Finance and Administration Officer

Danish Refugee Council, one of the world’s leading humanitarian NGOs, is currently looking for a qualified and motivated qualified and motivated Finance and Administration Officer.

 

The Danish Refugee Council (DRC) is a leading protection agency with a mandate to promote and protect durable solutions to conflict and displacement affected populations based on humanitarian principles and human rights. DRC is implementing a multi-sector response to support Ukraine refugees, IDPs, and host populations both within Ukraine and the neighboring countries of Poland, Romania and Moldova, and wider Europe.

 

Due to the ongoing conflict that began in February 2022, DRC opened offices in Poland, Moldova, and Romania to provide support to the displaced population in partnership with civil society organizations and national NGOs, duty bearers, and other actors. DRC continues to implement in these three countries through partnerships, technical assistance and capacity exchange, and direct implementation in some cases. 

 

About the Job

As Finance and Administration Officer, you will form part of the Support Service team of the DRC Moldova office. You will perform all tasks related to the wider scope of finance and administration. Your main duties and responsibilities will be:

Financial support

  • Assist with the preparation of Moldova’s master budget and project budget proposals.
  • Implement financial SOPs, policies, and procedures.
  • Establish, maintain, and reconcile the general ledger, and act as a focal point for Moldova’s month-end closure process.
  • Prepare and reconcile cash and bank statements.
  • Ensure data and transactions are properly recorded and entered into the ERP systems.
  • Assist with annual/donor project audit, and provide supporting documentation, when needed.
  • Maintain financial files and records in accordance with DRC’s global guidelines and local requirements.
  • Filing, scanning, and sending monthly financial documents to the country office.
  • Correctly use DRC Dynamics functionalities in areas of concern.
  • In close cooperation with the local team, prepare and submit fund requests to HQ to ensure sufficient funds are available for costs on a monthly basis.
  • Act as a focal point of reviewing partners' financial reports (subgrants).
  • With the assistance of the Response Manager, engage with local authorities representatives and public servants.

 

Cash control

  • Establish and maintain cash controls.
  • Prepare monthly cash requests and prepare weekly cash reports.
  • Carry out cash and bank transactions for field offices.
  • Cash Book registry update on a daily basis, and cash count on a weekly, and monthly basis with the Field coordinator or the project manager.

 

Staff Expenses

  • Support staff in raising travel requests, expense reports & cash advances in MS Dynamics in line with DRC Policy.
  • Ensuring correct use of accounting distributions, categories, and Per Diem rates.
  • Verify expense supporting documentation prior to posting & paying expenses.

 

Administration

  • Follow up on workers' contracts, payments according to attendance, and any other related admin tasks.
  • When required, provide translation of documents (rental lease, staff announcements, scope of work) and in-person translation for the Response Manager and Support Services Manager in meetings.
  • Support HR and line manager to organize staff induction and orientation and ensure that staff is fully aware of the admin procedures.
  • Ensure that Human Resource information like DRC ID cards and Dynamics accounts are kept and availed to relevant parties on a timely basis.
  • Coordinate with Supply Chain team to ensure that DRC facilities, assets, and services are appropriately maintained, including office, guesthouse, IT, and internet.
  • Conduct duties in accordance with DRC programs' Standard Operating Procedures (SOPs).
  • Conduct duties in accordance with DRC Code of Conduct.

 

About You

To be successful in this role we expect you to have a minimum of 2 years of relevant, proven work experience ideally within an international humanitarian or development organization. Moreover, we also expect the following:

  • University degree, preferably in finance, accounting, business administration, or another relevant field.
  • Desirable Experience working in an ERP system, preferably Microsoft Dynamics 365.
  • Excellent Microsoft Office skills, including Word, Excel, PowerPoint, etc.
  • Demonstrated record of field and operational experience
  • Excellent communication and interpersonal skills and demonstrated ability to engage with relevant internal and external stakeholders.
  • Demonstrated ability to collaborate and work as part of a team to achieve joint objectives, in a multicultural context.
  • Solution-oriented approach, with strong problem-solving and analytical skills.
  • Detail-oriented, with the ability to organize and manage information, plan and manage workload, prioritize, and deliver to deadlines.
  • Advanced skills in English and Romanian or/and Russian.

We Offer

Contract length: September 2022 - May 2023, with the possibility of extension depending on funding.

Band: Non-Management, H

Duty base: Chisinau
