Required Experience: Master's degree required. Doctoral level preferred (may be required based on sector needs). International relevant technical experience, related professional experience, or research institution experience required; 6 years. Excellent verbal and written communication skills in English. Must be able to establish strong relationships cross culturally. Proven work experience securing and/or managing significant funding from institutional donors. Deep technical knowledge in in the international development health sector and in social and behavior change (SBC), SBC strategies, SBC research, uptake and utilization is required.

Work Authorization: Must be authorized to work in the U.S.A. for any employer.

Travel: Up to 25% of time both in development and fragile contexts.

The Job:

World Vision is looking for a Senior Technical Advisor (STA) Social and Behavior Change (SBC) to support our rapid growth in the health international development space. This position will support the US-based Business Development and World Vision National Offices overseas, to identify new opportunities among public, private and non-profit sources of funding. The STA SBC will also support quality program implementation in World Vision field offices.

Your Responsibilities Will Include:

Resource Mobilization, Technical Assistance and Capacity Strengthening – 70%

  1. Lead large and complex proposals, provide SBC technical content during and for program design, write and review drafts of proposals.
  2. Provide direct and remote technical assistance to WV national offices in SBC and community health, including formative research, strategy development, participatory SBC materials development, community capacity strengthening, and other related technical assistance needs focused on malaria, maternal, child and newborn health as well as reproductive health, WASH (other health areas as needed);
  3. Cultivate partnerships with diverse organizations related to health programming, research, and learning.
  4. Support identification of relevant health-related upcoming funding opportunities and provide technical assistance to country offices in positioning for the funding opportunities.
  5. Stay abreast of global health, technical and donor funding trends to ensure that proposals are evidence-based and responsive to donor and country requirements and priorities.
  6. Provide technical assistance to project teams, local partners, and ministries of health, including for projects funded by USAID and private donors, for the design and implementation.
  7. Leads workshops, training and other capacity building activities to build local and national SBC capacity in project countries.
  8. Strengthen national office staff technical capacity in strategic and technical areas.

Technical Leadership, Program Learning and Documentation– 30%

  • Provide technical thought leadership initiatives, identifies best practices from ongoing country programs and global work, documents these practices, and disseminates and promotes uptake within the agency.
  • Lead the development, technical writing, and dissemination of relevant technical briefs and knowledge products.
  • Articulates key SBC program innovation and learning priorities and community mobilization approaches.
  • Contribute to program reports, including drafting and reviewing sections.
  • Conceptualize, convene, and present at relevant technical consultations, webinars, and other virtual engagements internally and externally.
  • Facilitate and contribute to external health related communities of practice, establishes and maintains new/existing relationships with key donors (headquarters and regional/country level) and program partners to advance global health.

You Bring These Skills:

  • Minimum 8 years relevant experience in Social and behavior change, community health/community-based programming, social and behavior change and communication, behavioral sciences, health communication, public health promotion, participatory training facilitation, local partner capacity building or related field. Deep technical knowledge in the international development health sector is required.

  • Master’s degree in public health, or related discipline degree is strongly preferred

  • Experience working with fragile or conflict settings, a low- or middle-income country is desired.

  • Demonstrated experience developing/adapting global program tools/guidance, leading technical learning, documentation, and knowledge management in projects.

  • Proven technical writing and public speaking experience.

  • Proven understanding of monitoring and evaluation, including experience supporting evaluations and using evidence and learning to rapidly adapt programming.

  • Experience securing, contributing to USAID, Foundations, and/or other relevant donor proposals, familiarity with USAID project cycles, policies, and procedures.

  • Demonstrated success to establish and maintain collaborative working relationships with colleagues from diverse backgrounds and across different organizations.

  • Willingness and ability to travel internationally up to 40%

Education and Experience:

Master's degree required. Doctoral level preferred (may be required based on sector needs). Additional Skills We Are Interested In:

  • 10-15 years of experience strongly preferred.
  • Proficient in a language other than English (French, Arabic, Spanish, Swahili) preferred.
  • Doctoral level education a plus.
  • Experience working in one or more of the following regions: Africa, Asia, Latin America Caribbean.
  • Familiarity with HIV prevention strategies.
  • Experience supporting public health, diverse social behavior change projects in fragile settings and/or experience in humanitarian programming a plus.
