Background Information - Job-specific

The Project aims to To increase the operational capacities and resilience of the national health system in Homs to provide secondary healthcare.
The Homs Health Directorate requested UNOPS to support the rehabilitation of one of the annexes of Homs Grand Hospital. This annex building consists of three stories: 

The basement: operation room, X-rays units, storages, water treatment units and medical gasses room 

The ground floor: emergency unit, kidney unit and outpatients' clinics.

The first floor: 16 rooms for in-patients each with a separate bathroom. 


The building needs to be rehabilitated to mainly provide medical services for a kidney unit and an emergency unit, through UNOPS’s  intervention, the hospital will be able to provide secondary healthcare services, particularly to increase the capacity of trauma and surgery services by restoring emergency unit, operation rooms, inpatients wards with the necessary facilities such as kitchen/laundry rooms for in-patient treatment.


During the 24 months duration of the project, the main activities of the project is to rehabilitate Homs Grand Hospital - Annex 1 including the Procurement, installation and commissioning of generators and solar photovoltaic (PV) hybrid systems to supply electricity at the hospital, in addition to the Procurement and installation of a medical waste management system to treat medical and infectious waste.

The Security Associate works under the guidance and supervision of the Project manager, within the Support Services team and in close coordination with the Programme Managers and the office management team. S/he provides a comprehensive range of specialized and administrative support services for the management of security and safety operations.  The Security Associate  promotes a client-oriented approach consistent with UNOPS rules and regulations and UN Security Management System policies.  S/he is responsible for resolving security related issues and information exchange in a timely fashion.

1. Technical Support services
  • Conducts routine security assessments and prepare summaries and recommendations;
  • Gathers, researches, verifies, and updates security information and data required for:
  • Proper analysis of the security situation by SSA and the PM, including preparedness and risks.
  • The development of the Security Plan and the Self-Assessment Programme for the mandatory mitigation measures.  
  • Maintains staff lists, and information related to UNOPS offices,  residences, project sites, focal points, and the warden system for implementation of the  Office /Operations’ Security Plan; 
  • Disseminates, relays, exchanges and communicates information regarding the security situation in the country or areas of responsibility 
  • Compiles and tabulates the results of  questionnaires and data to support the monitoring of compliance with the required security mitigation measures established at the duty station 
  • Documents and supports the reporting of security incidents affecting UN staff, offices and assets.
  • S/He represent UNOPS at Security Cell meetings, to record matters arising and provide routine information to clients.
  • S/he attends the ASMT as an observer or as alternate.
  • Assist in reporting online security incidents affecting UNOPS personnel, office and assets
  • Maintain regular contact with DSS and Security Focal Points of UN agencies
  • Undertakes routine follow up action on security issues on behalf of the supervisor and informs supervisor of status.
  • Administratively supports the organization of training courses on security awareness and preparedness, and may participate as a resource.
  • Conducts basic elements of security briefings to newly arrived staff, ensure that they receive the UNDSS comprehensive  security briefing a
  • Provides guidance and advice to personnel on routine security procedures, communication channels, and focal points.

  •  works closely with UNDSS and assists UNDSS in performing their overall coordination role providing information and support on issues related to UNOPS
2. Office Administration

  • Provides general administrative services for the work area, managing the information flow, following up on the timeliness of responses for initiatives, correspondence, and queries, with internal and external stakeholders, including Security Focal Points of UN agencies and The UN Department of Safety and Security (UNDSS).
  • Organizes meetings and briefings, arranges appointments, receives visitors, places and screens telecommunications, answering queries with discretion, and takes minutes and/or notes at meetings as directed by supervisors.
  • Prepares reports, tables, databases, charts, etc., applying technical skills and knowledge in formatting.
  • Facilitates emergency communications by operating specialized data-communication equipment. 
  • Maintains routine and confidential correspondence files / documents, ensuring the security of data and other sensitive information

  • Facilitates the engagement and provision of high quality results and services of the team supervised through effective work planning, performance management, coaching, and promotion of learning and development.

IV. Impact of Results
The effective and successful achievement of results by the Security Associate affects the overall efficiency of the relevant business unit in relation to security matters, compliance with the UN Security Management System policies, guidelines and advisories, and the effective delivery of programmes and projects.   Timely and accountable delivery of services, contributes to improved safety and security for UNOPS personnel and assets. This promotes the image of the office and enhances UNOPS’ competitive position as a partner of choice in sustainable development and project services in the country/region served.

Education/Experience/Language requirements

Education:

  • Completion of secondary school is required. 
  • First University Degree in Business Administration, Public Administration, or equivalent disciplines is desirable but not required. 
  • Relevant certification in security related studies is a distinct advantage


Experience:

  • A minimum of six years of relevant experience in security or operations’ services is required in national or international, public or corporate organizations, including in the following areas: Incident reporting, security administration support, security communication, telecommunication and warden system.
  • Prior experience with the UN system or international NGOs is desirable.
  • Proficiency in computers and office software packages (MS Office), and experience in handling of web-based management systems is required.
  • Knowledge of Telecommunication (including HF and VHF) Possession of a valid driver’s license is a requiremen

Fluency in both Arabic and Egnlish languages is required.
