ORGANIZATIONAL CONTEXT

This role is the Office of Inspections and Investigations (OIGI) located in Headquarters, Rome, Italy and will report to the Director of Inspections and Investigations (D1).

 

THE ROLE

Act as OIGI’s senior advisor and lead focal point for policy and quality assurance matters with internal and external stakeholders. The position will serve as the steward for the development and management of OIGI policies and standard operating procedures as well as capacity-building for the team.

 

KEY ACCOUNTABILITIES (not all-inclusive)

Key duties are as follows: 

 

Provide strategic leadership to the Quality Assurance and Policy (QAP) Team, including the development and management of more junior staff.

 

QUALITY ASSURANCE

  • Oversee the legal review process of OIGI reports and other OIGI work products and ensure professional standards, effective use of language and conformity with OIGI SOPs.
  • Accountable for the efficient analysis and review of evidence cited within OIGI reports, ensuring OIGI reports are relying on relevant regulations, rules and policy and that these are aligned with UN system-wide policy developments.
  • Foster and maintain effective collaboration with WFP entities, in particular with Human Resources Management (HRM) and lead the coordination of information flow from HRSR to OIGI on a regular basis regarding HRM reviews of OIGI work products.
  • Advise senior management and Director OIGI on compliance gaps in quality assurance assessments and take active steps to innovate, promote and implement rectification.
  • Empower and mentor OIGI team members to maximize performance and improve OIGI written products.
  • Promote capacity-building, and advocate for resources to support the enhancement of skills and knowledge of the unit.
  • Provide expert advice and guidance to OIGI investigation teams on best practices in regard to the preparation of OIGI reports.
  • Other duties as assigned.

KEY ACCOUNTABILITIES (continue)

POLICY

  • Serve as senior advisor and advocate for the development of OIGI objectives and achievement of goals.
  • Provide advice and support to the Inspector General and OIGI management regarding policy and policy developments within WFP and the broader UN system.

QUALIFICATIONS AND KEY REQUIREMENTS

 

EDUCATION: 

 

You have:

 

  • Master’s degree in Law / Criminology or other related fields or a Bachelor’s degree in the same disciplines with additional relevant years of experience and/or relevant certificate..

 

EXPERIENCE: 

 

You have:

  • Typically,eleven years or more (of which four international) of relevant progressively responsible professional experience in planning, leading and/or executing complex criminal or administrative investigations.
  • Previous experience in the conduct of investigations with a UN organization or international financing institution is an asset.
  • Experience in providing legal advice and guidance on investigative matters.

 

LANGUAGE:

 

You have:

  • Fluency (level C) in English language. 
  • Intermediate knowledge (level B) of a second official UN language: Arabic, Chinese, French, Russian, Spanish, and/or WFP’s working language, Portuguese.

You have: 

 

  • Demonstrated expertise in reviewing and providing advice on investigative outputs.
  • Ability to coach and mentor staff.
  • Strong coordination, planning and leadership skills including the ability to influence Senior Managers by consistent and clear communication.
  • Excellent oral and written communication skills, able to clearly articulate insights to senior stakeholders in and outside of WFP.

TERMS AND CONDITIONS

  • The positions are open to all nationalities. 

  • While WFP does support flexible working arrangements, the positions are based in Rome and would require the selected candidate to relocate.

  • The selected candidate will be employed on a renewable fixed-term contract (up to 8 years) with a probationary period of one year. 

  • WFP offers an attractive compensation and benefits package, including basic salary, post adjustment, relocation entitlement, travel and shipment allowances, 30 days’ annual leave, home leave, an education grant for dependent children, pension plan and medical insurance.

  • Mobility is and continues to be a core contractual requirement in WFP.
