About the ICRC

The International Committee of the Red Cross (ICRC) works worldwide to provide humanitarian assistance to people affected by conflict and armed violence. We take action in response to emergencies and protracted crises at the same time promoting respect for international humanitarian law. We are an independent and neutral organization, and our mandate stems essentially from the Geneva Conventions of 1949. We work closely with National Red Cross and Red Crescent Societies and with their International Federation of the Red Cross in order to ensure a concerted humanitarian response to address the needs of the people affected by armed conflict or other situation of violence.

About the role

• The health field officer is the health focal point for technical concerns related to the health condition of patients and their care takers, who are transferred from Ukraine to Moldova.
• The health field officer will evaluate and give feedback on the medical care offered at the Hospital where the ICRC is currently referring patients.
• The Health field officer will conduct assessment of health facilities including hospitals and primary health care centers.
• The Health field officer will assist the ICRC Health team to regularly assess and analyse health needs and will contribute to the team’s general understanding of the health system in Moldova.
• The Health field officer will assist the ICRC to network and build partnerships with health facilities and health authorities and actors in Moldova , as needed.
• The Health field officer will represent the ICRC , along with the health delegate, during external meetings.

Responsiblities - support to the delegation

• Contribute in giving input to the HEALTH delegate and delegation for the context analysis with regards to HEALTH programs,
• Report to the delegation events and changes in the environment that could have an impact on ICRC's activities and objectives
• Participate actively in internal and external meetings.
• Proofreads translated health documents including memorandum of understanding between the ICRC and relevant partners.

The role will be tasked to interact with members of other teams, essentially with Health, Protection and the German Red Cross teams’ coordinator who are working in Moldova and in the Odesa office - Ukraine; She/he will also need to interact with health professionals in health facilities, international organisations and clinical and non-clinical interlocutors relevant to the Health program and the transfer project.

Required qualifications:

• Public health management skills 
• Fluency in Romanian, Russian and English
• Knowledge of the Moldovan national health system and ideally overseas medical aid
• Minimum 2-3 years of previous experience in a similar field
