Background

Albania is a disaster-prone country. The four main hazards affecting the country are earthquakes, floods, forest fires, and landslides. The International Disaster Database (EM-DAT) shows that, during the 1979-2019 period, floods accounted for a significant share of disaster events (38%), followed by earthquakes (15%) .

The earthquake event of 26 November 2019 caused 51 fatalities and over 900 injuries. As a result of the earthquake, a total of 202,291 people was affected, of whom 47,265 directly and 155,028 indirectly. The Post Disaster Needs Assessment (PDNA), conducted following the earthquake, estimated the total effect of the disaster in the 11 affected municipalities to amount to 985 million EUR. The earthquake is estimated to have caused combined damages and losses, equivalent to 7.5% of the 2018 GDP. As a result of the earthquake, growth projections for 2020 have been revised downwards. [1] 

The Law “On Civil Protection” provides a solid conceptual framework for promoting disaster risk reduction. Furthermore, the subsidiarity principle of Law 139/2015 “On local self-governance” has been re-stipulated in Law 45/2019, which article 7 notes, “when in a natural or other disasters, protection, rescue, and assistance are required, the capacities of the local government unit affected by the disaster, shall be used first.”

The law 45/2019, in line with the Sendai Framework commitments, requires the preparation of municipal Disaster Risk Assessments, DRR Strategies and Emergency Plans and approval by the municipal council within three years from the approval of the Law.

According to the Law: “Municipal disaster risk assessment and CE plan should be revised at least every three years while municipal DRR Strategy at least every five years.” 

Law 45/2019 also stipulates broader and explicit DRM responsibilities for the municipal and regional level related to public awareness, training activities, monitoring, early warning, alert and alarm, disaster risk information, disaster losses database, etc. Furthermore, to realize all these obligations, the Law explicitly requires that an amount of not less than 4% of the total municipality budget be dedicated to DRR and Civil Protection.

UNDP is looking for three qualified Local DRR consultants, each of them separately responsible for the development of the Municipal Disaster Risk Assessment (DRA) of two out of six municipalities of Fieri region, grouped as follows:

  • Group 1: Municipalities of Fier and Mallakastra;
  • Group 2: Municipalities of Lushnja and Divjaka;
  • Group 3: Municipalities of Patos and Roskoveci

While each assignment will be focused only in one group composed of two municipalities, the local DRR consultant will be also engaged, as needed, in other joint/regional activities with the other groups of the municipalities.

The process and the products will be informed by the national processes as well as experiences and lessons gained from UNDP’s pilot project in Lezha, although the replication should aim for higher quality.

 

The Local DRR consultants will support UNDP RESEAL Project on pilot implementation at the six municipalities of Fier region, National Civil Protection Agency`s regional office and the two Municipal Civil Protection Commissions (MCPC) in the implementation of municipal Disaster Risk Assessment document in the respective group of municipalities.

Duties and Responsibilities

The Local DRR consultants will be responsible for the following activities:

  • Under the supervision  of RESEAL Project coordinator , to act as UNDP RESEAL Project Focal Point in the respective two municipalities of competence and provide assistance in development of community working group (MCPC) to deal with municipal Disaster Risk Assessment;
  • Under the supervision  of RESEAL National Project Coordinator, in collaboration with the other two Local project coordinator covering the other 4 municipalities, to provide all the required support and assistance to the project office on local implementation and planned activities at qark level .
  • Provide the necessary assistance in assessment process planning and implementation, as well as data collection during the assessment process;
  • Assist in reviewing the existing documents (secondary data) and conducting initial desk analysis of the situation as per project need;
  • Assist in the organization of capacity building meetings and trainings aimed to present DRM basic principles and municipal Disaster Risk Assessment module;
  • Support and assist in preparation and implementation of municipal Disaster Risk Assessment and utilization and testing the assessment tools such as: semi-structured interviews with the key stakeholders, focus groups, direct observations, transect walk, seasonal calendar, etc.;
  • Support in organization of validation meetings/workshops with the key stakeholders to present the findings and recommendations, validate the action plan and support with mainstreaming it into municipalities’ development plan;
  • Develop detailed work plan for the site level activities in close consultation with national project coordinator to ensure that specified tasks are undertaken as organized and planned;
  • Support the work in local level of consultants and contracted organizations and provide technical input where appropriate and contribute substantive technical input per his/her area of relevant expertise;
  • Liaise and collaborate with local authorities, local institutions, communities, local NGOs, other stakeholders and representatives of international organizations in district level;
  • Prepare and transmit to the national project coordinator the minutes of the local meetings and other documents required for the efficient monitoring of project activities. Write all the necessary report required within UNDP cycle and any other upon request of the national project coordinator regarding project site level activities implementation status;
  • Assist the national project coordinator in identifying local experts and consultants and NGOs to be involved in project site level activities if required.
  • Assist the national project coordinator in preparing and supervising the issuing of subcontracts for the project site level activities, their application and certify the delivery reports;
  • Circulate in site level and to the national project coordinator, the information concerning the projects, its activities, and the wider activities of other institutions/ donors specifically concerning local DRR in Fieri region and neighbour areas;
  • Build effective working relationships with the project’s key partners at Fieri region and in other neighbour areas;
  • Update the list of stakeholders in Fieri region and neighbour areas;
  • Prepare and submit monthly reports to the national project coordinator about the activities carried out in project site level;
  • Oversee effective ongoing project activities whereby the project assesses best practices and gains experience. This will include encouraging an atmosphere of adaptive management in the project, (i.e. organizing round table discussions on project successes and failures) where people focus on meaningful results “on the ground”, rather than generating reports;

 

 

More specifically the Local DRR consultants will:

 

  • Under the direction of the RESEAL National Project Coordinator, the local DRR Consultant will provide the necessary support in each of the two municipalities to identify the main stakeholders dealing with DRR and CP;
  • Provide the necessary support to both municipalities in establishing/re-establishing the Municipality Civil Protection Commission (MCPC), and its potential subgroups/thematic groups to deal with Vulnerability and Capacity Assessment (VCA) and Disaster Risk assessment.
  • Provide the proper assistance in development of a list of required background information, collect and analyze detailed information on institutions active in the DRR and CP sector in the municipalities, including mandate and organizational structure;
  • Support in planning and organization of introductory meetings with UNDP service provider, municipality partners and other regional stakeholders, support UNDP service provider in organization of assessment, community meetings and interviews with relevant actors involved in the community Disaster Risk Assessment exercise;
  • Support in proper planning and implementation of the community assessment (agenda, team, meetings, location);
  • To support in the formulation of DRM recommendations and support the integration into municipalities’ development plans;
  • To support the documentation of lessons learned and development of guideline on implementation of municipal Disaster Risk Assessment participatory module for further replication.
  • Support in the preparation of reports, and other deliverables, including development of community assessment repport, and DRM mainstreaming reccomendations;
  • Under the RESEAL project coordination, guidance and instructions, in order to avoid any possible overlapping, to collaborate with the other two Local DRR consultants on common issues concerning the assignment such as regional DRM stakeholders data analysis, common meetings under the supervisory body in the qark level etc. 
  • Other activities and functions in line with the main responsibilities and process.

Professional Experience

 

  • A minimum of 3 years of progressive experience in coordinating, conducting, reviewing and analyzing data; 
  • Direct experiences working with Civil Protection, DRR or related risk assessment and/or risk scenarios would be preferred
  • Fieri Prefecture and its municipalities specific knowledge;
  • Experience in working with other government agencies/ entities in Albania, NGO’s or other organizations would be an added value.

 

Language Requirements:

Knowledge of Albanian and English language and ability to communicate is required.
