Background

UN Women, grounded in the vision of equality enshrined in the Charter of the United Nations, works for the elimination of discrimination against women and girls; the empowerment of women; and the achievement of equality between women and men as partners and beneficiaries of development, human rights, humanitarian action and peace and security. Placing women’s rights at the center of all its efforts, UN Women leads and coordinates United Nations system efforts to ensure that commitments on gender equality and gender mainstreaming translate into action throughout the world. It provides leadership in support of Member States’ priorities and efforts, building effective partnerships with civil society and other relevant actors.

Communication and advocacy are integral to UN Women Viet Nam Country Office’ Strategic Note for 2022-2025 to contribute to Viet Nam achieving gender equality by 2030. Its goal is to support the positioning of women’s empowerment and gender equality as key issues on the international and national agendas and establish UN Women’s role as the leading authority in this context. This entails showcasing its leadership as an advocate and knowledge provider on gender equality, a provider of results-oriented, impactful interventions on the ground, and a skilled facilitator of normative and UN coordination processes.

Reporting directly to the Country Representative of UN Women in Viet Nam, the Communications and Advocacy Analyst lead the implementation of the corporate communications strategy, as well as in the design, management and implementation of the Country Office communications and advocacy strategies and workplan which are geared to influence the development agenda, promote public and media outreach and mobilize support for gender equality and UN Women.  Given the emphasis on social norm change in the new Strategic Note 2022-2026, the Communications and Advocacy Analyst will manage and implement project activities and communication campaigns focusing on questioning gender stereotypes, calling attention to gender discrimination, violence against women and harmful practices, and inviting action of the public, particularly young people and men.

In Viet Nam, UN Women is an active member of the UN Country Team, and as a member of the UN Communications Team, the UN Women Communication and Advocacy Analysis will contribute also to “Communicating as One” under the UN Viet Nam Communications Framework and support to mainstream gender in the UN Communications workplan in Viet Nam. The Communications and Advocacy Analyst works in close collaboration with the UN Women Regional Communications Officer and HQ Communications Team, the Country Office Programme and Operations teams, staff of other UN Agencies, ensuring successful communication strategy implementation for both UN Women and the UN in Viet Nam.

The Communications and Advocacy Analyst also support the fundraising effort of the Office including working with private sector and potential donors.

 

Duties and Responsibilities

  1. Lead the planning and design of internal and external strategies for communications, advocacy and outreach focusing on achievement of the following results:
  • Conduct of communications needs assessments for CO (projects, country programme and corporate change initiatives, etc)
  • Analysis of requirements and synthesis of proposals for elaboration of the CO communications and outreach workplan based on the UN Women corporate communications strategy.

2. Lead the implementation of the CO communication strategy and workplan, and contributes to the implementation of VCO Strategic Note 2022-2025 focusing on the achievement of the following results:

  • Effective design and implementation of the CO communication strategy and workplan.
  • Assist implementation of the UN Viet Nam Communications Framework focusing on communication of gender equality strategies and results of the UN in Viet Nam.
  • Development/production of communication and advocacy materials for awareness-raising and communication for and about results, including briefing materials, impactful stories, and press releases in coordination with project officers.
  • Effective communication of new data, evidence and policy recommendations from research and studies commissioned by UN Women in a convincing manner to government policy makers to promote policy change.
  • Manage CO communication and advocacy activities, such as drafting concept notes, terms of references, supporting design of print and visual media material, planning media engagement, maintenance of regular contact with printers, photographers and other vendors to ensure production and dissemination.

3.  Coordinate UN Women web/online presence

  • Coordinate UN Women websites’ content and maintenance based on corporate requirements.
  • Coordinate UN Women social media accounts in line with corporate social media policy.
  • Upload information to knowledge management system on a regular basis, including news, updates, resources.
  • Create strategic partnerships for accelerating communications impact of WEA

4. Manage and implement social norms change activities of UN Women Viet Nam Country Office focusing on achievement of the following results:

  • Development of creative campaigns, activities and inniatives creative activities and inniatives focusing on questioning gender stereotypes, calling attention to gender discrimination, violence against women and harmful practices, and inviting action of the public, particularly young people and men,
  • Engaging and maintaining networks of key opinions influencers, activists and champions in different intervention fields.
  • Providing of trainings on gender equality and gender-responsive communications to the youth and the media.

5. Support the fundraising effort of the Office including working with private sector and potential donors, focusing on achievement of the following results:

  • Support the development of fundraising strategy and proposals in coordination with management team.
  • Engaging and maintaining relationships with private sector in coordination with project officers.

6. Ensures facilitation of knowledge building and management to wider audience, particularly young people, focusing on achievement of the following results:

  • Identification and synthesis of best practices and lessons learned directly linked to programme goals and activities.
  • Contributions to knowledge networks and communities of practice including One UN and UN Women corporate communications repositories.
  • Actively sharing the knowledge on gender equality to wider audience, particularly young people.
  • Professional growth through active learning.

Required Skills and Experience

Education and certification:

  • Master’s degree in social sciences, journalist, media relations, international relations, development, gender or related field.

Experience:

  • At least 5 years of relevant experience at the national or international level in public relations, communications or advocacy, specializing in implementation and assistance to planning and design the communications strategies and/or workplans.
  • At least 2 years of relevant experience with advocacy and social norms change on gender equality issues.
  • Prior experience in UN system will be an advantage.
  • Experience in the usage of computers and office software packages, good knowledge and experience with social media, storytelling and in handling of web-based management systems.

Language Requirements:

  • Fluency in English and Vietnamese is required (high quality oral and written communication skills)
  • Demonstrated ability to develop and tailor messages for communications and advocacy for different audiences.

Others:

  • Vietnamese national.
  • Ability to work with colleagues and collaborators of different nations and cultural background.
