Org. Setting and Reporting

The Department of Operational Support (DOS) was established to provide end-to-end operational support, advisory services and other solutions to operating entities across the Secretariat, including departments, offices away from headquarters, peace operations, and regional commissions.

The Human Resources Services Division (HRSD) provides dedicated services in support of human resources requirements of client entities, from process development through service delivery. The Division establishes and manages rosters across all job families, organizes testing and examinations, provides operational support and other advisory service for clients for the full spectrum of their delegated authorities, and supports managers and business partners in the use of non-staff personnel.

The Staffing Service (SS) offers expertise in the areas of talent acquisition and innovation, testing and examinations, operational workforce planning and organizational design across UN Secretariat entities.

The Special Assessments Section (SAS) is responsible for the development and administration of various competitive examinations and tests used for talent selection. It is responsible for the United Nations Secretariat flagship assessment, the Young Professionals Exam.

The position is located in the Special Assessments Section (SAS), Staffing Service (SS) in the Human Resources Services Division (HRSD), Office of Support Operations (OSO), Department of Operational Support (DOS). The Human Resources Assistant reports to the Human Resources Officer in the Section.

Responsibilities

Within limits of delegated authority, the Human Resources Assistant will be responsible for the following duties:

Recruitment and placement
• Participates in the selection of candidates for secretarial, clerical and related categories positions; including evaluating and screening applications of such candidates, preparing profiles of candidates, and conducting preliminary interviews, and conducting roster searches for vacancies and identifying short-lists of candidates.
• Assists in the filling of posts for all categories, including initiating and following-up on reference checks and academic verifications, ensuring the completion of the pre-recruitment formalities, calculating salaries and related benefits, and preparing and dispatching offers of appointment and Statement of Emoluments.
• Assists in organizing and coordinating competitive recruitment examinations.
• Administers all centrally-managed pre-employment General Service examinations, including Global GS Test (GGST), Editorial and Desktop Assistant Test, Trade and Craft (TC)Test, and Data Assistant Test, processes test results, manages correspondence with candidates and hiring managers, and updates and maintains global databases for all GS level examinations.
• Organizes and conducts training sessions for local test administrators in various duty stations.
• Provides technical support to candidates and local test administrators during the administration of online tests.
• Drafts and updates standard operating procedures, guides and other instruction materials for candidates and test administrators.
• Supports the development and piloting of new test items.

Administration of entitlements
• Reviews and processes requests for entitlements and claims.
• Maintains UMOJA entitlements reference tables.

Staff development and career support training
• Assists in the organization and conducts of training courses and workshops.
• Provides logistics and administrative support to trainers.

Classification
• Assists in reviewing and processing requests for classification.
• Provides advice and answers general queries on classification procedures and processes.

General
• Conducts exit interviews for separating staff and assists him/her in final arrangements.
• Maintains HR related automated systems and applications including automated databases containing HR related statistics and prepares periodic reports.
• Undertakes research on a range of HR related issues and assists in the preparation of notes/reports.
• Provides general office support services; processes, drafts, edits, proofreads and finalizes for signature/approval a variety of correspondence and other communications; performs budget preparation, input monitoring and implementation in UMOJA, etc.; sets up and maintains files/records (electronic and paper); schedules appointments/meetings, monitors deadlines, etc.
• Prepares written response to queries concerning HR related matters.
• Prepares documents for cost recovery for online proctoring services.
• Trains and provides supervision to new and lower-level staff in the unit.
• Performs other duties as required.

Education

High school diploma or equivalent.

Work Experience

A Minimum of seven years of progressively responsible experience in human resources management, administrative services or related area is required.

Experience in analyzing and presenting data using MS Excel is required.

Experience in managing and administering pre-employment online assessment tests is desirable.

Languages

English and French are the working languages of the United Nations Secretariat. For the position advertised, fluency in English is required. Knowledge of another UN official language is desirable.

Assessment

Evaluation of qualified candidates may include an assessment exercise which may be followed by competency-based interview.

Special Notice

Staff members are subject to the authority of the Secretary-General and to assignment by him or her. In this context, all staff are expected to move periodically to new functions in their careers in accordance with established rules and procedures.
