ORGANIZATIONAL CONTEXT:

This job is found in WFP Yemen Country Offices based in Sana'a and generally report to the Head of IT.

 

STANDARD MINIMUM QUALIFICATIONS:

Education: Advanced University degree in computer science or relevant field and any certifications of project management qualification e.g. PRINCE II, PMI, and ITIL course.

Experience: A minimum of 10 years of professional experience in an international context, preferably in humanitarian context; and involvement in minimum 3 emergency operations during the last 10 years of experience with escalating level of responsibilities.

  • Sound knowledge of Microsoft Windows, MS Excel, MS Word, MS PowerPoint and other related software.

Language: Fluency in both oral and written communication in English is required; Knowledge of Arabic language desirable.    

 

JOB PROFILE:

The ETC Coordinator will lead and implement the ETC activities and bilateral services through the engagement with partners and by serving as an active member of the Inter-Cluster Coordination Work Group (ICWG) Team, through deployment to the Yemen Humanitarian Operations Response.

 

DUTIES AND RESPONSIBILITIES:

  • Lead engagement of the ETC in the Humanitarian Programme Cycle (HPC) from needs assessments, project planning, monitoring and evaluation to transitional and exit strategy.
  • Lead the identification/assessment and prioritization of key telecommunications bottlenecks and gaps impeding delivery of essential assistance by the humanitarian community and in support of the Humanitarian Response Plan (HRP) priorities;
  • Lead the identification/assessment to identify gaps of impeding delivery of essential assistance to assist affected community.
  • Manage the relationship with any Emergency Telecommunications (ET) service providers on behalf of the cluster members;
  • Provide leadership to the ETC by organizing and chairing ETC meetings in order to better strategically coordinate the continuous identification of ICT problems and solutions adequate to ensure delivery of humanitarian assistance;
  • Represent the ETC at Inter-Cluster and other related coordination meetings;
  • Ensure ETC activities are reflected in inter-agency documentation such as the Humanitarian Needs Overview (HNO), the Humanitarian Response Plan (HRP) and Cluster performance reports.
  • Upon request of the Country Director of the leading agency, the ETC Coordinator can advocate for funding with donors as well as brief them on the ETC activities in the country;
  • Ensure adequate ET preparedness through the Inter-Agency contingency planning process;
  • Continuously raise awareness of the Cluster concept with the organizations present in the country of operation and support the mainstreaming of the cluster approach;
  • Liaise on a regular basis with all the in-country stakeholders;
  • Ensure proper dissemination of information, reporting of activities and communications of local ETC activities;
  • Coordinate, monitor and evaluate the development and implementation of ETC and EOC projects;
  • Identify and mobilize resources (i.e. financial, HR, assets) for the services to be provided under the coordination of ET Cluster or other Cluster participating organizations);
  • Promote/support training of staff and local capacity building activities for local actors, including government counterparts where feasible;
  • Liaise and coordinate with the government/stakeholders in any telecommunications related issues on behalf of humanitarian community;
  • Report activities to the Cluster Lead Agency (CLA);
  • Ensure the CLA in prepared for HCT engagements in representing ETC activities and requirements;  
  • In coordination with WHO, assess the performance and improvement of IT services provision to the EOCs across the country
  • Assess and identify opportunities to explore IT services for the community
  • Resume the function of OIC in absent of Yemen CO head of IT  
  • Others as required.

 

DESIRED EXPERIENCES FOR ENTRY INTO THE ROLE:

  • Ability to communicate clearly both orally and in writing, transforming technical terminology into easily understood language; 
  • Good analytical skills, resourcefulness, initiative;
  • Ability to plan and organise work programme; ability to work with minimum supervision under own initiative;
  • Tact and ability to work harmoniously with people of different national and cultural backgrounds;
  • Demonstrated problem-solving skills ability to conceptualise issues, think in abstract terms, and analyse numerical data;
  • Good understanding / experience of the Humanitarian reform / the Cluster Approach;
  • Experience in Emergency ICT assessments and analysis, Emergency preparedness and contingency planning;
  • Experience in managing meetings;
  • Experience in managing teams;
  • Requires the ability to work under pressure and on multiple tasks.
