Org. Setting and Reporting

The Human Resources Section (HR) has a transversal function in the organization and its aim is to ensure that ITC has the right quality of Human Resources with the appropriate skills and competencies to achieve its strategic and operational goals and to provide staff with a supportive, challenging and rewarding work environment for them to fulfill their potential and maximize their contribution to the organization.

Responsibilities

Under the direct supervision of the Human Resources Officer and the general guidance of the Chief, Human Resources, the incumbent will be responsible for the following duties:
• Ensures completion of pre-recruitment formalities for selected staff and conduct induction sessions.
• Reviews and processes requests for entitlements and claims and maintains/updates relevant database and reference tables.
• Undertakes monitoring functions on applicable entitlements and follows up on cases identified until closure of each case.
• Prepares written response to queries concerning HR-related matters in particular those related to benefits and allowances.
• Advises staff and managers with respect to conditions of service, duties and responsibilities, privileges and entitlements under the Staff Regulations and Rules.
• Proposes recommendations for exceptions to the Staff Rules and Regulations; identifies and resolves diverse issues as they arise and determine appropriate actions in consultation with relevant parties, as required.
• Conducts through research on precedents, policy rulings, relevant regulations and rules and procedures, and assists in providing documentation and background materials for special cases and appeals.
• Participates in the review of processes and updating of guidelines to further streamline, automate and simplify workflows and communications.
• Maintains and updates internal databases and files in a confidential and secure manner.
• Provides guidance and training to new staff in the Unit, as required.
• Performs other duties as required.

Education

High school diploma or equivalent is required. Professional Certification in human resources management is desirable.

Work Experience

A minimum of seven years of experience in human resources management, administrative services or related area is required.

Experience working with Enterprise Resource Planning software in HR modules, is desirable.

Experience in handling complex HR cases where exceptions were necessary, or extensive research needed is desirable.

Experience working in the United Nations Common System is desirable.

Languages

For this position advertised, fluency in English is required. Knowledge of French is an advantage.

Assessment

Evaluation of qualified candidates may include an assessment exercise which will be followed by competency-based interview.

The conditions of service are governed by the United Nations Staff Rules and Regulations.

This job opening is advertised to fill a temporarily vacant position during the absence of the regular incumbent for a period of one year or longer. As the regular incumbent is entitled to return to this position at the expiry of the temporary vacancy period, in case of selection of an internal staff member, it will be a temporary assignment. If the regular incumbent exercises the right to return, the appointment or temporary assignment of the candidate selected for this job opening will not be renewed or extended.

The selection process for this job opening will be conducted pursuant to ITC/EDB/2014/6 on the “ITC Staff Selection System” and include the compliance review process by a review body. If the regular incumbent vacates the position, the selected staff member will be laterally assigned, promoted or transferred to the position without further selection process under ITC/EDB/2014/6.
