Background Information - Job-specific

The OQ is seeking to recruit a Senior Economic Development Associate (EDA) to be stationed primarily in Gaza to contribute to the implementation of OQ’s development agenda. The senior associate will support the work of the Movement and Trade Team to implement the objectives set in the trade sector strategy, with a primary focus on Gaza related activities.

Functional Responsibilities

Specifically, the Senior Economic Development Associate will contribute to the following areas: 

  1. Project Management and Delivery;

  2. Project Communication and Outreach;

  3. Research, Analysis, Writing, and Editing; 

  4. Presentation and Communication Support;

The work is of a highly confidential nature and the contractor must maintain the highest standards of integrity.

The contractor will deliver his/her contributions to the following areas (under the overall leadership and in full coordination with the Movement and Trade Director):

Project Management and Delivery

  1. Co-lead one or more trade development and facilitation work streams including proposing strategy and direction for the workstream.

  2. Propose and agree on outputs with the lead advisor and deliver workstreams outputs on time and within tolerances according to the agreed strategy taking into consideration adapting to changes of information.

  3. Participate in high-level discussions on projects with the Palestinian and Israeli Authorities, the International Community, and the Palestinian Private Sector.

  4. Prepare planning and strategy documents for the priority projects as necessary.

  5. Support the procurement process for consultancies on the priority trade projects, including TORs development and evaluation and selection of bidders.

Project Communication and Outreach

  1. Contribute to meetings with internal and external stakeholders regularly, to discuss project progress and planned outputs. 

  2. Prepare document reports, emails, and presentations to be shared with project stakeholders.

Research, Analysis, and Writing:  

  1. Prepare and conduct research, analysis, literature reviews, and other written inputs related to the trade priority projects. 

  2. Prepare draft reports, papers, briefs, and memos that formulate discussions on issues relevant to the OQ’s strategic objectives, as required

  3. Provide support in drafting the Movement and Trade sections of the OQ report to the AHLC, the OQ quarterly and annual report, and donor reports.

  4. Assist in providing feedback on papers and reports related to the project.


Presentation and Communication Support: 

  1. Assist OQ Advisors and Management in developing a variety of presentations both in response to movement and trade project needs and other OQ priorities. 

  2. Prepare draft materials for internal and external meetings, as required.

  3. Prepare briefing notes on priority projects for external meetings with stakeholders.

Education/Experience/Language requirements

Education:

Advanced degree in business, international relations, economics, development management or other development areas is required.  A first level university degree with 2 additional years of relevant experience may be accepted in lieu of the advanced university degree.

Work Experience:

  • 2 years of relevant work experience required in trade or industry-related areas. Experience in Palestinian economic development and/or Palestinian trade is an asset.

Skills and Abilities: 







  • Highly skilled in research and analysis: Very strong qualitative and analytic skills; keen attention to detail and data accuracy.

  • Excellent communication skills: Strong writing ability, skilled in creating knowledge products such as policy briefs, papers, guidance notes and other pieces directed at multiple audiences; ability to work under tight deadlines, juggling multiple competing tasks and prioritising demands.

  • Strong team player: Strong interpersonal skills; ability to interact with high-level individuals across a range of organisations; customer-orientation and sound judgment; ability to consistently demonstrate a professional manner in dealing with individuals at all levels, both internally and externally to the organisation; team player and flexible as tasks and priorities shift; ability to self-start and troubleshoot without supervision; ability to work independently and in teams in a small office environment; demonstrated ability to excel in a multi-cultural environment. 

  • Other: Demonstrated competence with using standard office software packages (MS Word, Excel, PowerPoint, etc.).

Language Requirements:

  • Excellent command of written and spoken English. 

  • Knowledge of Arabic and/or Hebrew is an asset.

Contract type, level and duration

The contract for this position will be issued by the United Nations Office for Project Services (UNOPS) on behalf of its Client the Office of Quartet pursuant to an agreement between both parties whereby the successful candidate's contractual rights and responsibilities will be managed by the Office of Quartet (OQ) office and not by UNOPS.
Contract type: Local Individual Contract ICA
Contract level: LICA 9
Contract duration: 3 months with possibility of extension upon satisfactory of performance & availability of funds
