Overview of position
  • Established in 1997, our client works to eliminate the threat posed by mines, Explosive Remnants of War (ERW) & Improvised Explosive Devices (IED's) by coordinating United Nations (UN) Mine Action (MA), leading operational responses at the country level & supporting the development of standards, policies & norms.

  • As a specialized service of the UN located within the Department of Peace Operations, our client operates under legislative mandates of both the General Assembly (GA) & the Security Council (SC). Our client also responds to specific requests for support from the UN Secretary General or designated official. They are mandated to coordinate the MA work as Chair of the Inter Agency Coordination Group on Mine Action (IACG - MA) & its subsidiary groups, a responsibility established by the GA (A / RES / 72 / 75) & confirmed by the SC in 2480 (2019). Our client is also the global lead for the MA Area of Responsibility (AOR) within the Global Protection Cluster (GPC), as well as the Chair of the International Mine Action Standards (IMAS) review board & its steering committee.

  • Our client supports the entire system through a small team at headquarters, a humanitarian hub in Geneva, and some 3,000 women & men employed through funding in the field.   • In Burkina Faso our client is based in Ouagadougou but is expanding its activities to the benefit of the communities and of the 5 UN Regional Offices (RO's) in country. Following an evaluation mission to Burkina Faso in June 2019, they aim notably at implementing training & Explosive Threat (ET) awareness sessions in the affected regions, to the benefit of the UN & humanitarian actors, as well as for field based agents from the Ministry of Security (MOS).

Role objectives

Under the overall guidance & supervision of the Head of Project Unit / Chief of Operations, the Training Officer is responsible for the following:

  • Prepare & conduct EOD levels 1 & 2 trainings in Ouagadougou & different locations in regions.  

  • Prepare & conduct Explosive Threat Mitigation (ETM) awareness & training in Ouagadougou & different locations in regions.

  • In coordination with the supervisor, prepare & maintain training & lessons plans for delivery.

  • Contribute to prepare & / or update the relevant training packages.

  • Prepare the relevant training aid kits.

  • Report about all training activities performed in the provided locations.

  • Propose all changes or training improvements assessed as necessary.

  • Actively participate in the implementation & maintenance of our clients Burkina Faso IED incidents database & mapping.

  • Assist in the production, implementation & monitoring of technical training documentation.

  • Continuously look for areas of improvement in efficiency, effectiveness & safety of the program with regarding to training for the beneficiaries.

  • Possess a sound knowledge of the IMAS & International Ammunition Technical Guidelines (IATG’s).

  • S / he shall be responsible for his / her travel arrangements & report to the Burkina Faso Chief Mine Action Program.

  • Other tasks as directed by the supervisor.

Project reporting

This role will work under the overall guidance & supervision of the Head of Project Unit / Chief of Operations.

Key competencies
  • Advanced University Degree (Master’s Degree or equivalent) with a minimum of 5 years of relevant experience or First Level University Degree (Bachelor’s Degree or equivalent) with a minimum of 7 years of relevant experience is required or 11 years of experience in the management of operations within a recognized military, police, humanitarian mine action organization, development organization, or other relevant field experience.

  • Certified EOD level 3 (preferred).

  • Relevant experience is defined as experience in Explosive Threat Mitigation (ETM).

  • 1 year previous work experience as a Trainer & / or in the delivery of trainings (or equivalent task).

  • Mine Action experience (desirable).

  • 1 year previous work experience within the UN system (desirable).

  • Effective work experience in the sub region & recent context (desired).

  • Recent IED TM operational field experience (within the last 36 months) within a military or civilian governmental program desired.

  • Experienced in IED threat mitigation field through police or military career or equivalent (required).

  • Thorough training & coordination of training experience (required).

  • Flexibility to adapt training phases to the framework & local context & to react as necessary.

  • Ease in dealing with national security forces & authorities.

  • Ability to work with & mentor national Trainer.

  • Knowledge of the IMAS is required.

  • Experience with the Quality Assurance (QA) & Quality Control (QC) process.

  • Knowledge of the UN system & procedures is an asset.

  • Computer literacy, in particular, experience of using MS Office software & IMSMA is an asset.

  • Decision making capability to face unexpected situations.

  • Ability to work in multi cultural context & environment.

  • Ability to travel & work in harsh living conditions.

  • Fluent in French (speaking / reading / writing) is required.

  • Intermediate level in English (speaking / reading/ writing) is required (some courses are done in English language).
