Background

The Norwegian Refugee Council has been present in Ukraine since 2014, helping more than 700,000 people with food, shelter, water, sanitation, and legal assistance. Rapid change of situation in February 2022 during which whole Ukraine became affected by the conflict required significant scale-up of emergency programmes.  In response to the large-scale of displacement of refugees fleeing Ukraine, NRC is in the process of setting up humanitarian operations for refugees arriving in Poland, Romania and Moldova. NRC will respond, focusing on an integrated approach that combines our sectoral areas of expertise – education, protection, urban displacement outside camps, legal aid (ICLA) and shelter – working to a great extent through local partners.   

The bulk of NRC’s response is through Multi-Purpose Cash Assistance, leading to the creation of a regional Cash and Markets team who support the work carried out by the Ukraine Country Office Cash and Markets team. This regional team focuses on coherence (ensuring tools and approaches are standardised across the response), creativity (focusing on innovative thinking), collaboration (working with different departments and teams across NRC), accountability (being honest and transparent about challenges and successes) and creating an enabling environment whereby tools and skills are shared across NRC.

Duties & Responsibilities

The purpose of the Cash and Markets Project Manager (Cash Information Management) is to Provide an analysis of existing database and data management systems to explore barriers and opportunities for harmonization and data protection opportunity and risks and Identify Capacity Gaps: Interviews with key stakeholders using a capacity needs and gaps analysis framework in the context of exploring how existing principles and guidance on safe and responsible data management can be better applied.

1.The Cash and Markets Project Manager (Cash Information Management), in cooperation with other internal stakeholders, will explore needs and options for supporting to set up a beneficiary management system platform to derive and extract quality data enabling proper insights.  This will need to be aligned with existing NRC best practice / tools and appropriate to the context of operation and coherent with other operations. 

2.Provide IM support to NRC’s cash distribution programme, by supporting the identification and definition of process flows; ensuring the solidity of the data model, and the interoperability of the programme with NRC tech stack; supervising the data\process coordination of the cash assistance component with other relevant core competencies such as education, ICLA, or shelter.

3.The Digital Community Hub (DCH), an omnichannel communication system, is NRC’s main tool for engaging with communities. The Cash IM Manager will lead the design of the engagement strategy, the sourcing and creation of content, the coordination with similar activities in the area (This role would benefit from being Ukrainian or Russian speaker)

4. Manage the partnership relationship with Okular Analytics with regard to information gathering operations in response to Ukraine crisis. 

5.In cooperation with other internal stakeholders, develop a sound strategy for harnessing secondary data through the use of support systems such as geodata and GIS tools, and support other NRC staff engaged in these activities 

6. Lead the identification, review and integrity of datasets extracted from multiple sources (DCH, beneficiary management system, form builders, CRM etc.) to identify any co-relation and anomalies and create an action plan to capacity building or catering to creating operational standards easing towards its analytics.

7. Lead the creation of a data integration strategy to automate the inclusion of information on access analysis currently being undertaken by RO & HO Access Team, the ERT, and others.

8. Build relevant dynamic dashboards and tools that can be utilized to structure data analysis as well as    visualize data for both internal and external audiences.

9. Structure reporting formats, inputs and data collection tools for sit reps, donor reports and for advocacy analysis and reports

      Skills & Experience

  1. Knowledge of tools such as ARC GIS and other ESRI related mapping tools 
  1. Expert knowledge of Power BI, Excel and Visual Basic 
  1. Long-term experience in the development of and visualization of humanitarian response data sets 
  1. Expert knowledge of humanitarian information management functions and coordination mechanisms 
  1. Field experience and understanding of cash-based programming initiatives and software such as Red Rose, LMMS, MasterCard Aid  
  1. Familiarity with Digital Communication Cloud Based tools such as Twilio, and Telerivet 
  1. Familiarity with Sharepoint and Azure data management structures 
  2.  Knowledge and familiarity in Python and R programming is preferable.

Access to a Schengen visa is required for positions in Ukraine
