO) Regulatory Systems Strengthening (RSS) team programme, supported with multiple World Health Assembly (WHA) resolutions, and particularly Resolution WHA67.20 (2014) is working on country-specific regulatory system capacity building activities including evaluating national regulatory systems, developing and applying WHO benchmarking tools, generating and analysing evidence of regulatory systems performance and facilitating the formulation and execution of institutional development plans in addition to providing technical support to national regulatory authorities (NRA) of Member States. The consultant in RSS would assist in the implementation of the RSS programme as stated.

The Local Production and Assistance (LPA) Unit, in the Regulation and Prequalification (RPQ) Department is responsible for supporting Member States, particularly low- and middle-income countries, in strengthening local production of quality-assured essential health products to improve access and safeguard health security. This includes developing strategies, policies and tools, conducting situational analyses on sustainable quality local production, providing capacity building and technical assistance, and fostering partnerships. LPA promotes sustainable quality local production in a holistic manner in collaboration with WHO technical units, trusted external partners and international partners to improve access to quality-assured medical products under the context of Resolution WHA74.6 , WHA61.21 , WHA67.20 and other resolutions related to local production and access to health products.

Deliverables

  • Development and enhancement of the Global Benchmarking Tool (GBT) Administrator and Institutional Development Plan (IDP) follow-up web systems (Angular, .NET Core, SQL Server).
  • Design and development of the WHO Listed Authority (WLA) performance evaluation indicators module and integration with the computerized Global Benchmarking Tool (cGBT) desktop application (JavaFX, Java, FXML, SQLite).
  • Design and development of the WLA tools and integration with the cGBT desktop application (JavaFX, Java, FXML, SQLite).
  • Perform the necessary adjustments to the GBT Administrator system to accommodate the Performance Evaluation (PE) indicators and WLA tools (Angular, .NET Core, SQL Server).
  • Design and plan for an automated web system which allows users to interact with the GBT factsheets including different GBT versions and languages.
  • Publish new version(s) for the GBT Assessors Management system including enhancements and/or bug fixes if applicable (Angular, .NET Core, SQL Server).
  • Publish new version(s) for the cGBT (Windows and macOS) which includes significant user interface enhancements and/or bug fixes if applicable (JavaFX, Java, FXML, SQLite).
  • Perform necessary routine updates to all applications’ dependencies and 3rd party libraries.
  • Development of the automated Word reports generator module in the GBT Administrator system (Angular, .NET Core, SQL Server).
  • Coordination with IMT department to test and deploy developed web applications, which are hosted on the WHO servers (FTP, IIS).
  • Maintain and enhance the Situational Analysis Tool (Angular, .NET Core, SQL Server, JavaFX, Java, FXML, SQLite).

Qualifications, experience, skills and languages

Educational Qualifications:

First university degree in Computer Engineering & Software Systems.

Experience:

Essential:

  • Over 5 years of professional experience in the Software development field, including experience in the following areas: relational databases languages (ex. SQL), JavaFX software development platform, .NET Core backend development and Angular frontend development.
  • Strong experience with application analysis, design, code, unit test.
  • Experience with native Mobile apps development for Android and iOS.
  • Hands on experience with Object Oriented Programming and strong computer science fundamentals: data structures, algorithms and programming languages.
  • Proven experience of working with full stack web development, architecting complex applications from the ground up.
  • Experience working on multiple resolutions screens.
  • Experience with File Transfer Protocol (FTP) and Internet Information Services (IIS) which are required for deployment of developed applications on WHO Intranet and Extranet servers.
  • Experience with Microsoft Azure Active directory for management of users’ authentication and role-based access control.

Desirable:

  • Experience working in collaboration with the World Health Organization in order to understand WHO’s roles and core functions.
  • Experience in User Interface/User experience and understanding of Agile Project Management methodologies.

Skills/Knowledge:

  • Excellent written and verbal communication skills, strong planning, organizational and project management skills.
  • Demonstrated ability to work as part of a team and work with a range of data tools to deliver high impact results.
  • Advanced knowledge of UI/UX principles and guidelines, and experience with JSON and XML.

Languages required:

Essential:

Expert knowledge of English.

Desirable:

Working knowledge of another UN official language.

Location:

Home based – Off-site.

Travel:

The Consultant may need to travel to WHO headquarters and to various countries as per RSS workplan, for benchmarking missions.

Remuneration and budget (travel costs are excluded):

Remuneration:

Band level B: USD 7,000 - 9,980 per month.
