ABOUT WFP

In Syria, WFP provides food assistance to more than 4.6 million people each month. This includes families who require emergency assistance when affected by conflict and displacement and also those who need help to improve their nutrition and food security. WFP supports children across Syria with healthy meals and snacks at school, mothers with nutritious diets, and families and communities with sustainable livelihood projects.

BACKGROUND AND PURPOSE OF THE ASSIGNMENT:

Throughout 2020 and 2021, WFP Syria Country Office has considerably invested in improving the quality of activities and ensuring that they meet corporate programme standards. . The integration and mainstreaming of protection and gender considerations were and remain one of WFP’s core commitments to enhance the quality of programmes.
Accountability towards Affected Populations (AAP) is an integral element of these mainstreaming efforts, and a dedicated team was established in Syria to ensure communities are heard and consistently consulted. WFP Syria Country Office is currently seeking to fill the position of Programme Policy Officer (Accountability to Affected Populations – AAP), based in Damascus. The Officer will provide strategic and technical support to improve the integration of protection, gender and accountability across WFP programmes and operations in Syria Country Office.
The position will report to the International AAP Officer and work closely with the AAP team in the Country Office, AAP associates in Field Offices as well as the broader Gender and Protection team across the country

STRATEGIC OBJECTIVE/ACTIVITY:

To provide support to policy and programme activities that effectively meet food assistance needs in full adherence of the safety and dignity of the people that are served

KEY ACCOUNTABILITIES (not all-inclusive)

1. Work with staff at different levels from the Country Office and Field Offices to promote a strong culture that supports the integration of AAP principles in WFP’s programmes and humanitarian operations.
2. Contribute to the development and update of AAP related strategies, standard operating procedures, AAP tools and workplans as required, and work with activity managers to ensure workplan implementation.
3. Engage with programme sections and FOs to identify practical and operational solutions for effective implementation of AAP guidelines.
4. Support the management/oversight of AAP activities including Community Feedback Mechanisms (WFP and CPs), information provision and communities’ consultations in close coordination with direct supervisor.
5. Contribute to community feedback quantitative and qualitative data collection and data analysis processes.
6. Under the guidance of the technical programme teams, develop communication strategies for recurrent messages and campaigns targeted at WFP’s beneficiaries on specific topics (e.g.,awareness raising around disabilities) and support CO functional teams and the FOs in enhancing information provision activities to affected populations.
7. Work closely with programme teams and CPs to ensure the provision of clear, up to date communications on programme and beneficiary rights for affected communities as well as ensuring provision and awareness of accessible community feedback mechanisms.
8. In coordination with activity managers and FOs draft and edit promotional and/or communication materials (including visual materials) to raise the profile of WFP activities.
9. Provide training support for WFP and Cooperating partners (CPs) staff on AAP and Community Engagement.
10. Represent WFP in all relevant inter-agency AAP coordination mechanisms, coordinating and strengthening the link between WFP’s internal work on AAP and its interagency role as a partner and peer within the humanitarian system, in coordination with supervisor.
11. Undertake ad-hoc tasks as required. This may include, but is not limited to, support with donor reports and engagements, providing AAP talking points and summaries (internal and external facing).

STANDARD MINIMUM QUALIFICATIONS

Education:

Advanced University degree in International Affairs, Economics, Nutrition/Health, Agriculture, Environmental Science, Social Sciences or other field relevant to international development assistance, or First University Degree with additional years of related work experience and/or trainings/courses.

 

Experience:

With an Advanced University DegreeAt least 1 year of responsible post graduate relevant professional experience in a field related to protection, gender, accountability to affected population, and/or communication. Working in a humanitarian organization will be considered an added value.

 

With a First University Degree: At least 3 years of responsible post graduate relevant professional experience in a field related to protection, gender, accountability to affected population, and/or communication. Working in a humanitarian organization will be considered an added value.

 

Language:

 Fluency in both oral and written communication in Arabic and in English.
